About this file
This is a Technical Special Provision document prepared by Protean Design Group, a professional engineering firm located in Orlando, Florida, for the State of Florida Department of Transportation on behalf of the Hungerford Elementary School Sidewalk Gaps Safe Routes to School (SRTS) project. The document specifies the requirements for furnishing and installing 24-inch tree root barriers to protect surrounding hardscapes from root damage along the sidewalk project, which extends from the intersection of E. Kennedy Boulevard and S. College Avenue to the intersection of Monroe Avenue and Margaret Square. The root barrier work is identified as Item No. 580-12-35 and will be measured and paid on a per linear foot basis for completed and accepted installations. The technical provision was digitally signed and sealed by Michelle Melo, P.E. (Florida License No. 86379) on March 13, 2025.
The root barrier material must be constructed of high-density polyethylene (HDPE) or equivalent, designed to withstand soil pressure, resist degradation and puncturing, and effectively block root penetration. Installation requires excavating 24-inch-deep trenches at sidewalk edges, placing barrier panels with vertical root-deflecting ribs facing toward the tree, joining panels using an integrated zipper system or Engineer-approved method, securing panels with built-in anti-lift ground lock tabs, and backfilling in layers not exceeding 6 inches with compaction. The barrier top must remain flush with final grade with no exposed portions above the surrounding surface. Payment for this work item provides full compensation for installation, equipment, and all incidental work necessary to complete the root barrier installation.

SECTION T580
T580-1 Description.
Furnish and install 24-inch tree Root Barrier to protect surrounding hardscapes from root damage as shown in the Plans and in accordance with the requirements in this
Section.
T580-2 Materials.
Use a 24-inch root barrier constructed of high-density polyethylene (HDPE) or equivalent material designed to withstand soil pressure and resist degradation. The barrier must be flexible and resist puncturing or tearing during installation and throughout its service life. Ensure that the root barrier is chemically resistant to common soil and groundwater conditions and effectively blocks root penetration.
T580-3 Construction Methods.
T580-3.1 Site Preparation: Excavate a trench at the edge of the sidewalk to a minimum depth of 24 inches and sufficient width to accommodate the 24-inch tree Root
Barrier panels. Remove debris, rocks, and roots that could interfere with the installation of the barrier. Compact and level the trench bottom to ensure stability for the barrier installation.
T580-3.2 Installation of Root Barrier Panels
T580-3.2.1 Placement of Panels: Place the 24-inch tree Root Barrier panels in the trench abutting the sidewalk with the vertical root deflecting ribs facing towards the tree. Position the panels in a continuous line, ensuring complete coverage of the root zone as indicated in the Plans. Align the panels with the hardscape to be protected.
T580-3.2.2 Joining Panels: Securely connect panels using an integrated zipper joining system or a method approved by the Engineer to form a continuous root barrier. Ensure all connections are tight and free of gaps, maintaining alignment with previously installed panels to ensure a seamless installation.
T580-3.2.3 Panel Alignment and Depth: Position the top of the root barrier flush with the final grade, or as specified in the Plans. Install the panels at the proper depth, aligned with the surrounding soil or hardscape. No part of the barrier may be exposed above the surrounding surface.
T580-3.2.4 Securing Panels: Secure the panels using the built-in anti-lift ground lock tabs, ensuring that the panels remain stable and immobile under root pressure or soil movement.
T580-3.3 Backfilling and Compaction
T580-3.3.1 Backfilling: Backfill the trench with clean, suitable soil or other material which is free of debris, rocks, and contaminants that could interfere with the barrier’s function. Backfill in layers, ensuring that the root barrier remains secure during the process and no backfill is placed between the sidewalk and the barrier.
T580-3.3.2 Compaction: Compact the backfill in layers no thicker than 6 inches, ensure the compaction process does not damage the root barrier.
T580-3.3.3 Final Grading: Grade the backfill to match the surrounding soil or hardscape, ensuring that the top of the root barrier remains flush with grade.

T580-4 Method of Measurement.
The quantities to be paid for will be the plan quantity in linear feet completed and accepted.
T580-5 Basis of Payment.
Price and payment will be full compensation for all work specified in this Section, including installation, equipment, and all incidentals necessary to complete the work.
Payment will be made under:
Item No. 580-12-35 Root Barrier – 24-inch – per linear foot.
