QUESTIONS AND ANSWERS RELATED TO: SOLICITATION W50S82-21-R-0001

As of 17 Jun 2021

Q1. Spec section 28 31 76 Par 2.21.1 it states that the new system must be compatible with Monaco, this was also relayed at the pre-bid meeting. The spec does not say that we have to install that manufacture, just that the new system has to be compatible with the existing system.

I talked to Monaco and they told me that the only panel that will work with the existing system is their proprietary system.

I asked them if they would provide pricing to us and they said no, so I asked who I could get to provide pricing for their systems and I was told they cannot tell me that. They did state that only the Government can tell us who currently works on the system. Please provide contact information for the vender that currently services your system so that we can solicit them for pricing.

A1. Existing system must work with Monaco fire systems. All parts and materials required to meet that requirement must be purchased to do so. The Government defers to Monaco on what will work with their system. Call 509 926 6277 and request to speak to a DOD/Government sales representative and let them know you are responding to a solicitation for the Maryland Air National Guard.

Q2. Can the Fire Department Connections be located on one of each of the Fire Protection

Room walls, or do they need to be located on the address side wall of the building(s).

A2. Location of the FDCs can be located to be the most efficient/logical place per the final design.

The locations should grant the safest access to responding units.

Q3. Factor 1: Experience and Capability Proposal – Sub-factor 3 references qualifications for each position. Do these qualifications supersede the qualifications listed in the specifications? For example, do the QCM and PM need to have engineering degrees?

A3. Vendor should use the qualifications listed on the solicitation document instead of the specifications.

Q4. As a follow up to the first question listed above, can the SSHO and Site Super be fulfilled by one person? If not, are there any combinations of roles that can be fulfilled by one person?

A4. THE SUPERINTENDENT CAN BE THE SSHO. THE QCM ONLY JOB IS QUALITY

CONTROL

Q5. Is the contractor able to perform work simultaneously at multiple locations on site? For example, can the contractor be working in both hangars at the same time?

A5. The areas that will require the new system will require coordination with Maintenance operations.

The schedule will need to be coordinated between all parties to allow for work to progress as needed.

Q6. Factor 2 requires a past performance questionnaire to be completed. Is there an alternate email address other than what was provided in the solicitation? We are getting kick back emails stating that it hasn’t been sent or the address is not able to be verified.

A6. The proper email address is 175.wg.msc@us.af.mil.

Q7. For project scheduling, is can both Microsoft Project or P6 be used?

A7. Per the specifications 2.1.2 - Scheduling software used by the contractor must be commercially available from the software vendor for purchase with vendor software support agreements available. The software routine used to create the required sdef file must be created and supported by the software manufacturer.

Q8. Will there be a bid extension date?

A8. The solicitation due date has been extended to 24 Jun 2012 @ 2:00 PM EST.

Q1. Reference spec section 08 91 00 – Metal Wall Louvers. We have been unable to locate any metal wall louvers on the plans. Please help us understand where these are required.

A1. RESPONSE: No metal wall louvers are included in the project scope. Disregard Spec Section

08 91 00.

Q2. On Bid Drawing FX100-E there is a pipe shown in the southwest corner of the pumphouse apparently exiting the pump house with an associated Key note #5 that reads;

“TOBASE FIRE WATER SYSTEM. SEE CIVIL DRAWINGS”. However, Civil drawing

CU100-Fappears to show the same line connecting to a domestic water line denoted by the symbol “W” with a note stating; “FOR CONTINUATION OF WATER LINE SEE

FIRESUPPRESSION DRAWINGS FOR CONTINUATION”. When referencing drawing

CU110-Fand CU120-F, There are two water lines passing by buildings 2050 and 2070 respectively and also a separate Fire Water Line denoted by the symbol “F”. Please clarify where the Fire Water exits the Fire Pump House on the Civil plans. Specifically on CU100-

F.

A2. RESPONSE: Refer to Key Note 1 on sheet CU100 for temporary water line connection.

Q3. On Bid Drawing FX001-E under the heading; “Fire Suppression Design Criteria”, the

Hydrant Flow Test data is given. Please indicate where the test was taken. Please provide the Static (GAUGE) hydrant and the Flow Hydrant.

