About this file

This is a Request for Proposal (RFP) document from the City of Palm Desert, California, for landscape and golf course architectural design services for Desert Willow Golf Resort improvements. The City seeks qualified landscape or golf course architecture firms to provide professional design services, prepare construction documents, and assist with construction-phase support for enhancements to practice putting greens, bunkers, driving range, practice target greens, cart paths, and related site improvements at both the Desert Willow Golf Academy and the Desert Willow Golf Resort practice tee area. The scope comprises three tasks: preliminary planning and conceptual design due within six months of project start, construction documents including environmental review and management plans, and bidding and construction support services. A mandatory pre-proposal meeting is scheduled for July 14, 2026, at 9:00 a.m. via Zoom, with questions due July 21, 2026, and responses issued by July 28. Proposals are due August 4, 2026, and must remain valid for 90 days from the due date. The City intends to complete design within twelve to fifteen months, with construction anticipated in multiple phases during summer construction seasons. The three-year Professional Services Agreement is effective September 1, 2026, through June 30, 2029, with City options to renew for up to two additional one-year terms.

The estimated contract value is $100,000 over the three-year agreement term. Proposers must submit a lump-sum, not-to-exceed fee proposal with hourly rates for additional work. Prevailing wage requirements apply under California Labor Code sections 1720 and 1770 as this is a public works project. Proposers must hold a valid California Contractors State License Board (CSLB) license in the C-27 Landscaping Contractor classification and be registered with the California Department of Industrial Relations for public works projects. Evaluation criteria include firm qualifications and multidisciplinary experience (20 points), project team and technical expertise (20 points), relevant project experience and quality of work (20 points), project understanding and technical approach (20 points), project schedule and responsiveness (10 points), and cost proposal reasonableness (10 points). Shawn Muir, Community Services Manager, serves as the City's representative. The City reserves the right to reject any or all proposals, negotiate with multiple proposers, and cancel the RFP at any time.
