REQUESTS FOR INFORMATION (RFI’s) AND RESPONSES – B409 ALLIED SUPPORT

QUESTION 01:

Since we were not permitted to access three exterior sides and inside of the SCIF during the site visit. Is it assumed that there is no work inside the SCIF for this contract?

That is correct. Work is not anticipated inside the Re-Locatable Facility (RLF). This project is to connect the RLF to the permanent building infrastructure to enable full functionality.

QUESTION 02:

There seems to be substantial info missing from what our responsibilities are in relation to the construction currently being done to the SCIF. Can you make clear what the responsibilities of the current contractor are, and where our responsibilities start?

The responsibility of the current contractor is to have the RLF is capable and ready to connect to the building utilities (to include the communications infrastructure), and; equipment transported and assembled in Mansfield is functional.

QUESTION 03:

The 180-day performance period seems unrealistic. The design, analysis, document deliverables phase, submittal & approval process, and procurement will take that long. Also, lead times on equipment will make this impossible. Please explain Govt intent, the anticipated NTP date, and what the 180-day performance period encompasses?

Contractors may propose alternative performance period however, the need by date is anticipated to be no later than November to allow for occupancy and certification.

QUESTION 04:

Is it true that the power and mechanical hook up to the SCIF by the contractors on site currently are temporary? If so, who does the demo of temporary hook ups?

The power and mechanical hook up to the RLF is for the purpose of testing and ensuring the transported equipment is functional. For the equipment items that require relocation, the deconstruction will be part of this project’s scope of work.

QUESTION 05:

Are the condensers currently being hooked up to the SCIF we witnessed at the site visit the ones we are to use in our contract? What is the permanent location of the condensers?

The condensers that were being installed during the site visit would be the condensers being used to cool the RLFs. Additional condensers/CRAC units are in the scope of work to provide climate control for the communications room being renovated/constructed as part of the existing hangar.

QUESTION 06:

Is the SCIF in its permanent location inside B409 hanger? If not, will it have to be moved/adjusted?

The RLF is not anticipated to move or be adjusted as part of this project.

QUESTION 07:

Is the current location of the generator where you want it? If not, what is the Govt desired location?

The generator will have to be relocated and a supporting concrete pad be constructed to support. The pad and generator shall be constructed and placed between the existing drive into hangar and existing sidewalk entering the building, where the picnic table currently resides.

a.

QUESTION 08:

Will the existing fire suppression system need to be decommissioned and a new one be engineered and installed for the entire B409 Building and its contents?

No. The fire suppression system has just been updated for the hangar bay and adjacent spaces. The only requirement is to install/connect a water supply from the hangar into the fire suppression system in RLF. The RLF has its own fire suppression system.

QUESTION 09:

Room 103, 103A, 104 AND 105 Have signs stating that the flooring is asbestos material. Are we to handle this in this contract in the affected areas? Or, will the Government remove in all areas, to include the hallway and restrooms before starting? Or patch where the walls will be removed during demolition. Room 103A appears to have a new all over the floor, but Rooms 104-105 appear to be original. (See attached sketch)

Our records indicate that testing in the facility found that RACM does not exist in the floor tile of the building. The building was renovated in 2002, removing all the ACM tile and mastic. There is no RACM in the building.

QUESTION 10:

Will the 2000amp main gear/UPS 1 & 2 with their cabinets/three transformers including the 750KVA transformer/Main shutoff cabinets/battery monitoring system with CPU & EPO buttons all be relocated into the UPS room

That is the intent.

QUESTION 11:

Yes. The contractor shall be responsible to provide a full and usable facility, capable of providing electrical to both the hangar and to the RLF.

QUESTION 15:

Regarding feeders from electrical room (the room shown with UPS location) to the gear at the RLF - can this be installed in EMT conduit? If so, EMT set screw fittings or compression type?

Yes. EMT conduit with compression fittings are acceptable.

QUESTION 16:

Regarding the voltage regulator – is this Government supplied? Also is there a part number or some specs for it?

The voltage regulator will not be supplied by the Government. Basic requirements for the automatic voltage regulator to include a computer grade, solid state, with phase control. Recent events in the area have shown that the electrical utility to be an unreliable power source with voltage spikes and dropped phases that will damage the computers/servers.

QUESTION 17:

Are we upgrading feeders/gear to the hanger from the utility transformer or adding secondary feeders just for the operation of the RLF?

The RLF should be able to operate as independently as practicable.

QUESTION 18:

Will the 2000amp main gear/UPS 1 & 2 with their cabinets/three transformers including the 750KVA transformer/Main shutoff cabinets/battery monitoring system with CPU & EPO buttons all be relocated into the UPS room?

Yes. To the extents practicable.

QUESTION 19:

Is there a preferred location to permanently install the outdoor main gear & transfer switch?

No however, the transfer switch should be as close to the generator as practicable.

QUESTION 20:

Is there a preferred route to run secondary conduits/feeders to the main gear – such as being all underground which will involve saw cutting & pour back of concrete/asphalt – or part of it underground

& part routed on exterior brick wall & possibly on roof of building?

There shall be no roof penetrations. Conduits and feeders, preferably, should route below ground and may penetrate the building on the side walls of the building. Penetrations shall meet all applicable building and electrical codes.

QUESTION 21:

Do we need to remove the ceilings in Room 103 & 105 due to the electrical and communications? And do we need to replace?

The drop ceiling is to remain. Where walls are removed, ceiling tiles will be required to be put in place to meet fire code. Any damage that occurs during construction shall be replaced.

QUESTION 22:

Do you have the latest fire pump test, to include the pump curves. We are confirming it meets demand.

The pump curves may be found through the manufacturer’s website and documentation. The existing pumps are an Aurora 6-481-158 pump (fire suppression room) and a Marathon Electric

QUESTION 115:

Attachment 3, Drawing 5, “room 103 Cable Tray” shows cable tray around the perimeter, and 1 run in each direction across the room. SOW Item 4.3.3.1.1 states, Cable tray system installed around perimeter of room 103; 105, and; in perpendicular paths in the center of rooms”. Please confirm that a layout of cable trays similar to that shown in Drawing 5 is intended for room 105 as well (perimeter and perpendicular paths in the center).

Install cable trays in accordance to Attachment 3, Drawing 5.

QUESTION 116:

Attachment 3, Drawing 5, “room 103 Cable Tray” shows 2 conduits between rooms 103 and 108A, 1 conduit between rooms 103 and 105, 4 conduits between rooms 103 and 102, and 1 conduit between room 103 and TSCIF in room 101. Only the conduit between room 103 and the TSCIF in room 101 is mentioned in the SOW; however, SOW Item 4.3.3.1.3 states to provide TWO such conduits. Attachment

The concern we are trying to mitigate is to protect the data processing systems and CRAC units from phase drops that have been occurring with more regularity at the installation. At present, the range of voltage spikes is unknown.

QUESTION 129:

Is there a possibility that we install a voltage regulator like this type but just for the mission critical side?

This would lower cost & possibly lower the lead time for this equipment as well.

Yes.
