| Recruitment and Retention |
Enterprise Services is looking to contract with entities that have qualified personnel available to support the State’s projects throughout the term of the contract. Accordingly, the bidders need to have established recruiting, vetting and retention processes to have employees or subcontractors that meet the minimum experience and qualification requirements as listed in Exhibit B1: Performance Requirements.
| Requirement | Total Points | Bidder Response | Word Count | |
| 2 | Please describe how you will meet the minimum staff availability requirement. Please briefly summarize the following: |
1) your recruiting, vetting and retention processes; and
2) your current retention data as it relates to your W-2 employees or subcontractors - turnover rate of employees and/or subcontractors, average length of employment and/or subcontractor agreement. 200 Our company follows proven recruitment, training, and retention processes to provide the best resources for our clients. We have placed over 5,000 resources during our 20-year existence and have proven we can provide the right resource for the right project, time and again with a successful placement rate above 95%. We measure our placement success to focus on improvement and while the people placement business may not always work perfectly, we use our lessons learned to improve in future placements.
Our recruitment strategy is focused on staffing solutions as a critical function, understanding the methods and the measurement of successful staffing efforts, and ensuring our IT professionals make a successful impact on the business of our clients. We continuously measure our staffing success weekly, analyzing the effectiveness of all recruiting methods.
Our recruitment process includes multiple steps that begins with a well-established understanding of the recruitment need, followed by a wide variety of candidate sourcing options. Our screening process includes multiple interviews that focus on requirement matching, technical or professional capabilities, as well as a culture fit for both the client environment and in joining our team. If not required, we encourage our current clients to participate in the candidate evaluation process as we feel this leads to a higher likelihood of a longer-term match when the candidate and the client have the opportunity to ensure the skills and experience of the team member meet the specific need. Once onboard our staff have access to 25+ courses to enhance their leadership skills and improve their technical acumen. In addition, we offer monthly learning table sessions, accessible to our employees nationwide. 100% of our US based employees complete at least 2 training classes annually with the progress tracked within our internal Learning Management System (LMS).
Our retention rate is within the industry standard of 10.39% and the average length of employment for our W-2 employees and subcontractors is 4.6 years. Our retention process focusses on keeping our team members engaged and satisfied with their job by providing comprehensive onboarding, ongoing mentoring, competitive salaries, performance feedback via open communication and ongoing training. As a result of this focus our voluntary attrition rates are very low and well below the IT industry standards. In the scenario where there is a need to replace a candidate (e.g., at the State’s request), in addition to our normal recruitment process we also focus on 1) understanding any issues with the candidate being replaced so we can feed that information into the recruitment process, 2) ensuring full knowledge transfer, and 3) executing a transition plan.
