I. Overall Objective: To provide and install the new Operations Building with all Audio/Video equipment to successfully conduct flying operations.

II. Contract Objective: Contractor or referred to as: vendor shall provide and install all of the necessary items/equipment to fulfill the requirement. Some items are installation and assembly only and are specified below.

III. Technical Objectives: Provide, unless otherwise noted, and install the following brand new, not used or refurbished audio/video system equipment or equivalent (“or equal”) in the identified rooms/offices:

IV. User respectfully asks for all materials that will be used on our network be listed in line item form with model numbers so we can check with our Communications Flight to make sure materials are allowed on our network.

A. Main Briefing Room Rm 124

We request two (2) prices. One which includes requested two (2) commercial grade projectors with a minimum of 1080p resolution and high lumens count mounted on the ceiling (electricity already in place) to display on each side of a government furnished and installed 12 to 14 foot white board centered on wall. Each projector screen is preferred to be motorized, mounted to ceiling, and a total of 180 inches diagonally.

The other price will include in place of projectors and motorized screens, two (2) video panel walls with a total of nine (9) 60 inch panels in each set. Three (3) panels across with three (3) panels down for a total of eighteen (18) panels. The intent is to have a total of 180 inches diagonally of panels on each set.

The following will be included in either above scenario. The vendor is to determine and design the system to include all equipment necessary to meet the intent of the user. A

Install A/V Bldg. 590 v2 Page 2 of 5 – dated: 22 April 20 total of two (2) commercial grade 65 inch monitors on the back wall to display presentation for briefer. Classified and unclassified materials to be transmitted on all displays. A minimum of 4 sources to be used to transmit on the displays. The capability to display different sources on each set of screens at the same time. VPC is requested in this room as well. A central touchscreen pad to control all video and audio inputs as well as motorized screens if that option is chosen. Keep control pad interface as simple as possible to learn and control system. Provide and install a lockable shelving/rack system for all necessary audio/video equipment needing to be stored in briefing room. No wifi enabled equipment allowed in this room.

Audio System. Vendor is to design/figure out how many speakers are necessary to fill the briefing room with ample sound. The speakers are to be installed recessed into ceiling tiles. Receiver should be a multi-channel/input style to play audio from microphone, computer or laptop sources, and VPC and be able to play audio from multiple sources at the same time.

B. Command Post (CP) asks that the contractor provide pricing for the Monitors/TVs separately except where noted. No wifi enabled equipment allowed in this area, Monitors/TVs in the Console Area room will be operated 24/7; all other monitors/tv’s will be operated infrequently. All PCs/laptops are provided by government and have Display Port outlets; no audio is required. Current installation is Female Display Port X Male HDMI whips at TVs used as monitors. Whips may be reused. For building orientation purposes and installation directions, North is considered the side of the building adjacent and parallel to the airfield, South is considered the side of the building nearest and parallel to Rear Admiral Fowler Rd. Note: The contractor must advise if some sort of signal booster is required for our need, possibly as an option with an explanation of quality loss without it. I'm not so sure monitor cable boosters are required for the lengths of cable we have in CP. Boosters appear to be very expensive and based on some limited research I think the cabling will be good up to 35'. We need to ask and determine if it's needed based on our actual measurements and usage. The longest run will be the CAT so it might be required there but nowhere else. The following three (3) rooms are the Rooms on this project located within the Command Post (CP)

Training and Conference Rm 135, Install two (2) 70 inch monitors on south wall (Monitors will be government provided).

Provide and install two (2) tilting monitor brackets, and one (1) flat monitor cable for install under carpet which will travel from NiprNet cpu located on conference table to 70 inch monitor on south wall. Provide and install one (1) flat monitor cable for install under carpet which will travel from SiprNet laptop located at a workstation on the west wall to the other 70 inch monitor on south wall. Cables for both the Sipr cpu and Nipr cpu are to be run under carpet and surface mounted on wall and enclosed in Panduit supplied and installed by vendor.

