Statement of Work Title: Machining Basic Ordering Agreement (MBOA) Requesting Lab: National Institute of Standards & Technology (NIST) Center for Neutron Research (NCNR)

BACKGROUND

The NCNR is a large laboratory facility consisting of a suite of instruments that measure the interaction of radiation with various materials to study their structure and properties. The NCNR maintains a wide variety of instruments that allow great flexibility in the type of samples and phenomena that can be studied and measured. To remain a state-of-the-art neutron scattering facility, the NCNR continues to evolve by adding new instrumentation and upgrading existing instrumentation.

The National Institute of Standards and Technology (NIST), NIST Center for Neutron Research (NCNR) is seeking vendors who are capable of manufacturing parts and assemblies that vary in size, complexity, materials, and quantities. Vendors must have either in-house capabilities or subcontractors available to do the following, but not limited to, types of operations: milling, turning, welding, grinding, polishing, leak testing, painting, powder coating, anodizing, CMM inspection, packaging, and shipping. Manufacturing, painting, filling, and delivery are to be done following provided drawings, models, and specifications provided by NCNR engineering staff.

PURPOSE

The Contractor shall provide machining of parts, on an as needed basis, in accordance with drawings and design specifications that will be provided by NIST.

REVOLUTIONARY FAR OVERHAUL (RFO) 16.703-3, LIMITATIONS

The contractor must furnish all equipment, supplies, and personnel to successfully complete delivery orders. The government will issue an RFQ for each delivery order which includes specific drawings, STEP Files, technical specifications, quantities, unique shipping instructions (when applicable), and lead time. Orders issued are firm fixed price (FFP) unless otherwise specified at the delivery order level. Fair and reasonable determination will be based on the price offer for the Mock Delivery Order. Price offers for each delivery order must be consistent with the price determined to be fair and reasonable. Failure to reach agreement on price for any delivery order issued before its price is established is a dispute under the Disputes clause included in this BOA. The standard lead time is thirty (30 – 90) days ARO. Lead time will vary and may provide for a shorter or longer lead time depending on quantity and complexity. Lead time will be provided at the delivery order level. The order becomes a binding order when the delivery order is issued. The use of this Basic Ordering Agreement is restricted to the National Institute of Standards & Technology. Unless otherwise dictated at delivery order level, partial quotations for Request for Quotations (RFQ) will not be considered for award unless an acceptable quotation for all deliverables is not submitted. The government reserves the right to not issue a delivery order

SCOPE

The Contractor shall manufacture parts using a variety of machining techniques. Applicable techniques include (but are not limited to) turning (Lathe, Conventional and CNC); threading (Lathe, Bore, Tap); milling (Conventional and CNC); Electric Discharge Machining (EDM) (Wire and Ram); broaching; welding; coating (paint, anodization, powder coating); and leak testing.

PERIOD OF PERFORMANCE

Five (5) Year Continual Performance Period

GENERAL REQUIREMENTS

1. Specifications for the machining work will be provided by NIST with each delivery order and will consist mainly of PDF drawings which may or may not contain more specific work instructions. CAD STEP files may be provided or requested but are only provided as a tool or guideline to assist in understanding of the governing drawing and save time programing. Specifications may include material certifications, leak rate certifications, boiler plate codes, paint specifications, etcetera. If there is a discrepancy between the PDF drawings and the STEP file, the PDF drawing is the governing document. Contractor must contact the COR for guidance if a discrepancy is discovered.

2. The Contractor shall have quality control procedures, personnel, and equipment (Coordinate Measurement Machine or similarly functional equipment) in place so that inspection and verification can be performed at the Contractor’s premises.

3. The NCNR specifications shall govern the manufacturing, and inspection shall be done in accordance with the Contractor’s established Quality Control Plan.

4. Applicability of specifications and standards Drafting Standard ANSI 14.5-M-1982 Inspection Requirements QS 9000 or equivalent.

