Background Check Procedure Document - New Jersey State House Complex
This document is a bid solicitation attachment and procedural guide issued by the New Jersey Department of the Treasury, Division of Administration, outlining the mandatory background check requirements for all persons contracted to perform work at the State House Complex facilities in Trenton, New Jersey. The State House Complex consists of five locations: the Executive State House, Legislative State House/Legislative Staff Building, State House Annex, State House Garage, and 225 West State Street. The procedure involves coordination among multiple entities including the New Jersey State Police (NJSP), the current state-authorized fingerprinting vendor Identogo/MorphoTrust, and Treasury Human Resources personnel under the direction of Deborahann L. Westwood, Manager of HR.
All contracted workers must complete a two-part background check consisting of searches through the Criminal History Records Information (CHRI) database and the National Crime Information Center (NCIC) database. Applicants are responsible for all costs and fees associated with the fingerprinting process, currently $40.69 per applicant. The procedure requires applicants to call Identogo/MorphoTrust at 1-877-503-5981 to schedule appointments (telephone scheduling only; online forms are invalid), complete a New Jersey Universal Fingerprint Form with specific identifying information and the relevant PO, Contract, or Project Number, and submit required documentation via email to designated Treasury HR personnel. The background check process requires a minimum of three weeks to complete. CHRI search results are retained by Treasury HR for three years, allowing authorized applicants to obtain new Contractor ID Badges for subsequent projects without repeating the fingerprinting process, while NCIC searches must be performed each time a new badge is issued. Only applicants who clear both searches receive a Contractor's ID Badge, which is project-specific and expires at project completion, and must be prominently displayed at the work site.
