About this file
Contract Summary
This document is a Method of Operation (MOP) for contract T2881, establishing operational procedures and guidelines for a state and local contract award. The document appears to involve multiple state and local entities operating through a cooperative purchasing consortium structure, with oversight and coordination requirements specified for participating agencies and jurisdictions.
The MOP outlines operational protocols, administrative procedures, and governance frameworks governing contract implementation and management. The document specifies requirements for vendor performance, compliance monitoring, reporting obligations, and administrative responsibilities among participating entities. Specific details regarding goods or services, pricing structures, contract amounts, set-asides, option periods, and renewal terms would be contained within the referenced contract T2881 master agreement, as this document functions as an operational procedures document rather than a pricing or scope of work document.

III. Directions for Use of Contract:
All Using Agencies should thoroughly review the Bid Solicitation in order to understand and be familiar with the requirements of this Contract.
Method of Engagement Procedure:
When services are needed, Using Agencies shall utilize a Contractor awarded for the Region in which the services will take place. Using Agencies will solicit Engagement-specific quotes from a minimum of three (3) Contractors awarded within the Region, but are encouraged to obtain quotes from all Contractors awarded a Region. If less than three (3) Contractors are awarded in a Region, the Using Agency must obtain quotes from all awarded Contractors within the Region. The Using Agency will select the Contractor offering the most advantageous quote for the Engagement, based on scheduling, pricing, and project-specific needs of the Using Agency.
For each project identified, the OSC will contact the Contractor(s) in the Region and provide the following for the Contractor to draft an Engagement-specific Quote:
1. A brief summary of the project;
2. The anticipated work; and
3. Any schedule requirements, if applicable.
A. After being informed of the aforementioned details, the Contractor(s) shall provide an Engagement-specific Quote to the Using Agency within the following time frames: An Engagement-specific Quote for requests received before 12 PM should be sent by 5 PM on the same day. Requests received after 12 PM should receive a Quote the following day before 10 AM. Contractors’ Engagement-specific Quote pricing shall not exceed the awarded Contract pricing resulting from this Bid Solicitation. The Engagement-specific Quote is an estimate for the labor and equipment needed for the specific Engagement, based on the information provided by the Using Agency as per the above.
B. The Using Agency will select the Contractor offering the most advantageous quote for the Engagement, based on scheduling, pricing, and project-specific needs of the Using Agency.
C. After the Using Agency has selected a Contractor for the Engagement, the OSC will provide as much information as possible about the site situation such as:
1. Address/location of site;
2. Agency requesting the work;
3. Identity and phone number of the OSC;
4. The category of water;
5. Estimated amount of water released; and
6. Size and type of impacted materials, so that the Contractor can deploy the appropriate personnel, equipment, and materials.
D. At the time of project notification for each site-specific Engagement, the Using Agency and the Contractor jointly determine the following:
1. Total personnel hours required;
2. Equipment required;
3. Supplies and materials required;
4. Services required;
5. Start date/time of the Engagement; and
6. Create a Site-Specific Engagement Timeline (Timeline) as mentioned in Section 4.2.1 of the Bid Solicitation.
The Contractor will provide to the Using Agency a written and signed not-to-exceed work estimate for potential services prior to the start of the Engagement. The Contractor shall provide the not-to-exceed work estimate within one (1) business day after the request. The Using Agency may also request an engaged Contractor to provide a work estimate for the replacement of building materials.
The Contractor shall provide all work estimates/quotes at no cost to the Using Agency.
When requested, the Contractor shall provide a work estimate that includes the following:
1. Tasks and services;
2. Anticipated time to perform the tasks and services (including a Site-Specific Engagement Timeline as noted in Section 4.2.1 of the Bid Solicitation);
3. Restoration methods; and
4. Anticipated costs.
E. To accomplish a timely project schedule, each site-specific Engagement will be engaged at the Using Agency’s option on either:
1. A task by task basis through purchase orders; or
2. The Contractor may be given a purchase order at the start of the project with a not to exceed budget; and
F. The Contractor must respond to the site location within the mutually-agreed upon timeframe established by the Using Agency and Contractor, as detailed in point D above.
Site-specific Engagment Timeline:
The OSC and the Contractor shall meet at the commencement of each Engagement to determine a sufficient Site-Specific Engagement Timeline (Timeline). The Timeline will determine the necessary length of time that the Contractor will have to complete the Engagement and each step of the Engagement. It should be noted, that the Timeline serves as a working estimate, recognizing that each Engagement may vary in scope and complexity.
Once the Timeline is finalized by both the Using Agency and the Contractor, the Contractor must provide a copy of the aforementioned Timeline to the Using Agency within 24 hours. The OSC and the Contractor shall keep a copy of the Timeline for its own records.
