About this file
Summary
This is a Mold Inspection & Testing Report and water damage and mold remediation services bid solicitation issued by the Illinois Department of Human Services (IDHS), Division of Mental Health, for the Elgin Mental Health Center located at 750 South State Street in Elgin, Illinois. The bid number is 27-444DHS-MENTH-B-53527. The testing was conducted on August 5, 2026, by a third-party testing company and analyzed by EMSL Analytical, Inc., an American Industrial Hygiene Association-accredited laboratory located in Hillside, Illinois. This document provides vendors with the technical information necessary to prepare accurate remediation quotes based on the testing results.
The document details mold contamination findings on the 2nd floor of the Old FTP building at the facility. Airborne mold testing identified concentrations ranging from 840 to 5,800 spores/m³ indoors (outdoor baseline: 29,710 spores/m³), with Aspergillus/Penicillium species exceeding outdoor levels in room 601 bathroom. Surface mold sampling revealed rare to high levels of contamination, including Cladosporium and Aspergillus in room C-214 and high levels of Chaetomium in room 601 bathroom, indicating chronic water damage to organic building materials. The tester recommends removing and replacing water-damaged drywall and plaster in room 601 bathroom, evaluating adjacent cavities for concealed moisture damage, performing HEPA vacuuming and damp wiping of structural surfaces, drying remaining materials to normal moisture content, and conducting post-remediation visual inspection with optional verification air sampling to confirm return to typical background conditions.

Report – Mold Inspection & Testing Old FTP Building Elgin Mental Health Facility 750 S. State Street Elgin, Illinois 60123
Airborne and surface mold testing has been completed on 2nd floor renovation areas in the old FTP building at the Elgin Mental Health Facility located at 750 S. State Street in Elgin, Illinois.
The testing took place on August 5, 2026. This report summarizes the work performed, outlines the sampling methodology, and provides the analytical results along with conclusions and recommendations.
Collected a total of five (5) airborne mold samples. Four (4) indoor samples were collected, with one (1) outdoor samples for comparison purposes. In addition, collected two (2) surface mold samples. The surface samples were collected from suspected growth observed in room C-214 and Room 601 bathroom.
Airborne Mold Testing – Spore Trap Method Airborne mold concentrations were obtained by collecting air samples using the spore trap method. As the analytical process does not involve culturing, the viability of spores is not known. For this study, tester used Air-O-Cell™ cassettes. During collection, a small plastic cassette is connected to a high-volume air pump. As air is pumped through the cassette, airborne particulates meet and become impacted on the sterile glass slide.
Surface Mold Sampling – Tape Lift Method Tester conducted surface mold testing using the tape lift method. During analysis microscope slide with an adhesive section is placed onto a surface suspected of mold contamination. Once the slide is removed, mold spores present on the suspect surface are transferred to the adhesive. The microscope slide is then analyzed by direct examination using light microscopy at 600x magnification. All mold spores, both viable and non-viable, are counted using this method.
Post-collection, the cassettes and tape lift samples were delivered under chain-of-custody to EMSL Analytical, Inc. (EMSL) located in Hillside, Illinois. EMSL is an American Industrial Hygiene Association-accredited laboratory in the area of environmental microbiology analysis.
TESTING RESULTS
Airborne Mold The table below summarizes the analytical results for the airborne mold samples. The results are presented in units of mold spores per cubic meter of air (spores/m3).
Tester’s opinion, the conditions observed in room 601 bathroom and the airborne mold levels associated with the indoor samples represent a condition that may negatively impact indoor air quality.
Surface Mold Spores Two (2) surface mold samples were collected from suspect mold growth in rooms C-214 and room 601 bathroom. Laboratory results and certifications are included in Attachment A.
Currently, there are no universally accepted quantitative standards that specify acceptable indoor surface mold levels. However, the laboratory report provides the following criteria for the evaluation of surface mold concentrations:
The table below summarizes the results for surface mold testing. Results are presented in terms of relative abundance.
Tester’s opinion, the surface mold levels identified in the sample taken from the room 601 bathroom represent a condition that may negatively impact indoor air quality.
CONCLUSIONS AND RECOMMENDATIONS
Based on the results of the assessment, the testers recommends the following:
