SUMMARY OF CHANGES
(End of Summary of Changes)
No. Question Government Response
1 Where is the Sign Schedule for the Signs specified in Division 10 14 00? The A-E did not provide a sign schedule. It is up to the contractor to determine what signs are required, and submit the sign schedule, drawing s and color chart submittal. Attached is an example submittal.
2 Where are the Metal Lockers specified in Division 10 51 13 to be installed? Metal lockers are shown on drawing A-101, Floor Plan detail. See Keynote A4.
3 There is not Schedule for the Door Hardware. Please provide.
No schedule for Door Hardware provided by AE. It is the contractor's responsiblilty to submit door, frames, and hardware data/schedules for approval. Only the new doors would need hardware (my count is 6 new doors plus roll-up door). All other existing doors will not change. Contractor shall provide new door hardware and new locks for the new doors. Contractor shall provide locks compatible with existing BEST Lock series cores and locks. Locks shall be System type A, 7pin, PEAKS, Keyway B7 Core Mark to be determined by government at time of submittal. Lock core to be of the type mounted in the door handle. Locksets from demolished doors shall be returned to Government. The sliding glass door for room 160, does not require locks - only handle for opening/closing.
During construction near runways we have used 6' tall temporary fencing around the construction site to contain blowing debris from accidentally blowing onto the runway. Is it acceptable to fence in the construction site with 6' chain link fence?
Yes. The fence must be secure enough not to blow over in strong winds.
During the site visit it was mentioned that the client would like to see the projector lift eliminated from the ceiling in CAT room 163. Is demolition of the projector, projector lift, infilling the ceiling grid and adding ceiling pads part of the scope of work?
Yes. Drawing D-101, Keynote D-10 for room 163 - Remove suspended ceiling in its entirety including ceiling panles, grid and all asscoaited hardware. Drawing A-101 Detail "Reflected Ceiling Plan" shows the new ceiling plan. As part of the demolition of the ceiling tiles, grid hardware, remove the drop down projector platform and projector screen. The actual project equipment will not be demolished, but will be removed by the government and re-installed by the government.
The size of the Kohler generator that is to be relocated is large. It is equipped with a 2' tall base and fuel tank and is 6' tall and over 10' long. The proposed location has 6" X 8" concrete curbs. Are these curbs compatible with the Kohler generator to be moved? If not can you please provide the modifications that will have to be made to the existing slab/curbs to make the it ready to accept the new generator?
The existing generator is 102" tall +/- 3", 126" long, and 41" wide. The location for which the generator is to be moved, is 120" +/- 2" from the ceiling to the top of the concrete curbs. There is one light that will need to be demolished (see attached photo). The generator should fit in the space identified.
There are STC rated doors for this project. I didn't see STC testing required. Is STC testing required for this project? Sound Transmission Class (STC) 34. No testing required as long as door specifications match the STC rating desired.

Specifications 1. General Description of Work 1.9 Superintendence by the Contractor, The project superintendent shall maintain a physical presence at the site at all times while construction activities are ongoing. 1.9.1 Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of contract work.
Quality Control Organization 3.4.1 The Contractor's CQC staff maintains a presence at the site at all times during progress of the work and have complete authority and responsibility to take any action necessary to ensure Contract compliance. This CQC System Manager is on the site at all times during construction and is employed by the prime Contractor. The CQC System Manager is assigned no other duties.
1.6.1.1.1 Site Safety and Health Officer. The SSHO may also serve as the Quality Control Manager. The SSHO may not serve as the Superintendent.
If the site superintendent has to be on the site full time and the QCQ manager has to be on site full time but is not allowed to have any other assigned duties even though the SSHO may serve as the Quality Control Manager by specification, does this mean we are to figure 3 full time employees to manage this project?
If the SSOH can also be the QC person, than there should be two full-time people: SSOH/QC and Superintendent.

10 Is the current roof under warranty? The roof on the newer section of B107 which includes the Command Post was installed in 2010. There should be an existing warranty; however, we cannot find the paperwork. At his point, I would assume there is no warranty.
11 Can you provide the name of the Building Controls System manufacturer currently in place? Siemens Insight Direct Digital Control System (DDC)
On DWG E101, the path for the new conduit at the generator relocation goes mostly through the hallway, except towards the southwest corner where it goes through some rooms. Will these rooms be occupied, or more importantly, will this work need to be performed off-hours?
The rooms the conduit passes through is a mechanical room, women's locker room / rest room, and janitor closet. The locker room and rest room can be worked on during normal work hours. Prior notification will be made to building occupants so that those rooms will not be used during the conduit installation. Corrdination will be required between the contractor and the COR.
13 In regards to the rooms listed in RFI about the generator conduit path, are these ceilings ACT or gypsum (we did not visit these rooms during the walk through)? No ceiling tiles in the mechanical room. Ceiling tiles/grid system in the women's locker room, rest room, and janitor closet.
