About this file

This is Addendum No. 1: Q & A for RFQ UD-26-354, issued by Long Beach Utilities (LBPUD) on October 8, 2026, concerning the procurement of steel and related metals. The addendum provides clarifications to questions submitted by prospective bidders and supersedes language in the original RFQ. Submission of the signed addendum acknowledgment with bids is mandatory; failure to do so may result in bidder disqualification. The addendum addresses inquiries regarding bare steel pipe specifications, plastic cap examples, and pricing terms during the initial contract period.

All pricing submitted by bidders must remain firm for the one-year initial contract term with no adjustments permitted during that period, regardless of market fluctuations in steel commodity prices. Bidders are required to account for potential price volatility when preparing their bids. Escalation clauses cannot be added to bids or contracts during the initial one-year term. Bare steel pipe is defined as uncoated pipe. Price adjustments may be considered only if LBPUD elects to extend the contract beyond the initial year, in accordance with extension terms specified in the original RFQ. The addendum includes photographic examples of plastic caps for the bare pipe ends to clarify specifications. The document was prepared by Esme Houtepen, Utilities Procurement Representative.

NOTICE TO BIDDERS

ADDENDUM NO. 1: Q & A

RFQ UD-26-354

STEEL AND RELATED METALS

This addendum changes and supersedes the language in the original RFQ. Please acknowledge receipt of this addendum by signing and submitting with your bid. Any bidder who fails to submit this addendum may be disqualified.

As of October 8, 2026:

The following are answers to questions submitted:

Question 1. With steel commodity prices changing during this volatile economy, what happens if we are awarded the opportunity and then the market price for steel commodities increase during the period of the contract, are we allowed to requote?

Answer 1. All pricing must remain firm for the one-year term, in accordance with the RFQ. Price adjustments are not permitted during that initial period. Bidders should account for potential market fluctuations when submitting their bids. If LBPUD elects to extend the contract after the initial year, any price adjustment may be considered at that time in accordance with the extension terms in the RFQ.

Question 2. We wanted to inquire, given the current market conditions, could an escalation clause be added into the bid/contract?

Answer 2. Refer to Question/Answer 1 of this Addendum.

Question 3. Can you clarify, when you say bare pipe, do you mean uncoated?

Answer 3. Yes, the bare steel pipe would be uncoated.

Question 4. Would it be possible to add an escalation clause to the bid/contract due to todays market volatility.

Answer 4. Refer to Question/Answer 1 of this Addendum.

Question 5. For the plastic caps, would you be able to send an example?

Answer 5. See below example photos.
