RFP #W31P4Q-17-R-0024

Contractor Questions & Government Responses

This RFP Amendment is issued to answer the following prospective contractor questions and make necessary changes to the RFP - Sections

B, L & M.

1. In the solicitation Section L on page 82 per Proposal Submission Requirements, is it the Governments intent for all three (3)

Proposal Volumes Crosswalk to the Solicitation or Statement of Work or Performance Specification or CDRL?

RESPONSE: Offerors shall provide a crosswalk between Volume I - Technical and the Statement of Work.

2. In the solicitation in Section L on page 85, paragraph 8c, per statement: If DCAA has not audited the Offerors accounting system or

DCMA has not approved the accounting system, indicate this and complete the template in Section J, Attachment XX, Pre-award Survey of

Prospective Contractor Accounting System Checklist. There isnt the noted checklist listed in Section J, nor any attachment to complete.

Please provide the checklist location.

RESPONSE: The checklist is provided as an attachment in Section J, Attachment 0006 of the Amended RFP and can also be found at:

http://www.dcaa.mil/preaward_accounting_system_adequacy_checklist.html

3. In the SOW, paragraph 3.35 Augmentation/Accessory (Option) Contractor shall provide pricing for all Augmentation devices\'85, Is it the Governments intent that the offeror is to provide other systems besides those already listed as GFE in the Solicitation?

RESPONSE: No other systems besides those already listed as GFE in the Solicitation are required.

4. RFP Page 83 Section L Volume I Technical - RFP states: Regardless of whether the offeror is proposing to supply an existing

Target (CLIN 0012 0013) a new Development with production under (CLINs 0014 0016), both, or some combination, the Technical volume should address all of the areas provided below.

In the event that an offeror only provides a new ASAP design and does not respond to the mature target, that offeror would be able to utilize the 80 pages dedicated to the new ASAP design. This would penalize an offeror who will propose both a mature near term solution as well as new ASAP design, as a significant number of the 80 pages would be required to address the performance of the existing mature system. Will the Government re-evaluate and change the proposal requirements in order to ensure no suppliers are unfairly advantaged / disadvantaged based on their willingness to bid both the mature and new ASAP systems?

RESPONSE: RFP Section L, Page 82, paragraph 2b, has been changed as follows: The Technical volume shall not exceed 80 pages for each proposal of the new design or the mature target. If both options are proposed, the total number of pages shall not exceed 120\'85..

Also, reference previous Draft RFP question: Evaluation of multiple concepts proposed by one vendor will be dependent on how the proposals are written. If the concepts are independent of each other, they will be evaluated separately. If one concept is dependent on the other, then it will be considered as one proposal.

a. If contractor proposes independent concepts, should these be delivered as two separate proposals or should both concepts be addressed when proposing to each SOW requirement?

RESPONSE: The concepts should be presented as two separate proposals.

5. RFP - Page 85 Section L Volume II Price

RFP states For CLINs 0001, 0027, and 0037 for Labor Rates, the Offeror shall provide a Contract Labor Rate Table, with fully-burdened fixed price labor rates for the base and all option years. These rates shall be inclusive of wages, overhead, overtime and/or shift differential, subcontractor handling, general and administrative expenses, and profit.

CLIN 0001 is an FFP contract type and includes EMD through a CDR. Section L indicates CLIN 0001 is to be filled out with labor rates.

How will this CLIN be established as FFP if only Labor Rates are provided?

RESPONSE: CLIN 0001 has been removed from Section L, B. Volume II Price, 5. to Volume II-Price, 3. Paragraph now reads:

For CLINs 0027, and 0037 for Labor Rates, the Offeror shall provide a Contract Labor Rate Table, with fully-burdened fixed price labor rates for the base and all option years. These rates shall be inclusive of wages, overhead, overtime and/or shift differential, subcontractor handling, general and administrative expenses, and profit.

CLIN 0001 has been removed from Section M C. Evaluation Approach, 3.e to 3.c(a). Paragraph now reads:

The Government will determine the total evaluated price by summing the total proposed prices for the following CLINs in Enclosure 5 of the RFP: EMD Phase I through Critical Design Review (CLIN 0001), Development and Delivery of Prototype + Test (CLIN 0002), Purchase of additional Prototypes (CLIN 0007), Ground Support and Special Test Equipment (CLIN 0017), Launchers (0022), Production Acceptance

Testing (CLIN 0032), Repairs (CLIN 0057), 6D0F Simulation (CLIN 0062), Technical Manuals (CLIN 0072), and ASAP Target Repair/Maintenance

Plan (CLIN 0077)..

