About this file

This is a Vendor Affidavit document required by Hillsborough County Public Schools (HCPS) in Florida for all nongovernmental contractors executing, renewing, or extending contracts with the school district. The affidavit, mandated under Section 787.06(13) of the Florida Statutes, requires contractors to certify under penalty of perjury that they do not engage in human trafficking or coercion for labor and services. The affidavit applies to RFP 26036 for sheet metal services, which seeks qualified contractors to provide fabrication, installation, repairs, renovation, upgrades, and maintenance work on commercial facilities. The scope includes roofing-related sheet metal operations such as coping caps, edge metal, gutters, downspouts, metal canopy repairs, and awnings using aluminum, stainless steel, and copper materials. The procurement estimates 1,340 annual standard labor hours and 75 non-standard hours for roofing services, plus 160 standard and 25 non-standard hours for non-roofing services. Contractors must submit questions by February 13, 2026, at 5:00 PM ET and complete proposals by February 27, 2026, at 5:00 PM ET via www.myVendorLink.com. The initial contract term begins upon School Board approval with automatic renewal for up to four additional one-year periods contingent on appropriations and performance.

The affidavit certifies that the contractor does not use physical force, restraint, debt bondage, document confiscation, financial threats, fraud, or controlled substances for labor exploitation. Contractors must hold appropriate Florida licenses (GC, RC, CB, RB, CS, RS, or RC) and maintain full-service sheet metal shops compliant with SMACNA standards. Pricing shall be firm for the initial term with 60 days' notice required for price changes supported by manufacturer documentation; all prices must be FOB Destination with a maximum 15% materials markup and 15% rental equipment markup. HCPS will award contracts to up to three primary vendors organized by maintenance area (West, Central, and East) with secondary contractors as backup resources. Additional required submissions include the Vendor Registration Form, a Foreign Countries of Concern Prohibited Affidavit, and proof of required insurance with HCPS named as additional insured. Standard payment terms are 45 days net with options for check, Visa, or ACH transfer; Small Business Enterprise participants may access alternative payment terms including "pay upon approval."
