Representative shall be the sole judge of what constitutes a minor change for which no additional compensation shall be allowed.

The Parks and Recreation Department Representative’s approval or failure to exercise his right thereon shall not relieve the Awardee of obligations to accomplish the result intended by the Awardee in a safe and efficient manner, nor shall such create a cause action for damages.
