About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services regarding a contract modification for Midwest Fleet Manager services under BBREFNO. B-50447, involving the Illinois Department of Transportation (IDOT) and the Midwest States of Illinois, Michigan, Missouri, and Wisconsin. The change order extends the existing contract term from February 1, 2026 through July 31, 2026, representing a six-month extension designed to prevent service lapse following the current contract expiration on January 31, 2026. During the extension period, the vendor will continue providing fleet management services for the Midwest High-Speed Rail program, including coordination of maintenance, operational, and ownership matters for the Midwest Next Generation Equipment Pool of railcars and locomotives, and will serve as the primary point of communication among IDOT, the Midwest States, the Federal Railroad Administration, and other stakeholders.

The change order increases the contract amount to provide funding for fifteen vendor staff positions to continue performing fleet management services during the six-month extension at the same hourly rates established in the most recent contract renewal. This change order meets the posting requirement threshold, as it increases the cost of the contract by more than $25,000, and has been posted on the Bulletin/BidBuy for 14 days in accordance with Section 33E-9 of the Criminal Code. The circumstances necessitating this change order—preventing service interruption following contract expiration—are germane to the original contract and were not reasonably foreseeable at the time of the initial contract signing.
