The solicitation emphasizes the importance of best practices in project management and software development, with a focus on cloud, cloud-hybrid, and on-premises solutions.

Attachment A Deliverables Based IT Services

This Solicitation is a Contract Document and is a request for proposal in connection with the Contract awarded by the Office of Management and Enterprise Services (“OMES”) as more particularly described below. Any defined term used herein but not defined herein shall have the meaning ascribed in the General Terms or other Contract Document.

The Contract is awarded as a statewide contract on behalf of OMES. Deliverables Based IT Services will be available to all Oklahoma state agencies and interlocal entities.

Background The Oklahoma Office of Management and Enterprise Services (OMES) Information Services Division (ISD) is responsible for developing, implementing, and managing strategic information technology directions, standards, and enterprise architecture, including implementing necessary management processes to assure full compliance with those directions, standards, and architecture. OMES ISD is the governing authority over Oklahoma’s Information Technology (IT) needs and offers a review process for any size IT projects, and/or systems that are procured through Oklahoma resources. It is the goal of OMES ISD to assist Customers with the most efficient and effective tools necessary for daily operations.

Scope

OMES ISD wishes to award to Suppliers that provide comprehensive Deliverables Based IT Services (DBITS) for any and all types of (software) IT projects. This includes projects encompassing the entire project lifecycles, such as project design, project implementation, project review, and project planning, application development, testing, etc.

Project services should be available for information technology relating to mainframe, client server, desktop, Internet/Intranet, web services, cloud computing, mobile applications, widgets, specialized services, telecom and other OMES ISD approved technology environments, for any and all types of IT projects, and all within compliance of the Oklahoma IT Standards.

The Supplier should demonstrate the ability and experience to apply best practices to defining, launching, managing, deploying and reporting for projects with discrete deliverables, timelines, and scope of work. For example, these projects could focus on a business function/business area and may rely on commercial off the-shelf Cloud (i.e. Azure, AWS, Salesforce, IBM Softlayer, etc.), Distributed systems (i.e. Windows Server, RedHat Enterprise Linux, Oracle), and IBM mainframe platforms. The contractor's depth and breadth of experience and capabilities in successfully staffing and delivering projects using best project management practices and best software development practices shall be considered as well as their demonstrated experience in delivering cloud, cloud-hybrid, and on-premises solutions. The Supplier should demonstrate their ability to launch, staff, and successfully deliver projects of varying complexity and size including "new" projects, continuing development of legacy projects, and the conversion of legacy projects to new platforms as required.

A. The contractor should demonstrate expertise within business domains (revenue, taxation, etc.) as well as technology domains (systems, database, big data, etc.).

B. As a result of this Solicitation OMES ISD, expects to receive and evaluate responses and select one or more qualified Suppliers with which to establish contracts for SW1050 Deliverables Based IT Services.

C. When a need for services is identified, a Statement of Work with business requirements and technical specifications will be created and sent to a Supplier awarded a contract under this Solicitation.

D. Award of the Contract to a bidder is not a guarantee of being selected to provide services and the State will directly negotiate the terms of a Statement of Work with a Supplier when a project is needed.

E. Supplier acknowledges that all offers for valued added services not in the scope of this Solicitation may be excluded from consideration and award.

F. Suppliers will be required to set up a generic email address to receive the agency/affiliate Statement of Work for specific requirements.

G. If awarded a contract the Supplier is responsible for keeping the State informed of personnel contact changes and is not responsible if the Supplier does not receive an invitation to bid on a Statement of Work.

H. No additional Technology Categories will be added for the duration of the contract.

I. OMES - IS reasonably anticipates that it will award no more than five (5) contracts per Technology Category for administrative efficiency but may award additional contracts at their sole discretion if in the best interest of the State.

Technology Categories are limited to the following:

· IT Assessments, Planning and Solicitation Assistance

· Project Management

· Application Development and Maintenance, Support and Transition Planning

· Independent Verification and Validation (IV&V) and Quality Assurance (QA)