14 The bid for has 3 CLINs for different scope. Is there a possibility that one or all CLINs may not be awarded?
All CLINs will be awarded. CLIN 3 for communications items may be awarded after October 1, 2022 for FY23. Please make sure prices for CLIN 3 are good for 90 days.
15 Can you distribute the sign-in sheet from the pre-bid? Yes, see attachment.
General Note 1 on DWG E103 mentions existing lightning protection system, however, no terminals were seen on the roof during the walk through. Can you confirm the existing building does not currently have a lightning protection system and the system called for in the bid documents is completely new on the entire building? To provide a 3rd party inspection, the entire building will need to be protected.
B107 does have a lightning protection system for the existing Command Post antenna (SCAMP system) and communications antennas. There is an air terminal for the SCAMP and Surge arrestors with the communications antenna cabeling. The facility has grounding, but I do not believe there is an existing whole building lightning protection system. Installing an entire building 107 lightning protection system is not part of the scope. What is part of the scope is installing and testing the lightning protection system for the new addition and GASNT antenna system.
17 For the new lightning protection system, are there any restrictions on digging around the building for new grounding locations (i.e. detail 6 on DWG E501)? No restrictions for digging. It will be the contractor's responsibility to locate all surrounding utilities prior to digging, and repair aspalt or concrete.
18 If a new system is required for the entire building, will concealed down cables be required (This can be disruptive and expensive)? See response for #16.
19 For lightning protection purposes, can you confirm if there are or are not any munitions, flammable, or explosive items stored in this building? No munitions or explosives. There are flammable items (chemicals) stored in a flammable storage locker.
Please Advise, Looking for clarification of Conduit sizes & Wires Sizes. New Line Diagram Panel HPEM. We are looking for the Conduit Size & Wire Size from Panel HPEM to New 30KVa 480-208/120V New Transformer. As well as from the New Transformer to the New CP-2 208/120V 100 AMP Panel. We are also looking for Conduit Sizes & Wires Sizes from Existing 30KVa 480-208/120v Transformer to the New Feed to CP-1 208/120V 100 AMP.
Please Refer to drawing E-601.
Conduit and wire sizes are found on drawing E-101.
Per Drawing E-105 there is a cable for the antenna going to the roof. Can you please provide the specifications for the antenna cable and what the connectivity is and or how it is to be terminated?
The antenna cabling will be installed by the equipment manufacturer. All you need to be concerned with is the conduit for the antenna cable.
In the Addendum, they stated there is Lightning Protection on the antenna. However, the existing surge arrestors and air terminal are not a Lightning Protection System. There is no Zone of Protection afforded by one air terminals and one antenna it is simply not a Lightning Protection System. Is the intent of this project to have a Lightning Protection System on the entire building or just ground the antenna?
That is a good point, but because that is not within the SOW, we are not looking to have an entire building L&G system. That would have to be a separate project if we determine it is needed.
In specification Section 1.4.3, they show a test plan and because we are only doing a small segment of the entire building, there isn’t much we can test. However, the work that we are providing is specifically on the Addition as shown on Drawing E501 and we will have a test plan for that Addition only. Is this acceptable?
Yes, that is acceptable to test the addition only
Typically surge protection on an antenna is provided by the antenna Vendor. Regarding Specification Section 1.4.4, this section refers to third party inspection agencies. There are no third party inspection agencies whose sole work is Lightning Protection. Underwriter’s Laboratory and even the LPI Test Agency service multiple disciplines. Is a third party inspection required? Will the antenna manufacture be providing surge protection?
Third party inspection is required. The antenna manufacturer There are companies who's sole work is lighting protection inspections. A vendor we have used in the past for lighting proection inspections is: Mr. David Mohnkern 724-222-3000, cell 724-205-3007, david.mohnkern@atlas-metal.com.
They are out of Eight-Four, PA. This is not an endorsement or requirement to use this company.
Additionally, the specifications request a “Master Label”. A Master Label can only be issued on a building that is completely protected. Therefore a Master Label is not possible on either the main building or the Addition. On the small addition a Letter of Findings is possible, but, only on an extremely limited scope. In Section 1.4.4, they are very specific in that they require witnessing of grounding and the testing measurements on the complete system. This requires two completely separate inspections by the UL. The price for UL to come out and inspect a partial system on a building of this size is $2,500.00 per day. That is a minimum of $5,000.00 in UL inspection fees. Additional cost will be required to have the lightning subcontractor and general contractor representatives on site. In order to get a Master Label the entire building must have a lightning protection system. Is it the intent of the project to install a complete lightning protection system on building 107? Is it the intent of this project to have a UL inspection on the grounding system for the antenna if the entire building is not getting a lightning protection system? Is a Letter of Findings acceptable as opposed to a master label?
Without whole building lighting protection, we will not require the "Master Label". No, it is not the intent to install a complete lightning protection system on B107. Yes, the intent of this project is to have a UL inspection on the grounding system for the antenna. Yes, a Letter of Findings acceptable as opposed to a master label.
