(1) The legend on cs401 & cs501 do not match. We are assuming the legend on cs401 is correct. in this case
(2) Assuming the legend on cs401 is correct, the "c" line running north-south in the middle of the paving should be tied joint not thicken edge?
(3) Key note 7 on cs101 shows the area south of the ramp/dock to be slab on grade.
The same area on cs401 is shown to be paving. Which one is correct?
(4) If the slab-on-Grade is intended in this area, what size rebar is to be used? Detail B- B on CS502 shows this area to have #4 @ 12"cc- both ways General--note VI, 1A on page GS102 shows Slab-on-grade to have #5 @ 12"cc-both ways (5) General Note IV, 2 shows rebar to be A613, A616 or A617. A613 is a retired spec for nuclear application. A616 is a rail steel spec A617 is an axle steel spec. Prime rebar (non-weldable) is Manufactured to the A615 spec. is this acceptable?
(6) The Ramp on CS502 appears to start at Detail B-B, and the wall underneath the ramp to start north of that line. What is underneath the ramp in this area?
(7) If the wall starts15' north, minimum VARIABLE height of the wall could not be 4". It would have to be 18" minimum VARIABLE height on the 10% slope of the ramp. This is based on the 24" constant wall height at grade. Are Top of Wall elevations available?
(1&2)The details on CS-501 are correct, the legend on CS- 401 should be adjusted to match the details on C-501 as follows. SMOOTH DOWELED CONSTRUCTION JOINT

The RFP indicates that an original, three hard copies and an electronic copy (CD) will be required for Volume I and II. With the current pandemic in Oklahoma and country, and with workers primarily working remotely, and considering pricing information might not come until the last minute, will the government please consider accepting electronic (email or AMRDEC Safe) submissions of Volume I and II?
No, We will only accept the documents as directed in the solicitation.
7/9/2020 13 The RFP mentions Exhibits (A-D). However, we cannot locate those exhibits. Could the government please provide these forms?
they have been uploaded to beta.sam
7/9/2020 14
For Volume II, Part I, Technical Capability Proposal, paragraph 2.1 states that the page limit is 20 pages. However, within 3.2.4, Experience and Capability, it appears that this sub-factor 1 is limited to 20 pages, and sub-factor 2 is limited to 2 pages, sub-factor 3 is limited to 3 pages, sub-factor 4 is limited to four pages for resumes (one page per resume) and 2 pages for personnel narrative, sub-factor 4 is limited to 5 pages, and sub-factor 6 is limited to 2 pages. Therefore, Volume II, Part I, is actually limited to a total of 38 pages? Is this assumption correct?
The page restriction limited by section as referenced in the solicitation. All of the page limits of factors and sub-factors apply. You cannot have a total page count limitation as you assumed, you must follow what is stated in the solicitation.
7/9/2020 15 Please confirm that Volume II, Part II does not have a page limit. If there is no listed page limit in the solicitation then there is no page limit.
7/9/2020 16
Section 00 01 0 includes Locations of Work section that offerors are to complete. This form only includes two locations. However, within paragraph 3.1.4, it states to complete the Section 00010-Areas of Consideration form, to include location and price. There is no spot to check price ranges. Please provide a revised Section 00010- Areas of Consideration form That includes both location and price for Offerors to select.
Write in Prices that you want to be considered for.
7/9/2020 17 Please confirm that the RFI deadline is 7/14/20, 5PM CST. RFI Deadline is 7/15/2020 as per site visit slides
7/9/2020 18 Paragraph 3.1.6 in 00010 states that the prototypical project is for evaluation purposes only. Is the seed project awardable?
The seed project will be awardable as soon as the base receives the funds.
7/9/2020 19
The technical proposal requires four resumes: Project Manager, QC Manager, Superintendent and Safety Manager. Paragraph 8 of Section 01000 states that key team members may not hold more than one key role. Is it the government’ intent to have all four dedicated personnel represented on the prototypical project? In an effort to minimize cost, can Offerors proposal individuals who will serve in multiple positions (i.e., the Superintendent can also serve as the QC Manager and Safety Manager, as long as that one individual meets the qualifications of all three positions).
