About this file

This document is a North Dakota State Contract for Collection Services (Contract Number 176-1), involving six collection contractors operating across multiple jurisdictions. The contract is established through North Dakota Century Code and enables cooperative purchasing for state colleges, universities, K-12 schools, city and county governments, and nonprofit organizations associated with public entities. The contractors include Reliant Capital Solutions (Ohio), Access Receivables (Maryland), Harvard Collection Services (Illinois), Rodenburg Law Group (North Dakota), and The CBE Group (Iowa).

The contract covers collection services for defaulted borrowers, delinquent North Dakota taxes, and non-sufficient funds (NSF) checks, with specific percentage-based fee structures for non-litigation and litigation collections. Pricing varies by contractor, ranging from 13.5% to 20% for non-litigation collections and 25% to 35% for litigation collections. The minimum collection amount for NSF checks is $25.00, and all five vendors can handle NSF check collections using either non-litigation or litigation rates depending on the specific collection method. The contract provides a comprehensive framework for debt recovery services across various financial and tax-related domains.
