About this file
This document is Bid Amendment #1 to Bid Solicitation #26DPP01192 issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property on January 21, 2026. The amendment provides clarifications, responses to bidder questions, and revisions to the original bid solicitation for water damage restoration services. Eight firms attended the optional pre-quote conference held on December 16, 2025, including SERVPRO Team Fabiani, Rytech Inc., RestoPros of Lehigh Valley, SERVPRO Commercial, Puroclean of Toms River, ServiceMaster by Timeless, A & Q Professional Services dba ServiceMaster Metropolitan, and Dream Restoration and Contracting LLC.
The solicitation covers statewide water damage restoration services divided into three geographic regions: North Region, Central Region, and South Region, with each region evaluated and awarded separately. The State intends to award multiple contracts per region. Each region's pricing structure includes 67 price lines covering labor rates, equipment hourly rates, and rental equipment markups. Bidders must submit complete pricing for all price lines within a region to be considered responsive for that region. The contract includes a partial Small Business Set-Aside with at least one award per region designated for qualified small businesses, and a Disabled Veteran-Owned Business Subcontracting Set-Aside requirement. All quotes must be submitted electronically through NJSTART by February 5, 2026 at 2:00 p.m. Eastern Time. The amendment clarifies that all-inclusive rates must incorporate all costs, including credit card fees, travel expenses, materials, labor, overhead, and profit.
