RFQ Summary: Steel and Related Metals
This is a Request for Quotation (RFQ) issued by the Long Beach Public Utilities Department (LBPUD) for the procurement of steel and related metals, including steel pipe, stainless steel tubing, aluminum products, structural shapes, and various sheet materials. The RFQ comprises 72 line items with unit pricing requirements, covering pipes ranging from 3/4 inch to 20 inches in diameter, angles, channels, strips, flats, rounds, squares, expanded metal, floor plates, and specialty items such as stainless steel and copper sheets. Bidders must submit pricing electronically through the Long Beach Buys portal. The question submission deadline is October 6, 2026 at 11:00 AM, with answers posted by October 8, 2026 at 3:00 PM. The bid due date is October 15, 2026 at 11:00 AM. The contract term is one year with potential extension for two additional one-year periods by mutual agreement. All materials must be new, unused, domestically made, and comply with applicable ASTM or API specifications.
Bidders must provide firm unit pricing and percentage discounts for unlisted items, which will remain fixed for the entire contract year; price increases or discount decreases are not acceptable and may result in contract termination. All materials must be delivered within five business days of order placement to either the Water Warehouse at 1841 E. 33rd Street or the Gas Warehouse at 2400 E. Spring Street, Long Beach, with delivery during standard business hours (Monday–Friday, 8:00 AM–2:30 PM) on an FOB destination basis. A local preference provision allows Long Beach-based businesses meeting eligibility criteria (current city business license and seller's permit) to receive a 10 percent bid price reduction for evaluation purposes only, with a maximum preference cost not exceeding $50,000. The RFQ specifies no minimum orders, requires firm quotes valid for 90 days, and mandates that awarded contractors obtain a Long Beach business license prior to contract execution and submit certificates of insurance including comprehensive general liability ($1,000,000 combined single limit), automobile liability ($500,000), and workers' compensation coverage. Payment is made within 30 days of invoice receipt following delivery and LBPUD acceptance, provided all items conform to specifications and applicable certifications are submitted.
