About this file

This is a Supplemental Bidder Attestation form issued by the Rhode Island Division of Purchases for submission in response to a Request for Proposal for RIC Campus Shuttle Services at Rhode Island College in Providence. The form requires the bidding vendor and its parent corporation, subsidiaries, affiliates, and subcontractors to certify that they do not have a conflict of interest as defined under Rhode Island General Law Chapter 14, Title 36, with any official, officer, or agency overseeing the solicitation. Bidders must also attest that they did not materially participate in or receive consultation regarding the RFP's requirements, technical aspects, or formation. The attestation must be completed with the vendor name, authorized signatory information, solicitation number, and date of execution.

The attestation further requires certification that the RFP does not involve any audit, examination, independent verification, review, or evaluation of the bidder's work, financials, or operations performed for the State of Rhode Island. The form clarifies that simply being a current or past state vendor does not inherently constitute a conflict of interest requiring preclusion from bidding. Additionally, formal responses to a Request for Information do not disqualify vendors from participating in subsequent RFPs. The authorized signatory must confirm under penalty that all attestations are true and correct to the best of their knowledge.

1 A “conflict of interest” occurs when private interests or relationships interfere in any way with the interests of the

State. Simply being a current vendor or a past vendor of the State does not in itself cause a conflict requiring preclusion. Additionally, formal responses to a Request for Information (RFI) issued by the Division of Purchases does not constitute “participation” or “consultation” with respect to a future RFP and does not disqualify a vendor from future participation from a subsequent RFP.
