About this file

This document contains a solicitation and questions and answers related to a federal contract opportunity to remove and replace boilers at three buildings on a Mississippi Air National Guard base. The solicitation seeks a firm fixed price contract for construction services to replace boilers in Buildings 238, 237, and 236. The requirement includes removing existing boilers and associated components and installing new, efficient boilers along with necessary piping, valves, fittings, controls and other appurtenances. The North American Industry Classification System code is 238220 for specialty trade contractors and the small business size standard is average annual revenue of $16.5 million for the previous three years. The project value is estimated between $500,000 to $1,000,000. The pre-bid conference will be on August 18, 2022 and bids are due by September 8, 2022. The questions and answers provide additional details on scope requirements, controls integration, gas supply pressures, waste disposal responsibilities and hazardous materials.

W50S7H22B0002 Solicitation Questions

9/1/2022

1. To what extent are we required to complete this project? That is, Section I: General Synopsis states “Prior to removing the existing boiler, the contractor shall de-energize boilers and all system components. Once all utilities and components have been removed, the contractor will utilize their equipment to remove the existing boiler…The contractor will continue to install the proposed boiler ad hot water pumps along with the proposed components…” Section IV (General Description) goes on to state “A. …Disconnect all circuits to existing boilers and remove and dispose all associated piping, valves, insulation, and fittings.” Is the intent to effectively gut the room entirely and replace all piping, fittings, equipment (boiler, expansion tank, air/dirt separator, chem addition pot, pumps etc.), and components or to replace the boiler(s) and pumps and make any necessary piping modifications including new components only for those items?

- No. You will not have to gut the room. You will only need to replace the Boiler(s), the pumps and the pipes, valves, fittings and components that are in line with that specific boiler within the mechanical room. No expansion tanks.

2. To what extent are we required to provide and install DDC controls? That is, Section IV: General Description of Work states “F. Contractor shall provide and install DDC controls on the new boiler to match existing similar base wide DDC boiler controls located at Building 303.” While on-site, the extent of controls consisted of what appeared to be an outdoor reset (when the outdoor temperature rises to a certain point, DDC will stop the boilers from running remotely). What other controls, if any, would the scope of work include?

- It is the contractor’s responsibility to contact our local Siemens Rep, Randall Hancock randall.hancock@siemens.com , to ensure that prior to completion of the project that DDC controls have been returned to normal functions and that training is provided to the 172 CES for operations.

3. Similarly, to what extant are we required to provide controls for the hot water pumps? Section VII: Hot Water Pumps states “C. Supply controls so that the pump status can be seen from the DDC system in Building 303.” While on-site, the existing hot water pumps appeared to have minimal controls.

That is, Bldg 238 had VFD controls for the pumps, Bldg 236 had safety switches and motor starters, and Bldg 237 appeared to have a safety switch located at the pump but no physical On-Off switch at the pump. Is the intent to replace all of these electrical components as well or are we to reuse these controls, that appear to be in good working order, and simply replace the pump and utilize new wiring to the pump from the associated disconnecting device?

- See response for question #2.

4. In Bldg 237, is there a 480VAC source available for use to the new boiler(s)? In most all cases, 480VAC are required for 4.0MBH boilers. Furthermore, if possible, is it required to remove one boiler and replace with one boiler? Does the scope of work allow removing one boiler and replacing with two boilers? This question mostly applies to Bldg 237, where space and access restrictions are proving difficult to finding a replacement for the 4.05MMBTU units. Would we be allowed to install two 2.0MMBTU units in place of one 4.0MMBTU?

- It is the contractor’s responsibility to inspect all requirements for installation of new proposed equipment. No, boilers must be replaced 1-for-1. 2-for-1 is not acceptable.

5. What is the gas supply pressure to the building 237? There were no gauges installed in the mechanical room to determine this.

- Pressures can be adjusted at time of installation.

1. Can the Site Superintendent also fill the role of Quality Assurance and Safety Coordinator, or should each of these be separate individuals?

-Yes, the Site Superintendent may also fill the mentioned rolls.

2. If Quality Assurance is a separate individual(s), are periodic quality checks acceptable, or is a full time person expected?

-N/A-See response to question #1.

3. Can the mechanical and electrical plans, details, and schedules for each of the mechanical rooms be made available?

-As-Builts will be provided. Check SAM.gov

4. “Highly efficient” boiler as requested in the statement of work is being interpreted as a premium quality and efficiency, non-condensing boiler, but not necessarily a condensing-type boiler. Please confirm.

-The boiler should match the efficiency of the existing boilers/facility requirements.

5. Are portable sanitary toilets to be provided by contractor or will construction personnel have access to facilities on site?

-Because some boilers are located in secure areas, portable sanitary toilets will be required.

6. Statement of work says boilers are to be salvaged and placed on a trailer provide by the MSANG. Are pumps to be disposed of by contractors?

-Both boilers and pumps are to be placed on trailer provided by MSANG, but the contractor is responsible for removing any gases or fluids prior to loading. MSANG will be responsible for disposing.

7. Statement of work does not mention replacement of inline circulation pump in primary loops. Are these pumps considered a boiler appurtenance and to be replaced along with boilers?

-Yes, the inline circulation pump along with necessary components related to a new boiler will need to be replaced.

8. No asbestos or any other hazardous material is present at any of the worksites. Please confirm.

-Correct.
