29 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
Section B.1
2. Question/Comment
Is a hard copy of the applicable attachment required? If so, can an offeror make it an attachment to Vol 1?
2. Government Response
Hard copies of completed Attachment 1A and/or 1B are not required. In accordance with L.9.1, the attachments shall be submitted via CD.
30 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
DLAD 52.216-9010
Contract Quantity Limitations (pg. 58)
3. Question/Comment
If contract minimum is based upon 1% of the estimated annual demand value, what is the maximum contract value based upon?
Do the dollar values reflect the current HS corporate contract VPV contract and HS proprietary materiel?
3. Government Response
The maximum value is also based on the estimated annual demand value and includes the estimates for Surge & Sustainment requirements.
The estimated values do NOT include the values of any contractor-owned inventory. There is no contract requirement for the WR-ALC and WW Hub & Blade Contractor to purchase inventory from the existing VPV contract holder.
31 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
DLAD 52.217-
9007 Surge and Sustainment
(pg. 62) and L.10.6.1
4. Question/Comment
Is a CAP or CAP Summary due with the proposal? If so, can this plan/summary be made an attachment to the Technical volume and excluded from the page count limitations?
4. Government Response
See L.10.6.1. Offerors shall complete the electronic CAP (eCAP) online using the worldwide web industrial capabilities program (WICAP) website at https://wicap.hq.dla.mil/wicap/ and print a copy of the CAP summary and submit it as part of the proposal. 7024 Notification of Continuation of Essential Contractor Services Plan
(pg. 69) and L.10.4.6
7. Question/Comment
Is the DFARS 252.237-7024 Plan excluded from the page count and can it be made an attachment to Volume 2?
7. Government Response
No. The plan required by DFARS 252.237-7024 is a part of the Technical Volume and will not be excluded from the page limitations specified.
35 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
Sections L.12.1, L.8.1 and M.5.3.1
8. Question/Comment
L.12.1 Small Business Participation Plan and M.5.3.1 seem to contradict L.8.1 Table Vol 4 Tab A asterisk: “* only applies to the unrestricted portion, regardless of business size.”
L.12.1 and M.5.3.1 state “regardless of the business size and portion being proposed shall detail…small business participation plan.”
If a small business is only proposing to the restricted portion, is a small business participation plan required?
8. Government Response
L.12.1 is in error and will be corrected at A0001. The Small Business Participation Plan applies SOLELY to the unrestricted portion of the requirement. Any offeror on the unrestricted portion, regardless of business size, is required to provide a Small Business Participation Plan as established in the RFP.
36 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
Section L.10.3.2
9. Question/Comment
Can the required resume be made an attachment to Volume 2 and excluded from the page count limits?

(pg. 72)
11. Question/Comment
If an offeror, who is a distributor and not a manufacturer, is certified to AS 9120, will this meet the “Higher Level Contract Quality Requirement” stipulated in the
RFP?
11. Government Response
If the Contractor is not the actual manufacturer, see the requirements at
DLAD 52.246-9043.
39 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
Section L.10.5.1
12. Question/Comment
Can an offeror’s “Higher Level Contract Quality Requirement (FAR 52.246-11)” Certificate be made an attachment to Volume 2 and excluded from the page count limitation?
12. Government Response
Yes. This will be clarified with A0001.
40 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
Section L.11.3
13. Question/Comment
Can the Commercial Authorization Letter be made an attachment to Volume 3 and excluded from the page count limitation?

