About this file
This is a USDOT Standard Title VI Nondiscrimination Assurances document executed by the State of Rhode Island Department of Transportation (RIDOT) Planning Division Office of Transit and Capital Planning in connection with an on-call transit planning consultant services solicitation (TRFP27006857). The document requires the contractor to comply with federal nondiscrimination regulations and acts administered by the U.S. Department of Transportation Federal Highway Administration. The contractor must commit to nondiscrimination in the selection and retention of subcontractors, procurement of materials, and leases of equipment. Additionally, the contractor is required to notify all potential subcontractors and suppliers of nondiscrimination obligations, provide all required information and reports to demonstrate compliance, permit access to books and records for compliance verification, and include identical nondiscrimination provisions in all subcontracts and procurements. The document serves as contractual assurance that the selected consultant will adhere to federal civil rights requirements throughout project performance.
The assurances document incorporates multiple federal nondiscrimination statutes and authorities, including Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, Title IX of the Education Amendments of 1972, the Americans with Disabilities Act, and various Federal Aviation Administration and Federal Highway Administration regulations. Nondiscrimination protections cover race, color, national origin, sex, disability, and age. The contractor acknowledges that noncompliance with these provisions may result in sanctions including withholding of payments, contract cancellation, termination, or suspension. A duly authorized representative of the contractor organization must execute the assurances as a condition of contract award for the on-call transit planning services that include planning, design-level analyses, investigations to increase ridership, development of faster and more frequent transit services, and transit-supportive economic development initiatives along Rhode Island's rapid transit network.
