RFP Amendment

A-1. The purpose of this amendment is to provide responses to the following questions/comments:

A. Appendix A - Waypoint Navigation states:

a. In order to minimize latency and take advantage of each targets unique flight capabilities, the waypoint engine/interpreter shall be installed on the target and not reside on the ground station. (Objective)Remote Control Operator (RCO) has manual control of target during launch.(Objective)

1) Please clarify if Waypoint Navigation installed on the target is the (Threshold) or the (Objective)?

RESPONSE: Waypoint Navigation (WPN) installed on the target is the OBJECTIVE. The threshold is that the waypoint navigation will be provided by the AGATCS. Whether the target has the WPN or the AGATCS provides this function, the RCO should have manual control of the target during launch the same as current operations this is an AGATCS function.

B. There appear to be inconsistencies among Section L and M and the SOW regarding pricing of Spares/Critical Augmentation Devices.

Section L states:

For CLIN 0047 for Critical Spares, the Offeror shall provide a list of the Critical Spares with firm fixed prices for each critical spare listed.

This indicates that a single unit price for each listed spare should be provided.

SOW 3.33 Spares Option states:

The Contractor shall provide a list of spare parts, IAW DI-SESS-81003, for the proposed target as well as any support equipment that may have associated spares. Single quantity pricing and lead times shall be submitted by line item as well as economic order quantities as determined by the Contractor. The Government may elect to buy fewer or greater quantities of spare/repair parts at the time this option is exercised.

SOW 3.35 Augmentation/Accessory Option states:

The Contractor shall provide pricing for all Augmentation devices or accessories that are available for the proposed target.\'85 Single quantity pricing and lead times shall be submitted by line item as well as economic order quantities as determined by the Contractor.

The above statements direct the Contractor to provide single unit pricing, but do not specify the proposed quantities to be used in

Section M evaluation.

Section M Total Evaluated Price states:

(f) For Critical Spares CLIN 0047 for the proposed Critical Spares the total evaluated price of the critical spares will be the sum of all of the proposed unit prices times the proposed quantities listed. Note: These quantities will be considered estimates for evaluation purposes only and will be used in the calculation of the total evaluated price.

RESPONSE: For Critical Spares, the Offeror should follow SOW 3.33 and submit single and economic order quantities. Because the quantities, as well as the Critical Spares proposed, will vary among offerors due to design differences and reliability of parts being used, the pricing evaluation team will look at the reasonableness of the prices on a per part basis.

Augmentation/Accessory Option will also vary by Offeror. The intent of this option is to provide a funding line in the event the

Offeror has additional products that complement the target beyond the SOW/Specification requirements. The price of this option will not be evaluated as part of the total package price.

1) According to Section M, total evaluated price for spares will be unit price times the proposed quantities listed. Proposed quantities have not been provided; only a unit price for a single unit and economic order quantities. Is the intent to multiply the proposed unit price by the proposed economic quantity provided by the vendor for evaluation? If so, how can this be evaluated and compared among offerors as each will have different economic order quantities?

RESPONSE: The cost of each critical spare will be evaluated by pricing for reasonableness but will not be included in the total

evaluated contract price because of the potential variation between Offerors proposals.

2017 at 3:00pm CST. NO FURTHER QUESTIONS WILL BE CONSIDERED FOR THIS RFP.