6. Page 91 Section M C. Total Evaluated Price and Options

RFP states: For EMD Phase I through Critical Design Review (CLIN 0001), Engineering Support Services (CLINs 0027-0031), and

Operational/Technical Support Services (CLINs 0037-0041) for the Contract Labor Rates, the total labor price will be evaluated at the labor rates proposed multiplied by the evaluation quantities specified for the base year and option years. NOTE: These quantities are estimates for evaluation purposes only and will be used in the calculation of the total evaluated price.

Should the offeror specify their anticipated evaluation quantities (and how?) or will the Government apply their internally generated evaluation quantities? If the Government quantities are applied, how will the Government account for different approaches and efficiencies among the offerors?

RESPONSE: For CLINs 0027-0031, the number of hours per year should be 2000. For CLINs 0037-0041, the number of hours per year should be

1200. *PLEASE complete and attach the revised Section B for these CLINs to your proposal. ______

7. RFP Enclosure 5 of the RFP is mentioned, but is not included in the posted RFP.

RESPONSE: Enclosure 5 is included as an attachment to the RFP with a file named CLIN Structure.

8. Performance Specification - Page 24

Assumptions state: The MPS shall have the capability to display, add, delete and modify no-fly zones.

Does the vehicle have to react to these zones or are they only graphical?

RESPONSE: Yes, if the proposed waypoint solution is implemented on the target, then the target must be capable of reacting to and avoiding flying over these no-fly zones. However, if the proposed waypoint solution is implemented on the ground control station, then these no-fly zones are only graphical references and there is no requirement for the vehicle to react automatically to these no-fly zones.

9. Performance Specification Page 24 - 3.7.17 Heading Hold

The ASAP Avionics/Control system shall provide a control mode to hold the heading constant when turns or maneuvers are not being commanded (threshold). This mode shall be activated whenever the mode is not overridden by remote command (threshold).

Clarify whether this is magnetic heading or ground course?

RESPONSE: Either magnetic or GPS generated Heading Hold are acceptable solutions to this requirement. The contractor shall provide a description of his heading hold system and any limitations of the sensors being used to meet this requirement.

10. Performance Specification Page 14 - 3.7.7 Minimum Flight Altitude

The ASAP, when equipped with optional hardware, shall operate over land for a minimum of one minute at 50 feet AGL across the entire speed range of the ASAP (threshold) (KPP), 25 feet AGL (objective).

Specify details of the terrain to be flown over?

RESPONSE: The terrain will be relatively flat areas on Ft Bliss, McGregor Range or White Sands Missile ranges. The Government will make every effort to plan the test to be conducted over smooth terrain. The contractor shall provide a description to include limitations of the low altitude system that he plans to use to meet this requirement.

(i). The Offeror shall provide a comprehensive schedule, including technical reviews and milestones, that demonstrates a viable plan for accomplishing the ASAP program.

(ii). The Offeror shall submit a list of all major pertinent contractor furnished equipment (hardware and software) that the offeror proposes to use in support of the effort specified in the SOW such as test equipment, tools, manufacturing equipment, etc.

(iii). The offeror shall provide proof that they have ANSI/ISO/Q9001 or equivalent certification.

b. Technical Performance The Offeror shall provide evidence that the proposed target, whether an existing target or a new target, will meet or exceed the technical performance parameters detailed in the ASAP Performance Specification.

(i). The Offeror shall fully discuss fabrication and testing capabilities in the technical proposal. The offerors approach to design, modification, fabrication and testing of existing and new hardware shall be addressed in detail.

(ii). Provide details of the offerors software development and maintenance capabilities to modify, update, and maintain new and existing software as well as to develop new software applications.

c. Labor. - The Offeror shall provide evidence that sufficient labor is available to perform the efforts needed to successfully fulfill the ASAP program.

(i) The Offeror shall provide their labor mix for engineering and manufacturing and also the labor mix (i.e. job categories and hours assumed) for the engineering and field operational services.

(ii) Minimum and proposed levels of education, training and experience for each proposed labor category.

(iii) Any uncompensated overtime policy/usage proposed.

(iv) The offeror shall disclose which labor categories (including the number of proposed employees within each category) will be

10 20

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

directly charged to this contract for engineering and field operational services. The assumptions and practices used to perform optional services shall be consistent with those disclosed in the proposal.

(v) The offeror shall provide an actual resume (education, training and experience) for key engineering and field operational personnel which will establish the minimum qualifications for personnel during contract performance. One resume is required for each of the following labor categories (or related contractor equivalent labor category). For individuals not presently employed, letters of commitment shall be included.