MINIMUM REQUIREMENTS

1. Inspection Requirements

a. Inspection should adhere to the vendors Contractor’s established Quality Control Plan.

b. Pre-manufacture inspection of raw materials for out-of-tolerance issues or other visual defects should be performed.

c. All individual components and assemblies are required to be inspected for completeness and adherence to dimensional, weld (type, size, placement) and process specifications before packaging and shipping occurs.

d. Inspection of parts and/or assemblies for adherence to all specifications – dimensional, welding, post-weld machining, leak, and/or other should be performed before any coatings are applied.

e. Inspection should include, but is not limited to, the use of any and all applicable inspection tooling equipment such as tapes, scales, calipers, gauges, pins, CMM, metrology, pumps, optics (surface finishes), and x-ray (welds).

f. QS 9000 and/or ISO 9001 are required. Higher or equivalent is acceptable.

2. Material Requirements

a. In accordance with the Revolutionary FAR Overhaul (RFO) Clause 52.225-1 all materials used must be domestic. Materials include but are not limited to steel, aluminum, copper, magnesium, brass, Inconel, Titanium, plastics, high density polyethylene (HDPE), borated polyethylene.

b. All materials must be new. No scrap, used, damaged, or otherwise compromised materials are acceptable.

3. Coating Requirements & Surface Finish will be provided at the delivery order level.

GOVERNMENT FURNISHED PROPERTY

1. In the event a Contractor requires the use of Government property to successfully complete a delivery order, the property will be furnished in accordance with the Revolutionary FAR Overhaul (RFO) Part 45, Government Property.

SHIPPING REQUIREMENTS

1. Specific shipping instructions may be required to ensure that no damage is incurred and that the NCNR staff can unload with available equipment and these specific instructions. If there are unique shipping requirements for a delivery order, the shipping requirements will be provided at the delivery order level.

2. Parts shall be packaged and shipped following best trade practices, unless indicated otherwise in the specifications. On some occasions, the Contractor may be required to manufacture shipping crates for parts manufactured. This requirement shall be stated in the request for quotation and resulting delivery order.

3. Shipping materials and methods used must be submitted in each quotation submitted for the Request for Quote for a delivery order. Shipping approval must be given by the COR prior to shipment of each order.

4. Shipping Restrictions:

i. For large crates and/or pallets that are shipped directly to bldg. 235 must be done in a manner that allows side forklift access (i.e. there is no dock at the NCNR, forklift travel is on the same surface as the trailer travel).

ii. It is highly recommended that a flatbed truck and not a box truck be used. The NCNR also has the option of offloading via an overhead crane located inside our facility. However, if a low boy trailer is used it will not clear the preferred rollup door’s load ramp angle to the building. The other roll up will have to be used since there is no ramp at this door. If a box truck is used for smaller to mid-sized crates or pallet loads the shipper should be able to get the delivery to the rear of the box for access for forklift offloading. Box truck height clearance can be an issue.

iii. No trucks requiring more than 14 feet will fit into the access doors.

iv. Any equipment shipped on a flatbed style truck must be completely protected from the elements during transit. Tarps must be used. NIST will not be responsible nor accept equipment damaged during transport.

v. Contractor shall notify the Contracting Officer’s Representative (COR) of projected arrival times of deliveries at least 2 working days prior to arrival. Notification shall include date and approximate time of arrival, name of shipping company, and name and citizenship of driver(s). Minimum of seven (7) days is needed to register drivers with the NIST security system to gain access to the campus.

vi. Deliveries must be scheduled such that they arrive at NIST Gaithersburg between the hours of 7:00 am and 3:00pm EST on a working day. (If deliveries are attempted during the hours of 11:45am EST - 1:00pm EST, the vendor may experience a delivery delay)

vii. Based on high priority activities at NIST, NIST reserves the right to request changes to delivery schedule if activities at the NCNR prevent the timely unloading of shipments.

DELIVERY TERMS

Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in each individual task order.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Larger items, such as bulk shielding or vacuum jackets, may require direct delivery to Bldg 235. This will be identified during pre-shipping discussions. The contractor shall deliver all Line Items (in each individual task order) to:

The National Institute of Standards and Technology 100 Bureau Drive, Building 301 MS1640 C/O COR, Building 235 Gaithersburg, MD 20899-1640
