About this file
This Scope of Work document outlines vehicle specifications for the University of Rhode Island (URI) Dining Services' procurement of one 2026 or newer one-ton cargo van. The University seeks to consolidate its current two-vehicle operation (one for staff transport and one for cargo) into a single crew cab cargo van that can accommodate both personnel and catering materials simultaneously. The vehicle must feature a high-roof configuration with an extended wheelbase, white exterior, 276-horsepower 3.6-liter V6 engine, front-wheel drive, nine-speed automatic transmission, crew van seating with rear bench seat, passenger-side sliding door with window, and a roll-up rear door for cargo access. Additional requirements include a heavy-duty polyurethane or polyurea-based floor liner, heated power-folding mirrors, digital rearview mirror, touchscreen display, 220-amp alternator, 115-volt auxiliary power outlet, backup camera, emergency braking technology, and DOT-certified safety equipment including fire extinguisher and backup alarm.
The solicitation is based on a Dodge Promaster 3500 series configuration but explicitly permits equivalent vehicles from any manufacturer that meet or exceed all stated specifications. Vendors must disclose any deviations or substitutions from the requirements on the Required Specifications Form and obtain University approval before award; failure to identify deviations may result in a non-responsive bid determination. The University of Rhode Island is exempt from Rhode Island General Laws 37-2-12 contract administrative fees. The document does not specify pricing, response deadlines, or contract term details within the scope of work itself.

The vehicle configuration described in this solicitation is based on the capabilities and layout of a Dodge Promaster 3500 series high-roof cargo van with factory crew seating and a roll-up rear door. It includes a commercial-grade trim level, integrated corrosion protection, and a modern touchscreen infotainment system with comparable functionality. Any manufacturer or model offered must meet or exceed the specifications and operational requirements outlined in this solicitation. The University will accept equivalent vehicles that satisfy all stated specifications. The basis of design is provided solely as a reference standard and does not constitute a requirement for exact model or manufacturer replication.

Each deviation or substitution must be listed on an item-by-item basis and is subject to the University's approval before award. If no deviations or substitutions are identified, the supplier will be considered to have accepted and complied with all solicitation requirements. Failure to disclose deviations or substitutions, or the inclusion of unapproved deviations or substitutions, may result in the bid being deemed non-responsive.