A3. RESPONSE: Gauge hydrant: FP24, Flow hydrants: FP25 & FP26 (see attachment).

Q4. Bid Drawing FX100-E indicates a pipe with Key note #5 that reads; “TO BASE

FIREWATER SYSTEM”. SEE CIVIL DRAWINGS”. Does this pipe connect to the existing

12”underground Fire-Main?

A4. RESPONSE: See sheet CU100 for continuation of 12” fire line.

Q5. Bid drawing FX601-E, Detail “5”, indicates a notes stating; “TO BASE FIRE

WATER SYSTEM”. Does this pipe connect to the existing 12” underground Fire-

Main?

A5. RESPONSE: See sheet CU100 for continuation of 12” fire line.

Q1. Volume 1: How many copies, if any? (we see that we need original and 1 copy of

Volume 2 and 1 electronic copy of both volumes – but cannot locate instructions regarding

Volume 1 quantities)

A1. Per the solicitation, Block 13, 1 original and 1 copy of the proposal is required.

Q2. Volume 1: Are Factor 1: Experience project references to be the same or different as the

3 projects presented in Factor 2: Past Performance?

A2. The projects provided should reference the experience or past performance required for the project.

Q3. Volume 2 Price Proposal: Clarify what is required as “pro-forma documents”.

A3. Documents that provide at a minimum, what is being asked.

Q4. Can we work 4 10 hour shifts p/week?

A4. The available work periods of the contract are Mon – Fri 7:00 AM – 5:00 PM. You may schedule your work within those time frames.

Q5. With all the utilities that are to be replaced/relocated we understand that the new is to be installed and ready for service before the existing is terminated. If we run into a problem and there is a slight disruption in water, would a fire watch be sufficient? Or would we need to provide cost for fire service?

A5. AT NO TIME SHOULD WATER SERVICE BE DOWN. IF THIS HAPPENS BECAUSE

OF THE CONTRACTOR IT WILL BE THE CONTRACTOR'S RESPONSIBILITY TO

PROVIDE A SOLUTION FOR AT THEIR COST.

Q6. Would the Government consider extending the bid opening date to either July 1st or

July 14th (preferably the 14th) this is due to the summer vacation and holiday schedules.

With having to design a system, coordinate the design with other trades, write a technical capability proposal, get past performance questionnaire’s out to clients and back to the

Government, 12 working days is not enough time to accomplish all that and have the proper time to do an evaluation of the design that is being proposed.

A6. The solicitation will not be extended at this time.

Q7. If we must use bar joist can we get a time extension on the POP of 90 days

A7. At this time, the POP will not be extended.

Q8. On drawing A-220 and spec section 05 21 00 bar joist are called out for use in the pump houses. With the shortage of bar joist and the current demand putting lead times at 10 to 12 months, can we substitute WF of C shapes in lieu of bar joist? If so who would pay for that design?

A8. The existing plans are to be used. The cost of design changes that are vendor requested will be paid for by the vendor. All design changes require stamped drawings.

Q9. On FX 110 D there is a hatched out area for sprinkler demo in the secure ECM shop/storage. What ceiling is in that area? Can we get a diagram of the existing system? Can we get pictures of the existing piping?

A9. All available drawings have been provided and posted to SAM.gov.

Q10. Ceiling removal/replacement and cutting and patching is not addressed in the specifications

A10. RFI is not clear, resubmit so the Government can understand what is being asked.

Q11. In 01 32 01.0010 sec 2.1.2.2 other than primavera, is Microsoft Project an acceptable scheduling tool? If so can we use that program and not have to provide any additional training to the Government? This is the first spec I have seen in the last 8 years that has asked for P6 instead of MS Project.

A11. Per the specifications 2.1.2 - Scheduling software used by the contractor must be commercially available from the software vendor for purchase with vendor software support agreements available. The software routine used to create the required sdef file must be created and supported by the software manufacturer.