(1) Engineering Labor Categories:

i. Engineering Program Management,

ii. Hardware Engineering,

iii. Software Engineering,

iv. Engineering Technician

(2) Field Operations Labor Categories:

i. Team Leader

ii. Field Operations Technician

d. Sample Tasks - The offeror shall submit a response to the following hypothetical requirements. The response shall specifically identify and detail what contractor activities will be performed and define the personnel resource allocations for Sample Tasks A & B to demonstrate the offerors capability and approach.

(i). Sample Task A: A new requirement to have a subscale aerial target with specific signatures greater than the native signature of the aerial target has been received. The government requires that targets be ready to support missions in 5 months. The radar signature will need to be enhanced for a nose on presentation and the IR signature needs to be enhanced for the left and right sides of the target. You are tasked to modify 2 existing targets (one primary and one backup) to meet the required signature characteristics.

Define the process that you will follow to meet the requirement to include designing, fabricating, installing, testing and characterizing the signature enhancements. Show the schedule and hours/labor mix planned to accomplish this task. (Do not show cost).

(ii). Sample Task B. The TMO has a requirement to provide 3 tracking and dry run missions as well as one kill mission at Dugway Proving

Ground, Utah over a 2 week period. The TMO does not have operators available to support the missions. Government owned spares and support equipment are located at an overseas location and cannot be shipped in time to meet the mission need. The option for you to provide field operational services has been exercised and you are required to provide full operational support for the missions that will occur in 2 months.

(2) Section 2 Management. This subfactor evaluates the Offerors Management approach to meeting the ASAP requirements. The Offeror shall provide information that substantiates:

a. Management Approach - The offeror shall fully describe its management approach to meet the requirements of the SOW. The offeror shall document a thorough and concise management concept that encompasses all aspects of the aerial target system requirements.

b. Organization - The offeror shall provide a clear description of the organizational structure including details of the offerors program management tools or systems that will be used to manage this contract. The offeror shall detail his proposed plan for organizing, staffing, directing, performing, and monitoring the work to be performed. The offeror shall describe methods or techniques proposed to assure schedules will be met.

c. Facilities - Details shall be provided to describe the management of resources. The offeror shall document his ability to provide adequate facilities, fabrication equipment, test equipment, and software development environments necessary to meet the requirements of the SOW. Describe the facilities that the offeror plans to use. The offeror shall specifically describe the facilities that will be used to fabricate the targets and to perform ground and flight testing.

B. VOLUME II Price. ______

NOTE: Regardless of whether the Offeror is proposing to supply an existing target (CLINs 0012-0013), a new development with production under CLINs 0014-0016, both, or some combination, the Pricing volume should address all of the areas provided below.

The Pricing volume shall consist of all information, required to support proposed prices. If the Contracting Officer determines that there is insufficient information available to properly evaluate after receipt of proposals, the Offeror may be required to submit additional information as needed by the Government to perform their evaluation and may include Certified Cost or Pricing Data. SECTION M - EVALUATION FACTORS FOR AWARD

A. BASIS FOR AWARD

NOTICE: The Government reserves the right to stop / discontinue with no guarantee of additional work after CLIN 0001 or CLIN 0002.

a. The Government May award up to two contracts resulting from this solicitation to the responsible offeror(s) whose offer(s), conforming to the solicitation, will be most advantageous to the Government; Technical, past performance, price and small business participation considered. Any resultant contract will be for any combination of the CLINs set forth in the RFP. CLINs 0012-0013 will be for the procurement of a maximum of 20 mature targets. CLINs 0014-0016 will be for up to 84 production units of a new target developed for this effort. The maximum number of targets to be procured by this effort is 84, regardless of the number of contracts/CLINs awarded.

The Government does not guarantee that a minimum number of targets, associated hardware, or EMD will be awarded. Award may be made to other than the lowest priced offeror or other than the highest technically rated offeror. Evaluation criteria are divided into four areas: Technical, Past Performance, Price, and Small Business Participation. Technical is approximately equal in importance to Price;

and both are significantly more important than Past Performance and Small Business Participation.

b. Inherent in the Governments evaluation will be a consideration of potential risks to satisfy the RFP requirements given the offerors proposed approach. Inconsistencies among an offeror's Technical, past performance, cost and small business participation proposals may indicate risk. The evaluation will consider risk for each area. Proposals that are otherwise favorable to the Government but propose or demonstrate high or unacceptable degrees of risk will be evaluated unfavorably. Additionally, the Government reserves the right to consider documented, relevant and recent past performance on other Government contracts even if not included in the offerors proposal.

c. Offerors are urged to ensure that their proposals are submitted on the most favorable terms in order to reflect their best possible potential since the Government reserves the right to make award without discussions based upon proposals received. Proposals that are unrealistic in terms of technical or schedule commitments, or unrealistically low in cost and price, will be considered indicative of a lack of understanding of the complexity and risk in the contract requirements and evaluated accordingly.
