About this file
The document is a Lobbying Certification Form (BOP-1307) issued by the Pennsylvania Department of General Services, Bureau of Procurement, dated November 7, 2013. This standard form is used for certifying compliance with federal lobbying regulations for contracts, grants, loans, and cooperative agreements.
The certification requires the signatory to affirm that no federal appropriated funds have been or will be paid to influence government officials in connection with the award or modification of federal contracts, grants, or agreements. If non-federal funds have been used for lobbying, the signatory must complete a separate Standard Form-LLL disclosing such activities. The form mandates that this certification language be included in all sub-award documents and carries potential civil penalties of $10,000 to $100,000 for non-compliance, as specified under Section 1352, Title 31, U.S. Code.
