About this file
This is a price sheet for RFP 26036-RFP-MST Sheet Metal Services issued by Hillsborough County Public Schools (HCPS), a major school district in Florida. The solicitation seeks qualified contractors to provide comprehensive sheet metal services including fabrication, installation, repairs, renovation, upgrades, and maintenance on commercial facilities. Services encompass roofing-related work (coping caps, edge metal, gutters, downspouts, metal canopy repairs, awnings) and general non-roof sheet metal operations utilizing aluminum, stainless steel, and copper. The scope includes an estimated 1,340 annual hours of standard labor (Monday-Friday, 6:00 AM-6:00 PM), 75 hours of non-standard labor (weekday evenings, early mornings, weekends, and holidays), six annual call-out fees with 2-worker minimum including decision-making authority and up to $100 in materials, and rental equipment costs as needed for roofing services. Non-roofing services require 160 hours of standard labor, 25 hours of non-standard labor, and six annual call-outs. Questions are due by February 13, 2026, at 5:00 PM ET, with completed proposals due February 27, 2026, at 5:00 PM ET via www.myVendorLink.com. The initial contract term begins upon School Board approval and automatically renews for up to four additional one-year periods subject to appropriations, performance, and mutual agreement.
Pricing shall be firm for the initial contract term, with all prices FOB Destination inclusive of shipping, handling, and delivery. Contractors must submit pricing in the specified Excel format with no hand-written responses or PDF uploads permitted. Rental equipment costs are allowed at cost plus a maximum 15% markup with supporting invoice documentation. Call-out fees are flat-rate charges applicable only when repair projects are small and standard hourly rates would not cover vendor expenses and profit margin. HCPS may award contracts to up to three primary vendors organized by maintenance area (West, Central, and East) with secondary contractors as backup resources. Contractors must meet emergency response requirements: Priority 1 repairs require two hours notice-to-respond with on-site arrival within four hours; Priority 2 services must be restored by 5:00 PM on the tenth business day; Priority 3 services by 5:00 PM on the fifteenth business day. Required qualifications include appropriate Florida contractor licenses, a full-service sheet metal shop compliant with SMACNA standards, required insurance with HCPS named as additional insured, and completion of vendor registration, foreign country affidavits, and labor coercion certifications. Standard payment terms are 45 days net; HCPS will not reimburse travel time, call-out fees, weekend or holiday premiums, quote fees, or tools of the trade. No specific budget allocation or incumbent vendor information is disclosed in the available procurement documents.
