About this file
This is a Notice of Intent to Certify Sole Source issued by the University of Mississippi Medical Center (UMMC) for the renewal of Harmonize, an interactive discussion platform for online learning. UMMC intends to award the renewal to 42 Lines, Inc., the sole provider of this product. The procurement process includes first and second advertisements on September 30 and October 7, 2026, respectively, with a response deadline from objecting parties on October 14, 2026, at 3:00 p.m. Central Time. The Notice of Award or No Award will be posted on October 14, 2026. The contract covers a three-year renewal term for the Harmonize learning tool, which integrates seamlessly with both Canvas LMS and TurnItIn and includes advanced features such as image and video annotation, multiple due dates, auto-grading, Q&A modules with polling, auto-captioning, and GenAI integrations for faculty discussion prompts.
The estimated total expenditure for the three-year renewal is $50,520.00, which UMMC has determined to be reasonable and within the expected price range for such products. UMMC conducted pricing comparisons against available market intelligence and pursued identified discounts where applicable. UMMC justifies the sole source certification based on Harmonize being the only discussion tool on the market with seamless integration to both Canvas LMS and TurnItIn, along with numerous unique features not available from competing products, including auto-captioning, extended audio descriptions, and accessibility compliance tools meeting Department of Education Title II guidelines. 42 Lines, Inc. is identified as the sole provider of support and licensing for this product. UMMC reserves the right to determine whether additional enhancements, upgrades, support, or equipment are within scope during the certification period and may increase spending authority accordingly.