Cat Rm 132AA Provide and install two (2) commercial grade 42 inch monitors on north wall, one (1) 42 inch monitor on south wall, three (3) tilting monitor brackets. Provide and install one (1) wall mounted shelf for cable box on north wall. Provide and install two (2) monitor cables from 1 NiprNet cpu on south wall to 2 monitors on north wall. Cables will travel above drop ceiling across the room from wall to wall and be surface mounted on walls and contained in Panduit provided and installed by vendor. Vendor will provide and install one (1) cable from SiprNet cpu at admin station on south wall to monitor on south wall. Cable will be installed surface mounted in Panduit provided and installed by vendor.

Console Area Rm 132A Provide and install a total of six (6) tilting tv mounting brackets. Provide and install a total of one (1) tv and five (5) monitors on the west wall of this room. Provide and install one (1) commercial grade 42 inch tv on west wall connected to cable box. Provide and install a small wall mounted shelf for cable box on north wall. Provide and install five (5) commercial grade 42 inch monitors on west wall. Provide and install any devices which will allow 3 NiprNet monitors to be controlled by 2 cpu’s. The intent is for the three (3) monitors to have feeds from 2 different cpu’s and either controller at console must be able to control the display on all three (3) monitors. Please detail the solution in the proposal. Vendor will also install any equipment to allow 2 SiprNet cpu’s to control the remaining two (2) monitors on the west wall. One (1) SiprNet cpu will be connected to one (1) monitor and the other SiprNet cpu will be connected to the other monitor. All monitor cables should run in vendor provided and installed panduit from monitors to center wall and pass through floor mounted walkover cable tray, through knee wall to cpu’s.

C. Break Rm 142 (Heritage Room) Provide and install one (1) 90 inch commercial grade tv with wifi capabilities on south wall and one (1) commercial grade 42 inch tv with wifi capabilities on west wall. The intent is for the 90 inch television to display multiple sources such as cpu or laptop, ACMI, as well as cable/sat tv.

Audio: User requests four (4) speakers (any color) to be ceiling mounted but not recessed type and two (2) speakers (any color) mounted outside for future patio and all need to be able to broadcast ACMI radio, television source as well as ipod/pad and cpu/laptop source. Need speakers to work playing same inside and outside; something different inside and outside; ability to turn off outside with inside still playing and vice versa. D. OPS Desk Rm 101A

Provide and install four (4) 70 inch commercial grade monitors with four (4) tilting mounting brackets on wall behind desk. Provide and install necessary cables from Ops desk cpu’s to monitors mounted on wall through conduit already installed in slab. The monitors need to have the ability to freeze/display an image after CAC card is removed from cpu and cpu screen locks. These cpu’s need to be able to display a continuous running program on the monitors behind them such as a slideshow while simultaneously allowing user to work on cpu. All cpu workstations include dual monitors. The 2 outer cpu’s at the desk will display to the monitors mounted on wall directly behind them. As you are looking at the wall with the monitors, the second workstation from the right needs to control the two middle monitors on the back wall. User prefers to have a wall mounted manual push button or dial type control to turn monitors on and off.

E. Building Page System The Operations building would like to have a system of speakers installed throughout the building for the purpose of making announcements to personnel. The speakers will be tied into our current phone system through an amp located in the MDF Rm 162. Our own communication flight technicians will tie our phone system to the amp in the MDF.

The amp will be gov provided and installed. The vendor will be required to provide and install all speakers and wires and tie them into the amp. All speakers are preferred to be ceiling mounted and recessed in the drop ceiling tiles. A drawing with the proposed location of the speakers is included, but the drawing is just our best guess. You can add, subtract, and move speakers around to make sure we have proper coverage to hear the announcements throughout the building. The Weapons and Tactics Rm 113 is requesting only one speaker in the entire section so that no announcements will interrupt any briefings as they are in progress, or at least to minimize the disruption. None are required in the bathrooms or simulator room (rm 122). The intent is to have full coverage in the building using the minimum amount of speakers and do not wish to have a speaker installed in every room or office.

V. Servicing: glitch response time, manuals, schematics, on-site training, call-in center, full admin rights to equipment and software.

1. We are requesting at a minimum a one year warranty of all labor and equipment furnished by vendor included in the first year from date of completion. Date of completion will be defined as the day the end users test all installed components and are satisfied that all items work properly. Should any problems arise where the system is not performing as expected the vendor will first attempt to resolve the issue by phone and if this cannot be done, vendor will dispatch an onsite technician within 72 hours from the troubleshooting call to perform corrective action on the system issue.