KO?
14. Government Response
No. The KO cannot receive proposals.
Hand delivery to a Bid Room associate will be authorized with instructions to be forthcoming in A0001.
42 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
FAR 19.102 Non- Manufacturer Rule
15. Question/Comment
Is FAR 19.102 applicable to the set-aside portion of the requirement? If so:
As applied to the restricted portion of the RFP, does FAR
19.102 apply if the offeror is a small business non-manufacturer (distributor) and its suppliers are large business non-manufacturers also?
15. Government Response
The Small Business size standard for small businesses under the set-aside portion of the acquisition is 500 employees.
A waiver of the Non-Manufacturer Rule has been approved by SBA for NSNs that are only available from large business or foreign manufacturing sources. The 128 NSNs subject to the waiver are identified at Attachment 1B. NSNs not identified as being subject to the waiver shall be provided by a small business manufacturing source.
43 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
FAR 19.102 Non- Manufacturer Rule
15. Question/Comment (cont’d)
If so, per the contextual definition of “manufacturer / producer,” does this definition apply to supplier(s) and distributor(s) who are also non-manufacturers?
Per subpart (5), will the contracting officer provide a non-manufacturer waiver for this solicitation if no small domestic manufacturer/processor can reasonably be expected to fulfill the requirement?
15. Government Response (cont’d)
Yes. The 500 employee size standards apply to suppliers/distributors under the requirement.
See the above response. The waiver has already been completed.
44 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
No Reference
16. Question/Comment
May the Contractor also be (or attempt to become) an approved source of supply for NSNs in this solicitation or would the government consider this to be a potential conflict of interest?
16. Government Response
The Contractor may be a source of supply for any/some/all of the items subject to the requirement.
Those sources not currently approved would be required to submit a Source Approval Request, the same as any alternate offer submission. The fact that the successful Contractor may also be a source of supply for one or more items under the contract would not create an organizational conflict of interest as described in FAR 9.502.
45 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
17. Question/Comment
Hamilton Sundstrand/UTAS will not quote pricing for any of the Unrestricted or Set-Aside NSNs in this solicitation.
(Specifically, UTAS stated that they “propose [pricing] direct to the Government” and therefore, “respectfully no bid at this time.”) How are potential offerors supposed to bid a unit price without HS/UTAS’s support?
17. Government Response
Hamilton Sundstrand/UTAS is not the sole source provider for any of the items subject to the set-aside/restricted portion of the acquisition. While Hamilton Sundstrand/UTAS or its authorized distributors are encouraged to partner with small business offerors under this acquisition to provide the small business source(s) an additional source of supply, the small business offerors have the option to pursue supplier agreements with the other approved sources of supply—or sources who manufacture to the fully competitive drawing(s), when applicable.
46 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
18. Question/Comment
Hamilton Sundstrand/UTAS seems to be the only approved source of supply for the Unrestricted NSNs. Does this mean that only HS/UTAS can bid the Unrestricted portion of the solicitation (i.e. a sole source award to
HS/UTAS)?
18. Government Response
The unrestricted portion is not limited from competition and any offeror who can supply the required items and perform the associated supply chain management functions may submit a proposal.
47 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
Attachments 1A and 1B
19. Question/Comment
Does the Government have a version of Attachments 1A/1B that includes the manufacturer part number, descriptions, reference numbers, and other information that is printed in Attachments 5A and 5B?
19. Government Response
The government does not have all requested information in spreadsheet form. However, SUPPLEMENTAL CAGE and Part Number / Drawing information was provided as an attachment to fbo.gov 07 Jan 13. As stated in the attachment, Attachments 5A and 5B shall take precedence in the event of a conflict of data / information between the solicitation attachments and supplemental CAGE and Part Number/Drawing data.
48 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
20. Question/Comment
Please define the “DPAS Pri Rating” and “DPAS Rating Pro Ind” codes used in Attachments 1A/1B.
20. Government Response
“DPAS Pri Rating” is the Defense Priority and Allocation System (DPAS) Priority Rating and “DPAS Rating Pro Ind” is the DPAS Rating Program Identifier as defined at B.6 of the solicitation. Refer to the FAR and DLAD clauses at page 52 of the solicitation for additional information regarding DPAS ratings/identifiers:
FAR 52.211-14, FAR 52.211-15, DLAD 52.211-
9002, and DLAD 52.211-9004.
49 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
21. Question/Comment
Does the Government own any inventory of any part number covered by this solicitation? If so, how much inventory does the Government own by part number? Will this inventory be available for program use (for example, will the Contractor manage and burn-down the Government Furnished Material first, then backfill with Contractor Furnished Material)?
Ideally, please provide a narrative explaining the Government’s intentions with regard to any existing inventory.
21. Government Response
The government has inventory levels for some of the NSNs subject to the requirement. Per solicitation paragraph C.3.3, “Existing contract and DLA Retail inventory levels shall be provided by the government beginning 06 Jun 13 as the Contractor may have the option to purchase residual inventory from the government during the transition period.”
Details beyond the government’s attrition of inventory are not available at this time.
50 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
Attachments 2A and 2B
22. Question/Comment
Please provide the definition of each column header and any coded used within each column.
22. Government Response
Definitions of the column headers and available code information was provided as an attachment to fbo.gov 07 Jan 13.
51 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
Section C.4.1
23. Question/Comment
Will the Contractor be provided with Internet access for Contractor-furnished computers at the WR-ALC Store Front facility?
23. Government Response
The government will provide commercial LAN lines for use in the store front location. No access to government (i.e. Air Force or DLA) LANs will be authorized—or necessary.
52 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
24. Question/Comment
To ensure fair and reasonable competition for this solicitation and select the best value contractor for integrated logistics support, will DLA consider eliminating material acquisition cost of source-directed/ source-restricted items from the price evaluation of the solicitation?
Suggested Solution, two possible approaches:
1) The Government grants the contractor authority to purchase from Government sources of supply and the contractor charges the Government its cost to purchase from Government sources; or 2) the contractor purchases from the directed sources commercially and charges the government the cost of these purchases. With #2 the cost for commercial material purchases could either be charged to a cost-reimbursement line item or to fixed unit prices established after selection and award to the successor PBL contractor.

