Long-Term Water Reuse Feasibility Study | Washington County Water Conservation District | Washington County, Utah | 2023 | Potable Reuse Technical Lead
Rob leads the evaluation of an IPR program for multiple agencies in Washington County, Utah. The program goal is to maximize beneficial reuse of Type 1 effluent from two agencies through a combination of direct reuse for agriculture and landscape irrigation and surface water augmentation at the Quail Creek and Sand Hollow Reservoirs. Disposal of brine from membrane treatment processes is a significant concern for this inland location. The potable reuse evaluation included a review of historical wastewater data, definition of treated water quality goals, coordination with the Utah Division of Drinking Water, quantification of the effluent available for surface water augmentation, and evaluation of advanced water treatment process trains and brine disposal alternatives.

Rob serves as quality reviewer and technical advisor for a project that implements advanced treatment in an integrated water supply framework of recycled municipal wastewater, stormwater runoff, and brackish groundwater to achieve long-term sustainability and drought resilience. This project harvests and integrates these three resources to produce approximately 1,680-acre feet/year of advanced treated water. The SWIP will produce water of advanced treated quality that, when properly permitted, will be acceptable for indirect potable reuse via aquifer recharge. In the interim, the water will be used to meet existing recycled water demands.

Neely WRP Operational Assessment* | Town of Gilbert, AZ | Gilbert, AZ | Project Manager
BC performed a plant-wide assessment of all critical treatment process, electrical, building mechanical, and structural assets of the Neely WRP. The plant is operated under a contract with Severn Trent Services (STS), whose contract was due to expire in the coming year. This plant includes influent pump station, screening, grit removal, oxidation ditches with separate anoxic basins, secondary clarifiers, sand filters, and chloride disinfection to produce Class A+ recycled water for irrigation and aquifer recharge. Solids are returned to the sewer.
Our assessment of this 11 mgd plant was conducted using the Water Environment Research Foundation (WERF) Asset Management Approach and Guidelines. This study resulted in a prioritized capital improvements plan and verification of the maintenance activities performed by STS over the course of their operating contract. The resulting study allowed Gilbert to make decisions regarding the future of the operations of the Neely WRP.
