Definition and Purpose:
The storm water system consists of 666 inlets, 75 manholes, and 104,195 linear feet of underground piping that manages the rainwater flows. The task is to provide correct BMP maintenance practices, operations, and repairs as identified by required BMP inspection protocols.
The goal is to make sure all components are functioning according to storm water criteria to divert water to inlets and identify areas of ponding or failure to flow properly. Testing for leaks to underground piping and integrity of manholes is part of the inspection and maintenance program
Approach:
The development and implementation of BMPs in order to insure they are being implemented, visual inspections and minor repairs will be performed periodically and during the course of the Stormwater System Maintenance Plan.
Existing and New Facilities:
When complaint investigations or routine stormwater audits for existing facilities indicate impacts to water resources due to poor management practices, DPW can take action to address any problems identified. Infrastructure and equipment, in addition to BMP implementation, are evaluated during inspections. To minimize the potential for compliance issues and to reduce liability, it is highly recommended that the recommendations in this document be followed.

STS System Operations and Maintenance
Many of the problems associated with STS systems involve proper grading and blockage of inlets which interfere with the property functioning of the STS system. The proper management and preventative maintenance practices for STS system will keep the system in good repair and will prevent water from ponding and damaging surrounding buildings and surface areas.
*These are the basic operation guidelines all STS system components must follow:
Inlets should be built and tested in accordance with industry and other specified standards
Manholes must be vented so fumes can escape, reducing the potential for ruptures and collapses.
Underground piping should be tested and inspected for leaks and structural issues.
To reduce the chances for failure, all STS system components should be tested and inspected using BMP criteria
All inlets, manholes and piping shall be labeled as to size and last internal inspection.
Make sure signs are visible and legible
Proper STS Maintenance Practices Include:
Good housekeeping: It is essential that the entire STS system be kept clean and free of any debris that will impeded the flow of the water to the inlets.
Address problems promptly: Make repairs are reported and initiated as soon as problems are noted.
Scheduled Maintenance: Scheduled maintenance should be performed on STS system along with inlets, manholes and underground piping. Any leaks should be addressed in a timely manner
Security: Any deficiencies, both physical and security oriented shall be re- mediated as soon as the deficiency is note
