Metropolitan Water District of Southern California – Pure Water Southern California From its inception in 2010, Stantec’s team has been intimately involved with PWSC (previously known as the Regional Recycled Water Program or RRWP). Our efforts in this vital and timely work began as our team supported Metropolitan in defining PWSC’s path forward with the Joint Groundwater Replenishment Feasibility Study (JGRFS). Since then, Stantec’s team has done the following:

- Planned, designed, and provided engineering services during construction for the 0.5-MGD Advanced Purification Center (APC).

- Commissioning, acceptance, and 1.5 years of operational and testing services for the APC.

- Conceptual site planning (BIM model) of full-scale 150-MGD advanced water treatment (AWT) facility.

- Prepared the initial testing and monitoring plan (TMP) for the APC to support Dept of Drinking Water (DDW) permitting.

- Assisted with the regulatory process for the full-scale AWT facility with DDW.

- Prepared detailed cost estimates of the proposed facilities, both capital and O&M for both IPR and DPR treatment facilities.

- Currently supporting the environmental permitting efforts for the 150-MGD, full-scale AWT facility.

City of Los Angeles’ Hyperion 2035 Program The Hyperion 2035 will achieve the ambitious goals of locally sourcing 70 percent of Los Angeles’ water and recycling 100 percent of Hyperion wastewater by the year 2035— both are key factors in increasing the City’s climate change resilience and drought reliability. Achieving these goals means a major conversion of the City’s largest treatment plant, Hyperion Water Reclamation Plant (Hyperion WRP) to a potable water production facility employing AWT processes.

Stantec is assisting the City in developing the planning framework that will guide implementing the improvements required to achieve these goals.

Stantec’s efforts include program management as well as creating the technical roadmap that defines processes and their design basis (preliminary concept planning). We are constructing a 1-MGD MBR pilot testing facility to obtain regulatory approval of the planned process train. Testing includes three different MBR suppliers, two RO systems, and one UV-AOP unit. Stantec also assisted with the conceptual design and the alternative delivery procurement for the 1.5-MGD Advanced Water Purification Proof-of-Concept Facility (AWPF) to serve non-potable uses at the Los Angeles International Airport, and is also leading the MBR pilot facility efforts that will procure regulatory approval for this leading edge process train and includes comparatively testing different technology suppliers.

Our team developed the site layouts and Class 5 cost estimates for the treatment portion of the Program. We also assisted the City in preparation and approval of the Title 22 Engineering Report for the 1.5-MGD AWPF consisting of MBR, RO, and advanced AOP, and prepared the conceptual design and site layout for that facility. We are working closely with the Independent Advisory Panel to develop testing protocols for the MBR Pilot Facility to assure procurement of pathogen removal credits.

Sustainable Water Infrastructure Program Owner’s Agent - Stantec has been working with the City of Santa Monica since the early planning phase including concept development and conceptual siting studies that laid the groundwork for the SWIP, which is a water recycling project including three sources waters and two facilities to treat wastewater, urban runoff/stormwater, and brackish groundwater for use as both non-potable and indirect potable reuse via subsurface application. As the SWIP Owner’s Agent (OA), Stantec developed conceptual design and RFQ/RFP for design build procurement, coordination with regulatory agencies for a phased permitting approach and timeline along with preparation of the first engineering report and antidegradation groundwater study required by the regulators. Through design, construction, and startup Stantec has provided review/oversight of detailed design deliverables, equipment procurement, startup and commissioning, and regulatory permitting reports and testing. The project has received its permit for non-potable use and conditional approval for indirect potable reuse. Stantec is currently supporting the City as the project nears the completion of commissioning.

Professional engineering services including regulatory support, planning, design, cost estimating, engineering services during construction, start-up and commissioning.

Regional Reuse Feasibility Study We are working with the Washington County Water Conservancy District (WCWCD), City of St. George, and Ash Creek Special Service District to evaluate the feasibility of a Regional Reuse System to maximize the efficacy of local water supplies.

We are completing a feasibility study and related application materials to apply for funding under the Bureau of Reclamation’s Large-Scale Water Recycling Program (Section 40905 of the Bipartisan Infrastructure Law, P.L. 117-58). Stantec has evaluated multiple reuse strategies under this investigation, such as potable reuse, to form and screen reuse alternatives. The selected alternatives include various components, including systems that meet various combinations of potable and secondary irrigation demand using multiple treatment technologies, plant site locations, conveyance alignments, and storage reservoirs. Criteria used to select a single or combination reuse strategy included overall supply benefits, costs, and implementation schedule.

We are also completing preliminary engineering designs and cost estimates to support this study, including the following alternative components:

• 39 MGD of Type 1 (secondary irrigation) reuse upgrades at existing wastewater reclamation facilities

• 49 MGD advanced water treatment facility for indirect/direct potable reuse

• 50 miles of 22-inch to 36-inch pipeline to convey reuse water to and from treatment facilities

In addition to engineering evaluations, Stantec is also completing economic feasibility and preliminary environmental analyses to meet Reclamation directives. Stantec also supports WCWCD, the State of Utah, and other stakeholders in developing potable reuse regulatory frameworks and standards.

Professional engineering services include funding assistance, planning, and evaluation of reuse treatment alternatives.

Aqua Pura Feasibility Study In April 2022, a controlled burn operation unintentionally escalated into the largest wildfire in the region’s history, severely impacting the vital watershed. We are working with the City of Las Vegas, NM, to explore strategies to enhance water supply resilience, including a potable reuse initiative known as the “Agua Pura” project.

As part of this investigation, Stantec assessed a range of reuse strategies, including potable reuse, to develop and evaluate alternative solutions. This selected alternative encompasses different components, incorporating a variety of treatment technologies, plant site locations, conveyance alignments, and storage reservoirs to meet different combinations of potable demand. The selection of a specific or combined reuse strategy was based on comprehensive criteria, considering overall supply benefits, costs, and implementation timelines.

We are also completing preliminary engineering designs and cost estimates to support this study, including the following alternative components:

• Upgrades at the existing 2.5 MGD wastewater treatment facility

• 1 MGD advanced water purification facility for direct potable reuse

• 8.75 miles of 16-inch pipeline to convey reuse water to engineered storage buffers

In addition to these efforts, Stantec is also completing economic feasibility and preliminary environmental analysis to meet FEMA directives. Stantec also supports the City of Las Vegas, the State of New Mexico, and other stakeholders in developing potable reuse regulatory frameworks and standards.