The Superintendent can serve as the Safety Manager on the prototypical project.
7/9/2020 20
Paragraph 3.2.7, Sub-factor 4, asks for four (4) resumes and states that each resume must be a maximum of one page each. However, the last sentence states, “maximum of 2 pages.” Please confirm that the resumes are one page each, and the separate narrative explaining key personnel experience is limited to 2 pages, for a sub-factor 4 total page limit of 6 pages. confirmed
7/9/2020 21 Please confirm that Letters of Intent for proposed personnel are not required if that personnel is currently employed by the offeror. confirmed
7/9/2020 22 Please confirm that the Gantt Chart provided in sub-factor 6 is not included in any page count. confirmed
7/9/2020 23
Please confirm that final CPARS performance evaluations will be acceptable in lieu of having our past federal clients complete Exhibit C. If acceptable, are offerors to include the CPARS evaluation within the proposal in Volume II, Part II?
solicitation calls out to provide the CPARS evaluation in your proposals. You are not required to have any vendors fill out past-performance questionnaires. Having those filled out could have value added to your proposal.
7/9/2020 24
For previous federal projects that do not have final CPARS performance evaluations, will the government allow and equally evaluate previously completed Past Performance Questionnaires (PPQs), in the USACE/NAVFAC forms, that were recently completed in lieu of Exhibit C? Allowing this will remove extra burden on our federal clients, who most are currently working remotely. If acceptable, are offerors to include these previously completed PPQs within the proposal in Volume II, Part II?
We have called out for Exhibit C to be filled out as it is in a standard format for NGB. Exhibit C will be used and submitted by the personnel that are filing it out.
7/9/2020 25
Please confirm that if offerors are not utilizing key personnel, predecessor companies or key subcontractors for past performance, that Exhibit B, Subcontractor/Key Personnel/Team Information and Consent Forms are not required.
confirmed
7/9/2020 26 Please confirm that Volume II, Parts I and II, are both to be included in the same binder, with each section or sub-factor, appropriately tabbed. confirmed

OK MATOC
7/9/2020 27 Paragraph 2.4.4 in Section 00010 states that charts may be landscaped by must be on 8.5” x 11” size paper. In order to easily review the Gantt Chart, can this Gantt Chart schedule be provided on 11” x 17” landscape? No, solicitation states 8.5” x 11” size paper
7/9/2020 28
The evaluation criteria for sub-factor 4 states that the government will evaluate, “…list of major subcontractors who will be utilized throughout the life of the contract.” Since this MATOC is a five-year IDIQ contract, and not knowing what task orders will be issued, and having to ensure qualified and competitive subcontractors quote each future task order, it makes it really difficult for offerors to list subcontractors who will be used throughout the life of this contract. Would the government consider removing this evaluation criteria, or at a minimum, acknowledge that the list is not binding or complete, and may change drastically throughout the life of the contract?
The list will not be complete. If a sub-contractor is used to meet qualification for award the sub-contractor is binding.
If company qualifies on its own merits then the sub-contractor will not be binding.
7/9/2020 29
The evaluation criteria for sub-factor 4 appears to indicate that Exhibit B is required for electrical, mechanical, roofing and horizontal subcontractors. But, the submission requirements, in paragraph 3.2.7 do not mention anything about subcontractors. Please confirm that the evaluation criteria for sub-factor only pertains to the key personnel required (Project Manager, QC Manager, Superintendent and Safety Manager) and not subcontractors. If this assumption is wrong, please clarify what from the subcontractors is to be provided in sub-factor 4 to satisfy key personnel experiences.
Confirmed
7/10/2020 30 Is there a drawing available that shows the existing ramp to be demolished and any other areas of demo around the existing ramp? The scope of the demolition is not clear. Drawing is provided as attachment to RFI #2
7/13/2020 31 Please confirm that the existing concrete ramp (loading dock) demolition is part of this requirement.
Yes, it is listed for pricing on a separate CLINN but is to be priced on this project.
7/13/2020 32 If yes (to 1a), please advise if the demolition is to include the ramp foundations.
Demolition is to include the existing ramp in its entirety.
After demolition the area is to be infilled with select fill and sod.
