About this file

This is a Request for Proposals (RFP) document issued by Hillsborough County Public Schools (HCPS), Florida's seventh-largest school system, to procure comprehensive sheet metal services for commercial facilities. The scope of work encompasses fabrication, installation, repairs, renovation, upgrades, and maintenance of roofing-related sheet metal operations, including coping caps, edge metal, panel metal, gutters, downspouts, metal canopy repairs, awnings, and miscellaneous related work utilizing aluminum, stainless steel, and copper materials. Required services include welding, pop riveting, and sealant work. The estimated annual labor requirements total 1,340 hours of standard labor (Monday-Friday, 6:00 AM-6:00 PM) and 75 hours of non-standard labor (evenings, early mornings, weekends, and holidays) for roofing services, plus 160 hours of standard labor and 25 hours of non-standard labor for non-roofing services, along with six annual call-out fees and rental equipment as needed. Proposers must submit questions by February 13, 2026, at 5:00 PM ET and complete proposals by February 27, 2026, at 5:00 PM ET via www.myVendorLink.com using specified Excel format. HCPS may award contracts to up to three distinct primary vendors organized by geographic maintenance areas (West, Central, and East) with secondary contractors serving as backup resources. The initial contract term begins upon School Board approval and automatically renews for up to four additional one-year periods contingent on appropriations, performance, and continued need.

Pricing shall be firm for the initial contract term with 60 days' notice required for price changes supported by manufacturer documentation; all prices must be FOB Destination inclusive of shipping and handling, with a maximum 15% markup on materials and rental equipment for cost-plus pricing. Contractors must meet emergency response requirements of two hours notice-to-respond with on-site arrival within four hours for Priority 1 repairs, restoration of Priority 2 services by 5:00 PM on the tenth business day, and Priority 3 services by 5:00 PM on the fifteenth business day. Contractors must hold appropriate Florida contractor licenses (GC, RC, CB, RB, CS, RS), maintain a full-service sheet metal shop compliant with SMACNA standards, carry required insurance with HCPS named as additional insured, and complete vendor registration and foreign ownership affidavits. Standard payment terms are 45 days net with options for check, Visa, or ACH transfer; HCPS will not reimburse travel time, call-out fees, weekend or holiday premiums, quote fees, or tools of the trade. Small Business Enterprise (SBE) program participation is available with alternative payment terms such as "pay upon approval." The specific budget allocation or award value for this solicitation is not disclosed in the procurement documents.
