TRFP27006986: Stormwater and Drainage System Maintenance, Construction, Asset Management & Prevention

This is a Request for Proposals (RFP) issued by the Rhode Island Department of Transportation (RIDOT) seeking qualified vendors to provide stormwater and drainage system maintenance, construction, asset management services, and preservation work throughout Rhode Island. RIDOT expects to advertise an average of ten to twenty projects annually and award no more than five million dollars per year for services including cleaning, repairing, and reconstructing stormwater and drainage assets such as catch basins, manholes, culverts, and outfalls; performing emergency maintenance and roadway repairs; conducting asset management and preservation activities such as pipe lining and sediment removal; and providing traffic control services. The solicitation will utilize a mini-bid process where RIDOT distributes individual work order scopes to multiple vendors, with a maximum allowable total price of five hundred thousand dollars per work order. The initial contract term is three years, with the option for two additional one-year renewal terms at RIDOT's discretion based on fund availability. RIDOT reserves the right to revoke or cancel assignments at any time and makes no guarantees regarding project assignments to selected vendors.

Payment for all services shall be on a lump sum basis including profit, overhead, labor, equipment, materials, and all incidentals necessary for completion. Award of individual work orders will be made to the lowest responsible and responsive bidder. If a work order assignment is one hundred percent state funded, a fifteen percent Minority Business Enterprise (MBE) goal will be assigned. Work orders may be either federally or state funded. Vendors must submit proposals demonstrating capability and capacity to perform services, maintain a minimum of three years of relevant experience, provide comprehensive staff qualifications, submit relevant project references, and demonstrate understanding of the scope through a detailed approach and methodology. Required forms include Bidder Attestation, Anti-Collusion Certification, Debarment Certification, Disclosure of Lobbying Activities, Conflicts Disclosure, and USDOT Standard Title VI Assurances. Evaluation will be conducted on a pass/fail basis across four criteria: Capability, Capacity, and Qualifications; Relevant Experience, Current Workload, and Past Performance; Approach and Methodology; and submission of all required forms. Work must comply with RIDOT Standard Specifications for Road and Bridge Construction, the Manual on Uniform Traffic Control Devices (MUTCD), the 2015 EPA Consent Decree, and applicable environmental regulations including stormwater pollution prevention and soil erosion and sediment control requirements.

Stormwater and Drainage System Maintenance, Construction, Asset Management & Prevention

SECTION A. BACKGROUND

The State of Rhode Island on behalf of the Rhode Island Department of Transportation (RIDOT) is soliciting proposals from qualified vendors to provide Stormwater and Drainage System Maintenance and Construction for repairs, replacements, asset management services and preservation work.

RIDOT is responsible for applying cost-effective methods to operate, repair, replace, maintain, restore and preserve Rhode Island’s stormwater and drainage system assets including stormwater treatment units (STUs), catch basins, manholes, culverts, outfalls, and associated conveyance infrastructure, in addition to the many linear miles of roadway throughout the state. This initiative will assist in extending the useful life of these assets by allowing RIDOT to more efficiently perform required stormwater maintenance and drainage work that is not part of upcoming RIDOT capital improvement projects and may also be used for emergency responses and repairs originating from constituent complaints. Preservation activities, including rehabilitation and preservation techniques for existing stormwater conveyance systems, such as pipe lining, slip lining, cured-in-place pipe (CIPP), joint sealing, localized repairs, and point rehabilitation have been demonstrated to cost-effectively improve the condition of, and/or extend the service life of these assets and efficiently sustain their intended environmental benefits. This initiative will also assist RIDOT to comply with our State of Rhode Island Department of Environmental Management Rhode Island Pollutant Discharge Elimination System Municipal Separate Storm Sewer System (RIDEM RIPDES MS4) general permit; regulations under the federal Clean Water Act; and the 2015 United States Environmental Protection Agency (US EPA) Consent Decree (the Decree) which stipulates that RIDOT improve its storm water management program including inspecting, cleaning and repairing as necessary, approximately 25,000 catch basins, 2,000 outfalls, and 100 Best Management Practices (BMPs) along 1,100 linear miles of roadway throughout the state. Compliance will reduce pollution from stormwater flowing into Narragansett Bay and hundreds of lakes, ponds and rivers throughout Rhode Island.

The initial term of this program shall be for three (3) years. At RIDOT’s discretion and based upon the availability of funds, this program may be renewed for two (2) additional one (1) year terms. The State may allow Open Enrollment of qualified vendors during the active period.

SECTION B. SCOPE OF WORK

RIDOT expects to advertise an average of ten (10) to twenty (20) projects per year and to award no more than five million dollars ($5M) per year. Statewide project specific scopes of work for each Work Order may include one or more project location(s) and will request a range of services included but not limited to those listed in the Specific Activities / Tasks section of this solicitation. It is RIDOT’s intention to group individual Work Orders by geographic area, when possible. Work may or may not occur on Interstates or limited access highways.

All services shall be coordinated and managed under the direction of RIDOT's Office of Stormwater Management (OSM) and/or Maintenance Division (Maintenance). Project assignments will be made solely at RIDOT's https://www.dot.ri.gov/EnvironmentalDivision/docs/Stormwater/RIDOT_Decree.pdf
