About this file
This is a Sign-In Sheet document related to the City of Palm Desert's Request for Proposal for landscape and golf course architectural design services for Desert Willow Golf Resort improvements. The RFP solicits proposals from qualified landscape or golf course architecture firms to provide professional design services, prepare construction documents, and offer construction-phase support for enhancements to practice putting greens, bunkers, driving range, practice target greens, cart paths, and related site improvements. A mandatory pre-proposal meeting was held on July 14, 2026, at 9:00 a.m. via Zoom. Proposals were due on August 4, 2026, and must remain valid for 90 days from the due date. The City intends to establish a three-year professional services agreement with an effective date of September 1, 2026, through June 30, 2029, with options to renew for up to two additional one-year terms. The design phase is anticipated to be completed within twelve to fifteen months, with construction expected in multiple phases during summer construction seasons.
The City requests a lump-sum, not-to-exceed fee proposal with hourly rates for additional work, with an estimated contract value of $100,000 over the three-year term. Prevailing wage requirements apply under California Labor Code sections 1720 and 1770 as this is a public works project. Proposers must hold a valid California Contractors State License Board (CSLB) license in the C-27 Landscaping Contractor classification and be registered with the California Department of Industrial Relations for public works projects. Evaluation criteria include firm qualifications and multidisciplinary experience (20 points), project team and technical expertise (20 points), relevant project experience and quality of work (20 points), project understanding and technical approach (20 points), project schedule and responsiveness (10 points), and cost proposal reasonableness (10 points). Questions were due July 21, 2026, with responses issued by July 28. Shawn Muir, Community Services Manager, serves as the City's representative.
