About this file

This document contains responses to questions regarding a solicitation for fire suppression repair services at a National Guard base. The solicitation seeks bids to repair the fire suppression system at the 183rd Civil Engineer Squadron Base in Springfield, Illinois, including replacing an existing welded water storage tank and upgrading related piping and equipment. The contractor will be responsible for coordinating and costs associated with any required utility work. Structural steel will be shop primed but not painted. No separate EPA permit is required for demolition of the existing tank and pump house. Signage indicating the building number will be mounted on the exterior. The project duration is 365 days, though long lead times for materials due to COVID-19 have already been considered. The on-site superintendent may also serve as quality control manager if qualified. COVID-19 protocols referenced in the solicitation have been revised following court injunctions.

PROJECT DCFT142001

SOLICITATION/IFB # W50S7U-22-B-0001/CES BASE FIRE SUPPRESSION REPAIR

REQUEST FOR INFORMATION (RFI) #2 14 DECEMBER 2021

Q1. Note 20, Drawing C-101 indicates a new gas line is required and the “Contractor shall be responsible for leading coordination with utility company”. Is the Contractor responsible for any costs charged by the utility company? If so, it is very difficult to obtain a price from the utility company during bidding.

A1. Yes. The gas service at the 183d is privatized to Ameren. The contractor will need to coordinate with Ameren during all gas line work as well as meter installation on the new facility.

Costs for this will need to be included in the contractor’s bid.

Q2. Please clarify what coating is to go on the steel? 051200 refers to the interior painting spec, which does not address structural steel. The general notes on S-001 do not address this either.

A2. Structural steel shall be shop primed with an Alkyd Primer. Will not be painted since structural steel in roof system will not be exposed.

Q3. Please clarify as to whether or not an EPA permit will be required for the demolition of the existing pump house and tank. If so, it is our understanding that the EPA will require at least a Phase 1 Environmental Report. Have any Environmental Testing/Reports been performed on the existing pump house/tank? If not, please clarify who will be responsible for any environmental testing requirements and if found, abatement of hazardous materials.

A3. No separate EPA permits are required for the demolition of the tank or the pump house.

An ACM survey was conducted by the 183d several years ago and was determined that there are no hazards present. No modifications to the facility have been made since the tests were completed.

Q4. Reference A3/A-511 – Please clarify the channel shown at the fire tank. Is this a light gauge channel or a structural shape? Please provide a size and a length of channel.

A4. The channel shown is a 4” wide light gauge supporting the framing for the gyp ceiling shown in the section. Length is based on the curve of the tank and ceiling framing.

Q5. The following has been brought up to us several times and no one is able to clarify this information on whether the existing Tank is a Bolted or a Welded Tank. Can you please verify since there is no information on the tank listed in the specs or plans?

A5. The existing tank is welded.

Q6. Where is the Signage to be installed that is listed in Spec Section 101419?

A6. There will be a small aluminum sign mounted to the exterior of the building with the building number. Sign is not shown on the drawings but will be 12’x12” with “BUILDING

XXX” in white letters. Will be mounted to the masonry.

Q7. Please provide a sprinkler fitter prevailing wage and benefit rate covering the Springfield

IL project location.

A7. Rates can be found with the Department of Labor and the wage determination listed in the solicitation. The classification and trade may be more generalized than a specific title.

Q8. SOW 1.2 Objective indicates to perform the work as shown in the attached drawings and specifications. SOW Part V 5.2.2 identifies the requirement of submittal drawings. Is the intent of the project to have the awarded contract create a complete design submittal package or construct the project per the documents provided during bidding?

A8. Contractor shall construct the project as shown in the construction documents but will be required to submit shop drawings for various aspects of the project for review and approval. For example, the tank itself will need to meet all aspects of 221219 and be approved by the COR and

KO.

Q9. If the intent is for the awarded contractor to provide a complete design submittal packages we request the 365 day duration be extended to an acceptable duration to receive design review, equipment/material procurement, installation and commissioning of the new construction facility and removal of the existing facility. Lead times on equipment have doubled during the COVID pandemic and will likely effect the completion date of this project.

A9. Duration shall remain at 365 days. Long lead times were already considered in the timeframe of the period of performance due to COVID. If approved materials have exceptionally long lead times, the Contracting Officer has the ability to make the determination to suspend work for these types of issues.

Q10. The Answer to Q6 in RFI 1 doesn’t specifically indicate if the QC manager needs to be separate from the onsite superintendent. In order to provide a more competitive bid to the military and based on the size/complexity of the project we believe the onsite superintendent could handle both roles. Please confirm if that is acceptable.

A10. They can be the same person as long as they meet the qualifications required of the QC manager. There is no requirement that says it must be a separate individual.

Q11. Does DFARS clause 252-223-7999 and the Class Deviation 2021-O0009 “Ensuring

Adequate COVID-19 Safety Protocols for Federal Contractors” still apply?

A11. The clause is currently suspended until further notice and the DoD Class Deviation 2021-

O0009 has been revised following Federal Court preliminary injunctions. Please refer to the most current version of the class deviation for the latest updates.
