About this file

This document is a commission memorandum from the City of Altamonte Springs, Florida, regarding a sole source procurement for Microsoft Unified Enterprise Support Services. The Technology, Communication & Strategic Initiatives Department seeks to waive the formal solicitation process and approve Microsoft Corporation as the sole source vendor for enterprise support services covering the city's Microsoft infrastructure systems. The procurement opportunity was publicly posted on December 6, 2024, with a deadline of 4:30 p.m. on December 11, 2024, for potential vendors to challenge the sole source designation by offering similar services. No alternative responses were received during the specified period.

The proposed contract is for a not-to-exceed amount of $52,970, which exceeds the city's formal solicitation threshold of $50,000, thereby requiring Commission approval. The Microsoft Unified Enterprise Support is a comprehensive support plan that provides technical assistance across all Microsoft products and services for the entire organization, including proactive services, tailored support levels, and rapid response times for critical issues. The support service is deemed necessary to maintain the city's network and operational continuity. The procurement document confirms that sufficient funds are available in the budget for this purchase, and the recommended action is to approve Microsoft Corporation as the sole source provider for the specified support services.

SUBJECT: Waive Solicitation and Approve Microsoft Corporation as a Sole Source for a Not-to-Exceed Amount of $52,970 for Microsoft Unified Enterprise Support Services, SS-25-015-RS

SUMMARY EXPLANATION & BACKGROUND:

The Technology, Communication & Strategic Initiatives Department submitted a request to waive the formal solicitation process and declare Microsoft Corporation as a sole source vendor to provide unified enterprise support services for the City’s Microsoft infrastructure systems.

Microsoft Unified Enterprise Support is a comprehensive support plan offered only by Microsoft that provides access to technical assistance for all Microsoft products and services across an entire organization, including proactive services, tailored support levels and rapid response times to critical issues, designed to optimize business operations and drive innovation within the enterprise. The support service is necessary to maintain the City’s network and our operational continuity.

On December 6, 2024, the Procurement Division posted a Notice of Intent to Sole Source announcing our solicitation waiver and sole source intent on our solicitation website. Parties had until 4:30 p.m. on Wednesday, December 11, 2024 to notify the City if they could provide similar services. No responses were received.

Since the services from Microsoft Corporation will exceed the formal solicitation threshold of $50,000, our procedure requires Commission approval to waive the formal solicitation process and approve the sole source purchase.

FISCAL INFORMATION: Sufficient funds are available in the budget.

RECOMMENDED ACTION: Waive the formal solicitation process and declare Microsoft Corporation as a sole source provider for Unified Enterprise Support Services for the City’s Microsoft infrastructure systems, in an amount not-to-exceed $52,970.