7/13/2020 33 If yes (to 1a), please advise regarding whether the area where the ramp is to be removed is to be paved. If so, please advise regarding the pavement section design. After demo ramp is to be infilled with select fill and sod level with surrounding areas.
7/13/2020 34
Reference Sheet CD101 and Sheet CS101 which describe the requirement for relocating an existing sliding gate and operator. The drawings do not provide information concerning the electrical power or low-voltage controls for this gate.
Desired information would include voltage/amperage information for the gate operator motor, if traffic loops are require for either side of the gate, and if a card reader is to be relocated.
relocate existing sliding gate and replace any unusable or damaged hardware for the gate to remain operable. There is no gate operator or motor to relocate.
7/13/2020 35 Reference Sheet CS502. The new loading dock structure does not include any safety or traffic striping. Please confirm that this is not required for the new dock.
The dividing lane shall be marked with a 4" wide yellow stripe. Also the edges of the dock shall be marked with four-inch wide yellow lines.
7/13/2020 36
RE Section 00010, Areas of Consideration, Locations of Work – the sentence refers to “…within the dollar range indicated below…”. Are we to indicate what the dollar range is we may be willing to accept next to the location, or is it the intent that the dollar range is the amount indicated in the solicitation in Section 00100, paragraph 1.3? Section 00110 paragraph 3.1.4 appears to indicate that we can determine the amount of task order we are willing to accept/compete for but by doing so are we limiting ourselves from being selected for placement on this contract?
Write in the range that you are wanting to accept at the Task Order Level. Range should take into account the work that can be performed by the Prime contractor and bonding capability at the Task Order level.
7/13/2020 37
RE Section 00110, paragraph 3.3.5 – Borealis Enterprises is a new subsidiary of NTVI Federal, Inc. and would like to use experience from its parent companies with construction experience, however some of these projects are beyond the 5-year completion period. Would the government consider extending this period to eight (8) years? No, the five year is the maximum considered.
7/13/2020 38
RE Section 00110, paragraph 3.3.10 – Past Performance Questionnaires in this paragraph require PPQs to be sent directly to the Contracting Officer, however instructions in the cover letter of Exhibit C contradict those instructions (return them to the Contractor’s company address). Please advise which is correct. If the response will be that PPQs should be sent directly to the Contracting Officer, it will be too late as we have sent some out in accordance with Exhibit C instructions since we needed their response for inclusion in time to meet the proposal due date.
Past performance questionnaires are to be submitted directly to the contracting officer.
7/13/2020 39 RE Section 00100, paragraph 1.1 – Will Alaskan Native Corporations who are not serviced though the Oklahoma SBA office be considered as certified 8(a) for purposes of participating in set-aside task orders in that category? Yes

1. There is currently no demolition plan for the existing platform and so we assume that during demoli-tion your intent is to have the sloped portion of the existing ramps demolished, as well as the top level portion of the platform that is accessed by traveling up the ramp. The intent is to remove all ramp con-crete, walls, and footings, but you do not want any existing concrete surrounding the ramp structure to be removed, unless it is necessary to remove the concrete below. Basically, when completed, this would leave a rectangular area of grass, where the old ramp was located. This rectangle of grass would be bordered by either concrete or grass on almost all 4 sides (just a small portion of one corner would abut existing grass). Is this assumption correct?
YES

2. Under General Notes on sheet GS-102, item #6 states that “contractor will perform soil exploration studies in order to confirm design conditions”. This suggests a full geotechnical investigation and re-port, which would include borings in the area of the proposed new platform. Is this the governments intent? The design as shown in the provided drawings seems robust and would work well with conser-vative assumptions on the condition of the underlying soil. Unless some highly unusual soils are dis-covered during excavation, is it acceptable to plan on 6” of well compacted ODOT Type “A” base ma-terial under the footings?
YES
7/14/2020 90
Note #6, found under the notes for “Concrete Construction” is a bit confusing. Is the intent to form the wall footings using wood or metal forms, or is the government asking for earth formed footings with 4” of cover. Our preference is to earth form the 12” x 48” footings using the earth as forms and keeping the reinforcing 4” from the earth; is that acceptable? YES
