About this file
This is a Vendor Affidavit regarding the use of coercion for labor and services required by Hillsborough County Public Schools (HCPS) in Florida. The affidavit is mandated under Section 787.06(13) of the Florida Statutes and must be completed by all nongovernmental entities executing, renewing, or extending a contract with HCPS. The affidavit pertains to a Sheet Metal Services solicitation through which HCPS seeks qualified contractors to provide roofing and sheet metal fabrication and installation services. These services include repairs, renovation, upgrades, and maintenance of sheet metal work on commercial facilities, encompassing coping caps, edge metal, panel metal, gutters, downspouts, metal canopy repairs with welded seams, awnings, and miscellaneous related work. Primary materials used include aluminum, stainless steel, and copper, with work requiring welding, pop riveting, and sealant application. Contractors must provide all labor, materials, supervision, equipment, incidentals, applicable paperwork, and related items necessary to complete requests.
An authorized officer or representative of the contracting company must sign the affidavit under penalty of perjury, certifying that the contractor does not engage in human trafficking or coercion for labor. The affidavit specifically requires attestation that the contractor does not use or threaten physical force, restrain or confine persons without lawful authority, exploit labor through predatory lending practices, confiscate identification documents, cause financial harm through threats, use fraud or deceit for exploitation, or provide controlled substances for exploitation purposes. This affidavit requirement applies to all vendors seeking to do business with HCPS and must be completed prior to contract execution, renewal, or extension.
