SCOPE

This document specifies the tasks and efforts the contractor shall perform during this production contract of the Helmet Mount Assembly (herein HMA) for the AN/PVS-7( ) and AN/PVS-14 Night Vision Device (NVD) systems. The purpose of the HMA is to serve as a mechanical device that attaches the AN/PVS-7B, AN/PVS-7D and AN/PVS-14 NVD systems to the Personnel Armor System for Ground Troops (PASGT) Helmet, and the Advanced Combat Helmet (ACH).

This document provides the technical, safety, and interchangeability requirements for the items being sought under this procurement. The contractor shall ensure that the delivered HMA systems/devices comply with the requirements listed in the Requirements section. The offeror is encouraged to use commercial/industrial processes and practices that will reduce design, production, and operational support costs while meeting the requirements of this contract.

APPLICABLE DOCUMENTS

The documents in the table below can be obtained directly from the publisher. The equipment on contract will be produced in accordance with these documents.

The offeror is responsible for reviewing the entire solicitation/contract to identify all directly cited and subsequently referenced documents. Immediately upon completion of this review, the offeror will notify the Procuring Contract Officer (PCO) of any conflicts and/or misunderstandings between this provision and other contractual requirements.

Notes for Government-furnished drawings:

The drawings specified in this solicitation are for reference only and shall be used for interchangeability purposes. They do not contain complete details of all intervening processes, from raw material to finished products, which are necessary to fabricate, control, test, adjust, assemble and inspect the items on order.

REQUIREMENTS

The purpose of the HMA is to provide a lightweight and durable interconnection between the Night Vision Device and the User’s helmet and is intended for worldwide combat and non-combat field use by the U.S.

Military. The Government expects the products to be delivered within the required timeframe, fit for the purpose for which it is intended, and without defects or early life failures (beyond normal wear and tear). In the event of a conflict between the requirements of this document and any other documents specified within, the requirements of this document shall govern.

INTERCHANGEABILITY, INTERFACE, AND PERFORMANCE CHARACTERISTICS

All HMAs delivered under this contract shall be form, fit, and function interchangeable and without degradation of performance with previously fielded helmet mounts of the same kind down to the spare part level, as established by the current maintenance concept of the U.S. Army. The U.S. Army maintenance concepts for the HMAs are detailed in the following Interface Control Drawings (ICDs): A3256371, A3297308, A3256347 and A3264352. The Government may independently verify hardware compliance to the ICDs and Product Description at any time during the life of the contract. The contractor shall be required to justify and/or rectify, at no cost to the Government, any identified discrepancies between the hardware performance/configuration and these documents when such discrepancies are identified.

HELMET MOUNT ASSEMBLIES

The Helmet Mount Assembly and components shall meet the requirements of the Product Description (PD), Helmet Mount Assembly, AN/PVS-7( ) and AN/PVS-14, including form, fit and function.

Components. The Helmet Mount Assembly shall consist of the following components:

INTERFACE CONTROL DRAWINGS

With the exception of requirements specified in this document, the contractor shall meet the form, fit and functional requirements of all spare part components as detailed in the ICDs for each HMA and Front Bracket Assembly, where appropriate. The Government may independently verify hardware compliance to the Interface Control Drawings (ICDs) and performance specifications. The contractor shall be required to justify and/or

PACKAGING

Preservation, packing and marking for shipment shall be in accordance with Section "D" of the contract.

Packaging shall be in accordance with MIL-STD-2073-1E

Marking All unit packs, intermediate packs, and exterior shipping containers shall be legibly and durably marked in accordance with MIL-STD-129R.

ENGINEERING

The contractor shall assign, empower and emplace the engineering and production personnel necessary for successful contract performance. The contractor shall design and implement production processes that ensure successful production of all items required under this solicitation/contract. The contractor shall use commercial products, processes and practices whenever practical, to reduce production and operational costs.

PROGRAM MANAGEMENT REQUIREMENTS

The objective of program management is to provide both the contractor and Government with management information and tools required to effectively manage work performed under this contract, minimize system performance risk, and ensure adherence to established program schedule.

Integrated Product and Process Team (IPPT). The Government and contractor shall incorporate an IPPT discipline into the HMA program. The objective of the IPPT is to implement an open shared data/information environment with results oriented objectives of on-schedule delivery of specification- compliant units, continuously improving the various Government/contractor processes, and reducing the system life cycle cost. The IPPT shall also complete the following additional actions throughout the life of the contract:

Hold IPPT reviews Use risk management techniques to document, track, and manage program areas of risk Review/concur in program documentation Review/concur on all Failed Item Analysis Reports (FIARs), ECPs, Variances, and Trade studies.

The IPPT process as described is solely to facilitate communications between the Government and contractor during contract administration. Responsibility for dealing with issues raised and for meeting all contract requirements remains with the contractor. No communication made during the IPPT process may be construed as a change unless specifically designated by the contracting officer.

Schedule Performance. If the contractor fails to meet performance requirements or contractual delivery schedule(s) during the course of contract execution (performance or delivery schedule), the contractor shall be suspended from competing in future bids until all issues are solved to the Government’s satisfaction.

Reports, Reviews, Meetings. Reports, reviews and meetings shall be required on an as-needed basis for this contract. Where such reviews occur, the contractor is responsible for generating meeting minutes for the Government to review and comment if necessary.

Post Award Conference. The Procuring or Administrative Contracting Officer (PCO or ACO) shall schedule a post award orientation to be held NLT 30 days after contract award. The purpose of the orientation is to ensure mutual understanding of the contract and all obligations and responsibilities of the contractor and the Government. Location of this meeting will be at the contractor’s facility or shall be conducted by telephone.

