1 SCOPE

1.1 Introduction/Background

This document will consist of design and construction services associated with the installation of an equipment shelter to provide year-around maintenance, repair, testing, calibration and evaluation of the Satellite Transportable Terminals (STTs) at the Tobyhanna Army Depot (TYAD), Tobyhanna, PA. The equipment shelter provides protection from the effects of environmental exposure. Design services shall include site evaluations, design concept meetings and concept drawing review, preparation of construction specifications, construction drawings, and construction cost estimates. The construction services necessary to complete this installation include providing all licenses, permits, labor, materials, equipment, supervision and management to complete the project. Any and all exceptions to these services shall be submitted in writing.

This document titled “Statement of Work, Requirement and Specification for Installation of an Equipment Shelter Housing Satellite Transportable Terminals at Tobyhanna Army Depot, Tobyhanna, PA” will be subsequently referred to as the “SOW,” herein.

Additionally, the term “Equipment Shelter” and “RADOME” will be used interchangeably throughout the SOW, as found necessary for clarity. “Equipment Shelter Site” will be used in the SOW when it is necessary to describe the entire area where work is required to be conducted by the Contractor.

The Contractor shall meet the performance, acceptance, and delivery requirements described in this SOW.

The Equipment Shelter Site will consist of a concrete pad constructed to accommodate an Equipment Shelter, external test area and drive ring. The Equipment Shelter is required to protect the STTs and provide shelter from the effects of environmental exposure (wind blowing sand, ice, snow, rain, ultraviolet sunlight, temperature extremes, fungus and corrosion), while providing a protected workspace for mechanical, electrical, electronic and software tasking. The external test area is required for “free space” satellite terminal operation. Overall, satellite terminal site development, Equipment Shelter pad with ring-wall, access road, and utilities will be identified.

1.3 Identification

This document establishes the requirements for the Equipment Shelter that will be installed at the Tobyhanna Army Depot (TYAD), Tobyhanna, PA. The document describes the function, performance and design requirements.
