Sole source items are to be incorporated in Parking Structure Lot 4, IAW VAAR 852.236-90 Restriction on submission and use of equal products.
This clause applies to the following items:

Fire Alarm System Siemens Cerberus Pyrotronics System GS-06F-0033P
This product Siemens Cerberus Pyrotronics System is the only product that allows for a single fire alarm system to be used throughout the Milwaukee facility. VA Milwaukee currently has the Cerberus Pyrotronics System as the campus-wide fire alarm system. The new fire alarm system for the Parking Structure Lot 4 will interface directly with the existing campus-wide Pyrotronics Fire Alarm System. Installation of a system that interfaces properly with the existing system in building 111 and 113 (GRAPHICS) will ensure patient safety is maintained at the highest level. Additionally, installation of components that match the existing fire alarm system minimizes maintenance costs and bench stock requirements.
Security System & Code Blue Johnson Controls Pegasus System GS-07F-7823C
This product Johnson Controls Pegasys System – Security System is the only product that allows for a single integrated security system for the Milwaukee VAMC facility. VA Milwaukee currently has thousands of campus-wide devices and interfaces (e.g. proximity card readers, etc.) for security. The signal from the new Parking Structure Lot 4 will be sent to the VA police station in building 111. The new security system will be an extension of the existing Johnson Controls Pegasys system. The new Parking Structure Lot 4 security system will be monitored on existing front end equipment that is presently used by the Police Department. Installation of a system that interfaces properly with the existing system in building 111 will ensure patient safety and security is maintained at the highest level. Additionally, installation of components that match the existing security system minimizes maintenance costs and bench stock requirements.

This product Best Patented Cylindrical and Mortise Locksets with Medeco 7-pin interchangeable cylindrical cores, LCN Closures (Mechanical, Low Energy, High Energy, Electronic Hold-Open, Electromagnetic), Von Duprin Exit Devices, Hager Hinges, is what the facility has standardized on. It would be extremely cumbersome to maintain a completely separate locking system. The medical center requires all construction incorporate the Best Locksets and Medeco keying system, LCN closures (Mechanical, Low Energy, Electronic Hold-Open, Electromagnetic), Von Duprin exit devices and Hager hinges because experience has found out that “approved equals” are not at all equal in quality. It is also important to note that maintaining bench stock for the parts and keying components of an entirely different locking system and hardware sets would be expensive and time-consuming. Use of another brand would require duplicating efforts in training and double the stock on hand for replacement parts. These items are competitively priced and are widely available.
Building Automation and HVAC Johnson Controls Metasys control system GS-07F-7823C Controls
This product Johnson Controls Metasys Building Automation and HVAC Control System is the only product that allows for a single HVAC control system for the Milwaukee facility. Johnson Controls Metasys control system is the campus-wide building and HVAC control System. It is comprised of thousands of terminal devices and controllers. This campus-wide system will be modified when the new Parking Structure Lot 4 is constructed east of Building 111 and with HVAC signals returning to the monitoring “front-end” equipment in Building 113 (GRAPHICS). Additionally, the Johnson Controls building automation system has numerous remote monitoring workstations strategically located to facilitate timely troubleshooting and system adjustments by engineering staff. The signals from the Parking Structure Lot 4 will be sent back to existing workstations in Building 113 (GRAPHICS) where the building automation system is monitored. An incompatible system may require installation of new “front-end” and remote workstations as well as new software and programming. Additionally, installation of components that match the existing building automation system minimizes maintenance costs and bench stock requirements.
Firestop Systems HILTI Firestop Systems GS-21F-0044T
This product HILTI Firestop System is an integration of materials, assemblies and components to provide firestopping to prevent fire from spreading through penetrations in walls, ceiling and floors throughout the medical center. Firestopping is achieved through assemblies, not just materials and it is imperative approved assemblies are used and the assemblies are the same throughout the hospital to allow for inspections and adequate compliance when The Joint Commission and VA inspect for accreditation of the hospital and the safety of patients and staff.
Interiors Reference Interior Schedule
This product, the Material and Room Finish Schedule, is an integration of colors, textures, finishes, and components meeting requirements of the VAMC long-range interior design plan.
a. Many factors within interior spaces affect the health, both mental and physical, of occupants. It is the responsibility of the proper interior design to positively affect health and healthy behaviors, as well as help reduce negative behaviors, eliminate harmful substances in the environment, and prevent the spread of disease.
b. Changing of one component of this integrated design results in a domino effect invalidating the contrasting color requirements for visual impairments and patient safety.
c. The room finish design manufacturers indicated below comply with all VA regulations, standards, green environmental management standards, and energy requirements for hospital and medical center environments.
d. The room finish design components have been integrated with other design elements of the project such as lighting fixtures, bathroom fixtures, beds, head end equipment, furnishings, blinds, window treatments, hardware, medical equipment, audio visual equipment, and signage. Changing of one component of this integrated design results in an adverse domino effect eradicating the above mentioned items of the contract.
