About this file
This is a vendor justification letter from 42 Lines, Inc., the provider of Harmonize, in support of a sole source procurement by Mississippi for an instructional engagement solution. The letter outlines Harmonize as a unified, LMS-embedded platform designed to consolidate multiple core teaching and learning workflows into a single integrated environment, including asynchronous discussion, multimedia responses, peer review, social annotation, instructor feedback, participation tracking, and rubric-aligned assessment. The vendor emphasizes that Harmonize uniquely partners with Turnitin for discussion tool integration, distinguishing it from competing products that typically address only discrete use cases. The justification argues that institutions selecting Harmonize benefit from reduced tool fragmentation, lower implementation and support complexity, and a more consistent faculty and student experience compared to adopting multiple point solutions.
The vendor's core argument for sole source justification centers on Harmonize's differentiation through the breadth of combined instructional capabilities delivered in one LMS-embedded product rather than individual feature comparisons. The letter asserts that while competing vendors may offer individual components of this functionality, institutions would generally need to procure and support multiple separate products to achieve equivalent overall results. The vendor positions the multi-product approach as operationally inferior due to increased complexity, support burden, training demands, and workflow fragmentation. No specific pricing terms, contract duration, renewal options, or funding details are included in this justification letter.

Harmonize Sole Source Justification To Whom It May Concern, This letter is provided by 42 Lines, Inc., provider of Harmonize, in support of an institution’s justification for selecting Harmonize as its instructional engagement solution.
Harmonize is not a single-purpose tool. It is a unified, LMS-embedded platform designed to support multiple core teaching and learning workflows that institutions often otherwise must address through several separate products. In one integrated environment, Harmonize supports asynchronous discussion, multimedia responses, peer review, social annotation, instructor feedback workflows, participation tracking, and rubric-aligned assessment activities.
As it pertains to the discussion tool, Harmonize is also the only one that has a partnership with Turnitin, as can be seen on the Turnitin partners page. This distinction is important because instructors value academic integrity, not only in student essays, but also in the discussions.
This distinction is important. Many products in the market can address one discrete use case, such as discussion, annotation, or peer review. However, institutions seeking to support all these workflows in a consistent way are often forced to combine multiple point solutions. That approach creates a fragmented student and instructor experience, increases the number of contracts, vendors, and cost to manage, adds implementation and integration complexity, and raises the support and training burden for faculty, administrators, and students who often complain about the variety of tools they have to learn to just get to their learning; using a single toolset eliminates this burden.
Harmonize is different because these capabilities are delivered as part of one coherent platform embedded directly in the LMS. Faculty do not need to piece together separate tools for interaction, collaboration, and feedback. Students do not need to navigate multiple disconnected systems to complete core course activities. Administrators do not need to support separate workflows and vendor relationships to accomplish what can be delivered through one platform.
For institutions evaluating alternatives, the relevant comparison is not whether another product can replicate one feature. The relevant question is whether another single solution can provide the same combined instructional workflow in one LMS-integrated environment. Competing offerings typically address only portions of this requirement and would require the institution to adopt multiple separate tools in order to achieve similar overall functionality.
As a result, institutions often select Harmonize because it better meets their combined instructional and operational requirements by:
· consolidating multiple high-value teaching and learning workflows in one platform
· reducing tool sprawl and the need for multiple point solutions
· providing a more consistent faculty and student experience
· lowering implementation, support, and training complexity
· embedding these workflows directly within the LMS rather than across disconnected systems Harmonize is therefore differentiated not simply by individual features, but by the breadth of instructional capabilities it brings together in a single product environment purpose-built for teaching and learning. For institutions whose objective is to provide one integrated solution for discussion, peer review, social annotations, multimedia engagement, Q&A boards, polling, assignments, rubric generation, and related workflows, Harmonize represents a uniquely strong fit.
No other single product offers the same combination of LMS-embedded discussion, peer review, social annotations, multimedia engagement, Q&A boards, polling, assignments, rubric generation, and related workflows that Harmonize provides. While other vendors may offer individual components of this functionality, institutions would generally need to procure and support multiple separate products to achieve the same overall result. Because a multi-product approach introduces additional complexity, support burden, training demands, and workflow fragmentation, those alternatives are not operationally equivalent to Harmonize.
We would be pleased to provide additional documentation regarding Harmonize’s capabilities, implementation model, or differentiators if helpful.
Sincerely, Marcus Popetz CEO/Founder 42 Lines Inc.
