Industry Questions – Amendment

Question 1: Please provide a specific breakdown of employees for the San Diego Site for how many people support the AS 9100 certificate and how many people support the AS 9110 certificate? Also, we need a breakdown of employee count at each site for the FRCSW only. This is because this is not an integrated facility and there is a multi-site certificate and is a requirement of the aerospace scheme. This is a requirement per the certification standards and this cannot possibly be quoted with a total employee count of 3102 as included in the PWS.

AS 9100 ? Building 94, San Diego, CA - # of employees AS 9110 ? Building 334-M, San Diego, CA - # of employees AS 9110 ? 23104 Hanger, Camp Pendleton, CA -# of employees AS 9110 ? Building 230, Yuma, AZ -# of employees?

Answer:

AS9100/AS9110 Employee Totals as of 9-4-15:

Manufacturing: 162 Components: 222 Vertical Lift Program (Bldg 306/308/378): 258 Quality Assurance (Bldg 94): 21 (Includes 1 QA at Camp Pendleton & 1 QA at Yuma)

Camp Pendleton: 41 Yuma: 28

Total: 732

Question 2: Can we get copies of all the current certifications?

Answer 2: ----Yes. See attachment.

Question 3: What are the scopes for each of the certificates?

Answer 3: Scope is on certificate.

Question 4: What is the structure for each of the current certificates? ie, campus, single site, sampling plan, multi-site, etc. We would need headcount and number of shifts at each site within certificates covering more than one facility.

Answer 4: FRCE Single site (fence line), FRCSW (North Island, Yuma, Camp Pendleton), FRCSE (JAX, Cecil Field, Mayport). Manpower total provided in PWS. 3 shifts at FRCE, FRCSW, FRCSE.

Question 5: Is the Army looking for recert at cert expiration, or will they be transferred upon award to non-incumbent CB?

Answer 5: Transfer without cert expiration. Should occur during 1st year of contract.

Question 6: What is the current risk level for the ISO14001 and OHSAS18001 sites?

Should we assume no change in risk level for this quotation?

Answer 6: Not sure what you are asking?

Question 7: Are the ISO9001, ISO14001, and OHSAS18001 (FRC-E) management systems fully integrated?

Answer 7: Yes

Question 8: Reference PWS Section 5.1- does the Army anticipate annual or semi-annual audits? Are you looking for us to quote each at this time?

Answer 8: Quote for each

Question 9: As ISO9001 and ISO14001 are currently going through revisions (and their impact on AS9100), what standard are you looking for us to quote.

ISO9001:2008 or ISO9001:2015; ISO14001:2004 or ISO14001:tbd. MD tables have not yet been released for these new standards. These tables are necessary to calculate the appropriate number of baseline audit days.

Answer 9: Propose to the Current Standards

Question 10: Specific to OHSAS18001

a. Please clarify which sites for which years. The current project description shows certification required for FRC-E in OY 1 and OY 3. FRC-SW shows OY 2 and 4.

See amendment language/updated PWS

b. The PWS (section 1.3) indicates that all sites will achieve OHSAS18001, whereas the item numbers do not reflect all sites.

Answer 11: Amendment clarify OHSAS 18001 and 9110 expectations

Question 12: Specific to AS9110- please clarify that Item 0021 should reflect Commodity Name AS9110, not AS9100.

Answer 12: Correct should be 9110

Question 13: Please see page 58 of the project description- what is Factor IV?

Answer 13: Factor IV was a typo.

Question 14: There are two versions of the PWS included in the package- one includes Part 4 whereas the other does not. Which PWS should we be working from?

Additionally, the two versions have different content when comparing the two documents side by side for the specific Section numbers

Answer 14: New PWS was uploaded on 9/15/15.
