About this file
This is a Notice of Intent to Certify Sole Source issued by the University of Mississippi Medical Center (UMMC) for the renewal of Harmonize, an advanced discussion learning tool integration (LI), distributed by 42 Lines, inc. UMMC seeks to renew its subscription to Harmonize, a next-generation discussion platform designed to enhance student engagement and streamline faculty discussion management within the Canvas learning management system and TurnItIn integration. The procurement is a three-year renewal with an initial advertisement date of September 30, 2026, followed by a second advertisement on October 7, 2026. Objections to the sole source certification must be submitted by October 14, 2026, at 3:00 p.m. Central Time, with the Notice of Award or No Award posted on the same date. Interested parties may submit objections using the required Vendor Form and Objection Certification (Attachment B) available through the Mississippi Department of Finance and Administration.
The estimated expenditure for the three-year renewal of Harmonize is $50,520.00, representing reasonable pricing within the expected market range for similar products. UMMC justifies the sole source certification on the basis that Harmonize is the only discussion tool that integrates seamlessly with both Canvas LMS and TurnItIn, and it uniquely features image and video annotation, multiple due dates with auto-grading, Q&A modules with integrated polling, auto-captioning, equation editor, direct messaging, web conferencing, student activity dashboards, and GenAI integrations for faculty discussion prompts. UMMC reserves the right to determine if additional enhancements, upgrades, or support services fall within the scope of the certification period and may increase spending authority accordingly. Pricing has been compared against available market intelligence with identified discounts pursued where applicable.