24. Government Response to Question/Comment 24
The government will not eliminate the material acquisition cost for any items subject to the WR-ALC and WW Hub & Blade solicitation. The government is seeking a total supply with associated supply chain management solution to be performed by industry without supply support from the government impacting cost savings associated with the selected strategy. DLA acknowledges that the acquisition strategy requiring WR-ALC and WW Hub & Blade offerors to secure commercial arrangements to support the unrestricted and/or set-aside population of items is challenging based on the approved sources of the items subject to the requirement. That said, we hope all potential offerors will engage the approved sources and consider mutually beneficial commercial arrangements within their applicable business models to provide the government the best value solution for the warfighter.
During acquisition strategy development, the acquisition team strongly considered the use of FAR 51 authority, a suggested solution noted by a potential offeror. The acquisition team re-visited that decision based on prior communications with that offeror, but concluded it is not in its best interests for the WR-ALC and WW Hub & Blade initiative.

24. Government Response to Question/Comment 24 (cont’d)
First, a Part 51 strategy places the government customer in the middle of the relationship between the prime contractor and subcontractor. This elevates the potential risk of blurring the lines of responsibility for performance and subcontractor/supplier management. Further, the level of acquisition and administrative effort necessary to execute and manage a strategy including FAR 51 authority would significantly limit potential cost savings of the initiative.
The suggested solution for a cost-reimbursable line item is not allowable per FAR Part 12 acquisitions. The alternate suggested solution to establish fixed unit prices after award of the contract will not be considered as the Technical solution proposed by offerors shall detail a supply chain management plan that will enable successful performance of the Hub & Blade solicitation requirements, which includes an offeror's supplier management plan for all sources of supply under the acquisition. Moreover, this suggestion does not provide any expectation of improved pricing when compared to multiple offerors negotiating with all suppliers in the initial competition.

25. Question/Comment
When is best time to ask a KO for an extension on an open solicitation?
25. Government Response
There is not a "best time" to request such, beyond the clear fact that the request has to be submitted PRIOR to the established solicitation closing date. That said, it is suggested that the earliest point in proposal development at which the supplier finds it cannot meet the established closing date, such request should be submitted.
Any request for an extension to the closing date shall provide the basis and substantiation as to why the extension is requested/the established closing date cannot be met.
56 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
26. Question/Comment
Can any questions be posed at the conference (during discussions, if any) that are not pre-provided?
26. Government Response
Yes. Questions may be submitted at the conference, however, the government may elect to take the question down and provide its response at a later date, via fbo.gov posting.

