About this file

This document is a specifications file for a procurement opportunity from the Pennsylvania Department of Transportation (PA-DOT), specifically for the Fleet Management Division. The document outlines the method of award for Lot 1 and Lot 2, which allows for multiple group awards to the lowest two responsible and responsive bidders for each manufacturer's line. The specifications require all items to be the latest model year, with potential model number changes acceptable as long as pricing remains consistent. Delivery is expected within 60 calendar days after receipt of a purchase order, with PA-DOT reserving the right to inspect units during assembly.

The procurement includes specific eligibility requirements for bidders, mandating that they must either be the manufacturer or an authorized representative of the Original Equipment Manufacturer (OEM). Bidders not directly manufacturing the products must provide written certification on OEM letterhead. The pricing is structured as F.O.B. Destination, with a minimum order of one unit, and includes all delivery, shipping, handling, and set-up charges. Inquiries about the proposal should be directed to Adrienne Dickerson via email at addickerso@pa.gov up to five business days prior to the Invitation for Bid (IFB) closing date. The contractor is also required to submit ongoing service bulletins and technical letters to PA-DOT to inform them of any improvements, changes, or problems with the units.

ELIGIBILITY: In order to be eligible for award, a bidder must comply with the following:

1.) A bidder must be the manufacturer of the products being offered or an authorized representative (i.e. dealer/reseller) of the manufacturer‘s products.

2.) If a bidder is not the manufacturer of the products being offered, the bidder will need to provide written certification, from the Original Equipment Manufacturer (OEM) stating that they, the bidder, are an authorized representative (i.e., dealer/reseller) for the OEM’s equipment upon which they, the bidder, are bidding on. Certifications should be on OEM’s letterhead.

Bidders who fail to provide a signed “Original Equipment Manufacturer’s (OEM’s) Authorization to Bid Certification” document for any manufacturer’s product bid may have their bid rejected.

SPECIFICATIONS: All items to be provided shall be in accordance to the Manufacturer’s commercial specifications.

For all items, as appropriate, shall also abide the following specifications as included in this bid document:

The attached specifications and drawings are for informational purposes.

• All items provided shall be latest model year only.

• Manufacturer’s model number changes/revisions will be acceptable so long as price remains as awarded for that line item for the current contract period.

• The contractor(s) shall submit to PA-DOT, on a continuing basis, all service bulletins and technical letters, as regularly issued by a manufacturer to dealers or large fleets. All relevant information shall be supplied for the unit(s) bid to the Commonwealth to inform PA-DOT of any improvements, changes and/or problems concerning the unit and its component parts. This information shall be addressed to: Pennsylvania Department of Transportation, Fleet Management Division, 17th Street & Arsenal Blvd., Harrisburg, PA 17120, Attn: Chief, Fleet Management Division.

• PA-DOT reserves the right to have its representative(s) periodically inspect each unit during assembly at the contractor's assembly point.

All materials ordered shall be shipped in accordance with normal industry standards.

MINIMUM ORDER: The minimum order qualifying for F.O.B. Destination delivered prices shall be one (1) unit.
