About this file

The document is a Summary of Negotiation letter from the Arizona Department of Transportation (ADOT) Procurement Division, dated August 3, 2022, addressed to Tony Lo Brutto, Executive Vice President of Thales DIS USA, Inc. The letter pertains to Request for Proposal BPM004526 for Central Credential Issuance and outlines areas of the proposal that require further clarification and detail.

The negotiation summary focuses on four key evaluation categories: Method of Approach to Core Services (specifically DL/ID card production and physical card destruction process), Experience and Capacity (including firm experience, challenges, lessons learned, and organizational service continuity), Pricing (particularly express credential pricing), and Confidentiality (review of potentially confidential document pages). ADOT requests Thales provide more comprehensive responses in these areas, with specific emphasis on security measures, service interruption prevention, return mail processes, and potential confidentiality rationales. The document provides Thales with an opportunity to revise and improve their proposal, with a deadline of 3:00 PM AZ MST on August 10, 2022, for submitting detailed responses.