Q12. In 01 35 26 sections 1.5.1.1 & 1.5.1.2 where it talks about the QCM also being the

SSHO, can that person also be the Superintendent? (all three roles would be filled by one person)

A12. THE SUPERINTENDENT CAN BE THE SSHO. THE QCM ONLY JOB IS QUALITY

CONTROL

Q13. In the statement of special inspections, will the Government cover the cost for those inspections? Or will the contractor need to carry those costs?

A13. The prime contractor will be required to provide those services.

Q14. In 01 50 00 3.3.10 does this mean to provide portable fire extinguishers?

A14. Yes, on the jobsite and in the trailer

Q15. In 01 50 00 3.6 do we need to provide a separate trailer for the Government?

A15. No.

Q16. Sections 21 13 13.0010 & 21 13 25.0010 with these systems being design build how do we accurately determine penetrations, ceiling cut and patch or removal and replacement?

Can the Government provide quantities so that everyone is pricing the same amount of work?

A16. This is not a design build project. The sections you are referring to are of a common technique for the industry called delegated design. The quantities will vary based on the final inputs that cannot be quantified by the Government but by the vendor.

Q17. Both the fire suppression and fire alarm specifications appear to indicate the requirement for a full time 3rd party Fire Protection Engineer. Please confirm that the intent is for the general contractor to employ this individual for this project.

A17. The vendor is to provide a person that meets the qualifications listed under Key Personnel.

Q18. Please provide the hangar dimensions and/or the square footage of the hangars so that we can verify the number and size of foam generators required.

A18. Refer to drawings and specifications.

Q19. Please confirm that a teaming partner (subcontractor) can fulfill the experience and past requirements of the solicitation and does not have to be fulfilled by the prime company.

Prime/subcontractors will have their experience and past performance reviewed as a combined entity for the purposes of this solicitation.

A19. Subcontractor(s) past performance can be used only if the consent form is filled out and provided with the proposal package and the subcontractor(s) will be used during the construction.

Q20. With respect to the key personnel, can any of the positions (site superintendent, SSHO, & QCM) be combined and fulfilled by one person or can only one person fulfill each role?

A20. SUPERINTENDENT CAN BE THE SSHO. THE QCM POSITION IS TO BE FILLED BY

ONE PERSON AND HIS/HER ONLY JOB IS QUALITY CONTROL.

Q21. Proposal Inquiry: Fire Suppression Design Criteria Note #2 on sheet FX001 states that

“The fire suppression system shall be designed and installed by a licensed/ certified company where employees are licensed/ certified to install fire protection equipment in the state of Maryland.” This note restricts competition on a DoD facility where licensure in the home state of which the company’s home office resides is sufficient to meet criteria to perform work on a DoD facility. Can this note be clarified to ensure that it is acceptable to allow the company’s licensure from its home state?

A21. All design/installation shall meet inspection requirements for the State of Maryland.

Q1. In regards to Exhibit A-D, where in our response should these forms be placed? (i.e.

Exhibit A should be placed in Factor 1, Exhibit C should be placed in Factor 2.) Are these exhibits meant to comprise the entirety of these sections?

A1. All non-priced documents shall be provided in Volume 1, tabbed out and identified per solicitation reference Indexing under section 3. Proposal files.

Q2. Are there any formatting requirements for this response? (i.e. font type, font size, margin size, etc.)

Q1. How do I access the files/documents for the Project?

Additionally, to view and/or download Export Controlled Materials, a company must be certified

(via an approved DD Form 2345) by the Joint Certification Program (JCP) administered by the

DLA Logistic Information Service (DLIS). This certification establishes that a company is a

U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National

Q2. I am trying to access the [export controlled] packages and have a number as assigned on

DD Form 2345 but cannot get the packages to open. Our DD 2345 Number is ####### expiration ##/##/2015.

A2. The U.S./Canada Joint Certification Program (JCP) office reported to this office that once a company is certified with the JCP office (normally 7 to 12 business days), the company should contact Contract Opportunities to have them add their JCP number to their Contract

Opportunities account. The Contract Opportunities help desk (Federal Service Desk) reported to this office that companies need to make sure that they are registered and login as a Vendor to

Contract Opportunities. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their SAM registration and MPIN are valid and up-to-date. If problems still persist, see the Contract
