About this file
This is a Justification for Sole Source Procurement Checklist submitted by the South Carolina State Budget and Control Board on May 14, 2002, detailing SCDOT's proposed pilot network-level LiDAR collection project. The procurement is being executed as a sole source action from Cyclomedia Technology, Inc., pursuant to Section 11-35-1560 of the South Carolina Procurement Code and applicable state regulations. SCDOT determined that Cyclomedia is the only vendor offering the specific combination of services required for this initiative, which aims to evaluate LiDAR's benefits for asset collection and support compliance with upcoming Federal Model Inventory of Roadway Elements (MIRE) requirements.
Cyclomedia's unique offerings justifying the sole source designation include an online desktop-based measuring tool for accurate lane width and sign height measurements, 360x180-degree 100-megapixel imagery capabilities, a flooding and ponding analysis tool for scenario modeling, and MicroStation plug-ins for LiDAR file viewing. The justification emphasizes that Cyclomedia's hosted environment eliminates the state's need to maintain server capacity and manage terabyte-scale data storage, providing significant cost savings. The document indicates that if the procurement exceeds $50,000, a Drug-Free Workplace certification must be obtained as a condition of the award.

JUSTIFICATION FOR
SOLE SOURCE PROCUREMENT
SOLE SOURCE CHECKLIST
Based upon the following determination, the proposed procurement action described below is being procured pursuant to the authority of Section 11-35-1560 of the South Carolina Procurement Code and 19-445.2105 of the Rules and Regulations, 1976 South Carolina Code of Laws.
This agency proposes to procure a pilot network level LiDAR collection project.
as a sole source procurement from Cyclomedia Technology, Inc.
On the basis of: This project will help Road Data Services determine the benefits of LiDAR for asset collection, includ ing helping meet the upcoming Federal Model Inventory of Roadway Elements (MIRE) requirements. Cyclomedia is the only company found that offers several unique serv ices that will benefit SCDOT. These include an ‘‘on-the-fly’’ online measuring tool that will allow all SCDOT users to accurately measure lane wid ths, sign heights, and any other visible features from their desktop computer. Cyclomedia’s measuring tool, alon g with their 360x180 100 Megapixel imagery, will also allow many project scoping meetings to be performed from a conference room versus sending numerous engineers to the site for an entire day. Cyclomedia is also the only company who offers a flood ing/ pond ing analysis tool that allows users to execute ‘‘what if’’ scenarios for flood ing and water ponding. This feature will be very valuable should any hurricane/ flooding events occur near the collected routes. All of these features are provided in Cyclomedia’s h osted environment which provides savings to the state because we will not have to provide the server capacity to store the terabytes of data resulting from the LiDAR and imagery, and we will not have to manage the thousands of image files.
Finally Cyclomed ia also offers Plug-ins for MicroStation should we need to view the LIDAR files for particular design projects.