Section C.4
27. Question/Comment
Government min/max levels currently trigger EDI demands, how, when min/max levels are established by the contractor, will future EDI demands be triggered?
27. Government Response
The Contractor is not establishing min/max order levels for the government under the WR-ALC and WW Hub & Blade requirement.
This acquisition is for Customer Direct support and thus, when the industrial or operational customer has a demand, said demand will be entered into MILSTRIP for a resulting EDI delivery order and Contractor fulfillment. The Contractor is required to have material on demand/within 1-3 days (industrial/operational) and is based on the Contractor’s proposed supply chain management system identified in its Technical proposal (to include the basis at which the Contractor will order and replenish inventory).
58 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
28. Question/Comment
Will the contractor pass material directly to the technician via the WR-ALC storefront, or will there be a DLA intermediary?
28. Government Response
A DLA employee will be the “customer” receiving the Contractor’s supply.
59 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
29. Question/Comment
Is additional warehousing space available elsewhere at the WR-ALC site? Is there a fee for using it?
29. Government Response
There is no additional space at WR-ALC to be provided as government furnished or leased space.
60 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
30. Question/Comment
Are there any union or other regulations / requirements on base that might affect dock to stock transport of material bound for the WR-ALC storefront?
30. Government Response
There are no known union regulations. Contractor deliveries may occur to the SSC during normal duty hours, 0700-1545 Monday through Friday. The AF retains facility management and entry control.
However, commercial deliveries are only authorized through one gate at Warner Robins and are subject to 100% inspection (i.e. screening of the delivery truck driver). Additional information is pending regarding any peak delivery times to be avoided, options for scheduled deliveries, and possible screening waivers.
61 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
31. Question/Comment
Will government demands be entered/available in Wide Area Work Flow
(WAWF)?
31. Government Response
No. WAWF is a web-based system for electronic invoicing, receipt and acceptance.
It is not a repository for demand history.
Requisition history has been provided with the solicitation and will be updated prior to the government’s request for final proposal revisions (provided discussions are conducted).

Section C.4.2.3.3
32. Question/Comment
Are RFID tags required for delivery of demands at the WR-ALC storefront, as indicated in the RFP?
32. Government Response
RFID tags are not required for WR-ALC customer support. See C.4.2.3.3 and DFARS 252.211-7006 (superscript at DFARS 252.211-7006 identifies RFID applies to Operational and FMS schedule only in accordance with ADDENDUM III TO FAR 52.212-4 Note at pg. 43).

Section C.4.2.5
33. Question/Comment
Will delivery address information for FMS and WW orders be provided with the initial EDI transmission? If not, will the time required to obtain the delivery address be considered a government delay?
33. Government Response
Delivery information should be available in the EDI transmission and will be verified upon the contractor’s system processing the order through VSM, for the MSL and carrier selection.
64 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
34. Question/Comment
Will the government accept batch invoicing?
34. Government Response
Batch invoicing via WAWF procedures is acceptable.

Section C.4.1.6.1.1
35. Question/Comment
Can the government define the specific point of "delivery" at the WR-ALC storefront (i.e. parts received, paperwork accepted, DLA system updated)?
35. Government Response
The point of delivery is defined as material receipt by the “customer” (the DLA employee who is essentially, the single face to the CMXG customer). The DLA employee is required to perform all material receipting to ensure traceability and payment.

Section C.4.2.4
37. Question/Comment
VSM takes a considerable amount of time to process an order. How/Will DLA address the issues within VSM?
37. Government Response
DLA Distribution has confirmed processing of orders through VSM should not take a “considerable” amount of time and suggests additional VSM training regarding functionality and processing may be helpful. The Supply Chain Transportation Office may be contacted at
(800) 456-5507 or delivery@dla.mil.
68 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
Section C.4.2.4
37. Government Response (cont’d)
VSM provides contractors the capability to add multiple shipping sites, access to a web services feature that allows connections directly to the contractor’s warehousing system providing instantaneous addressing, shipment processing, archiving and security. There are currently over 2,500 contractors using VSM, processing >150K shipments per month. The key feature of VSM is that it populates various external systems such as MRO Tracker and GTN and allows customers in-transit visibility of their items as they are shipped from the contractor and through any applicable segments of the DLA supply chain. The benefits of using the system include a reduction in the number of misdirected shipments, reduction in number of frustrated shipments at the CCPs and ports, and a reduction in customer wait time.
69 WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
38. Question/Comment
What role will the DLA Customer Service Rep have?
38. Government Response
It is not anticipated the DLA Customer Service Rep role will change beyond the extent the individual operates today.

Section L.6
39. Question/Comment
Is a small business which submits a proposal for the unrestricted and set-aside portions required to submit two separate technical and past performance proposals?
39. Government Response
Yes. The UNR and SA proposals are evaluated separately and thus, separate proposals are necessary. Moreover, the population of items is unique between the UNR and SA and thus, it is possible Technical and/or Past Performance information may vary between the portions of the acquisition.