Informal Reviews. The contractor shall be available for informal reviews and Government visits in addition to the IPPT reviews. The contractor shall participate in an informal bi-weekly meeting, to identify, discuss, and resolve issues.

Correspondence Transmission. The contractor shall submit, as a minimum, written program correspondence or documentation via electronic submittal. The preferred method of file submission is via e-mail. Deviations from this requirement are allowed on a case by case basis, with Government verbal concurrence (either Government IPPT chairpersons or Government Contracting Officer).

QUALITY MANAGEMENT

The contractor shall establish, maintain, operate, and continually improve a Quality Management System in accordance with ANSI/ISO/ASQ (E) Q9001-2008.

The government shall have access to the contractor's quality manual at the contractor's facility at any time.

The Government has the right to audit and/or examine the contractor’s quality management system, inspection system and quality management system documentation including documented statements of a quality policy, documented quality objectives, quality manual, documented procedures and records required by the quality management system standard, documents including records determined by the contractor to be necessary to ensure the effective planning, operation and control of its processes. The documentation can be in any form or type of medium and software. Government has the right to audit, examine and test hardware used for quality management, test or inspection. The Government's audit and/or examination shall be on the premises of the contractor or supplier, to the extent practicable, at all places and times. The Government’s audits and/or examination of the contractor’s quality management system, inspection system and quality management system documentation will be conducted in a manner that will not unduly delay the contract work. The Government's audit and/or examination, whether exercised or not, does not relieve the Contractor of the obligations under the contract.

If the Government performs audits and/or examinations of the contractor’s quality management system, inspection system, quality management system documentation and test hardware used for quality management, test or inspection on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties.

The Government’s right to audit and/or examine the contractor’s quality management system, inspection system and quality management system documentation including documented statements of a quality policy, documented quality objectives, quality manual, documented procedures and records required by the quality management system standard, documents including records determined by the contractor to be necessary to ensure the effective planning, operation and control of its processes will be limited to the contractor’s facility and also to suppliers facilities that provide products and/or services valued over 20% of the contract total cost.

GOVERNMENT TESTING

The Government reserves the right to conduct independent testing at any time during the life of the contract to demonstrate the HMA meets the interchangeability and performance requirements outlined in the associated product description. Additional testing may be performed in an operational environment when operated by Soldiers under potential battlefield conditions. Testing shall verify the HMA will be form, fit, functional, and 100% interchangeable with the previously fielded Helmet Mount configuration. Failures during Government testing will be brought to the contractor’s attention for root cause analysis and corrective action.

Initial Production Testing (IPT). An IPT is required for any hardware which incorporates design changes, or has not been produced by the contractor within the past 12 months. If an IPT is required, the IPT shall be performed

Exhibit A SPRBL1-18-R-0017 Page 8 of 15 to the extent necessary as agreed upon by the contractor and Government to verify compliance to specification requirements for all characteristics of the product.

BALLISTIC TESTING

Ballistics Testing will be planned and coordinated with the U.S. Army Test and Evaluation Command (ATEC).

SUBTEST OBJECTIVE

Physical Characteristics To verify the helmet and hardware are free from damage and major discrepancies when visually examined, that all required components are assembled, and the hardware meets dimensional specifications.

9-mm Hardware Resistance To Penetration (RTP)

To verify the ballistic RTP performance of the NVD hardware meets the requirements, as measured by complete/partial penetrations, when the bolts are subjected to 9-mm full metal jacket (FMJ) round nose (RN) projectile impacts.

ENGINEERING DRAWINGS

The contractor shall provide Interface Control Drawings (ICDs) in accordance with ASME Y.14.24-1999, Types and Applications of Engineering Drawings, or equivalent. The ICDs shall outline the critical interfacing dimensions to show form/fit/function interchangeability to parts of similar nature, and those previously fielded by the U.S. Army.

PHYSICAL CONFIGURATION AUDIT (PCA)

A PCA shall be required for the interfacing dimension of each component in accordance with Engineering Drawings section above, or any time the HMA has been changed per Engineering and configuration Control Documents section below. The purpose of the PCA is to ensure the drawings match the qualified components of the HMA. Any discrepancies noted between the drawings and components shall be rectified by the contractor prior to continued acceptance of product. Upon successful completion of the PCA, the Government reserves the right to conduct a configuration verification item review of the components provided by the contractor at any time during the life of the contract.

ENGINEERING AND CONFIGURATION CONTROL DOCUMENTS

When an engineering change is proposed, the contactor shall be required to submit an Engineering Change Proposal (ECP) or a Value Engineering Change Proposal (VECP). ECPs shall be used to document any changes made to the original HMA configuration by the contractor including, but not limited to, design, material or manufacturing process changes. This is to ensure configuration management is maintained throughout the life of the contract.

The contractor shall submit a tolerance analysis report for each ECP or VECP submitted in accordance with this document.

HUMAN FACTOR ENGINEERING (HFE)

If the contractor makes a design change to any component of the HMA that affects the User interface, the contractor shall implement a human factors engineering program to assure that the HMA conforms to the requirements of the PD. The HFE program shall focus on Soldier portability, helmet interface and manipulation of the adjustments on the HMA

REQUEST FOR VARIANCE

A Request For Variance (RFV) is a specific written authorization to depart from a particular requirement(s) of an item’s approved configuration documentation for a specific number of units or a specified period of time, either as an advance request or after the fact. The contractor shall identify the impact of the RFV on performance, operational readiness and logistics support of the affected CIs. The Government may require consideration for any RFV.
