About this file
This document is a SWIFT Tips for Success guide issued by the Minnesota Department of Administration to assist vendors submitting responses to a Request for Proposal for an Event Planner position with MMCAP, a group purchasing organization within the state. The RFP seeks a contractor to serve as a meeting planner for MMCAP's National Member Conference, an annual event hosted for the organization's membership within the pharmaceuticals and healthcare products and services sector. All responses must be submitted electronically through the Supplier Portal, and responses that do not meet mandatory requirements will be rejected from further evaluation. Vendors should submit responses by the deadline specified in the RFP and Event Details sections.
The document provides technical guidance on submitting responses through the SWIFT Supplier Portal system. Vendors must establish multi-factor authentication (MFA) in advance of submission, with setup recommended during business hours of 8:00 A.M. to 4:00 P.M. Central Time, Monday through Friday. When uploading attachments, vendors must validate entries, save for later, confirm attachments, and submit the bid in that specific order. File uploads are limited to 25 megabytes per file, and file names cannot exceed 50 characters without special characters. For cost proposals, vendors must enter a price of $0.01 in the Price per Unit field for Line 1, then upload the detailed cost proposal as instructed in Section 5 of the RFP. Vendors are advised to familiarize themselves with SWIFT Quick Reference Guides and to allow sufficient time before the submission deadline. The SWIFT Vendor Assistance Helpline is available at 651-201-8100, Option 1, then Option 1.

SWIFT Tips for Success Before Submission
• If you need assistance, please contact the SWIFT Vendor Assistance Helpline at 651-201-8100, Option 1, and then Option 1.
• Leave plenty of time before the End Date to submit your response. You want to have time to seek assistance if it is necessary.
• Take the time to become familiar with the Supplier Portal before submitting.
• You will need to set up multi-factor authentication (MFA) to use SWIFT. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur. If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP. You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.
• Review SWIFT Quick Reference Guides so you have the information necessary to submit your response.
Submission of Response
• If you submit your response, then view, access or edit it at later time, you MUST hit submit again, even if you do not make changes to your response. Your response must be in “posted” status in order for the State to accept your response.
• When uploading attachments, first Validate Entries, then Save for Later, next Confirm Attachments, and last Submit Bid. The Validate Entries button is to the far right of your screen.
• Carefully follow the cost proposal instructions. Responders must enter a price of $.01 in the Price per Unit field for Line 1 in order to submit a response to the RFP. THEN you must also upload the Cost Proposal as instructed in Section 5 of the RFP.
• SWIFT can accommodate file sizes up to 25MB for each upload. You may need to break larger files into smaller ones. Please plan ahead so this does not cause delays.
• The file name of uploads cannot be greater than 50 characters. Special characters are not allowed.
