About this file
This document is a Special Notice for an Industry Day event hosted by the Architect of the Capitol (AOC) and the U.S. Capitol Police (USCP) focused on vehicle crash barriers. The event will be held on July 30, 2024 at the U.S. Botanic Garden Production Facility in Washington, D.C. The purpose is to conduct market research, gather innovative ideas, and identify vendors capable of providing vehicle crash barriers that meet specific performance criteria, including K4, K8, and K12 crash test certifications. The AOC and USCP are seeking rapidly deployable, temporarily deployable, and permanently installed solutions that offer superior corrosion protection, flexibility, and integration capabilities. Prime and subcontractor vendors are invited to attend, demonstrate their products, and address the government's questions. Attendees must register by July 18, 2024 and provide supporting product information by July 26, 2024. This event is for informational and planning purposes only and does not constitute a solicitation or commitment to award a contract.

B. Background: Serving Congress and the Supreme Court, the Architect of the Capitol (AOC) is the builder and steward of the landmark buildings and grounds of Capitol Hill. Our staff preserves and maintains the historic buildings, monuments, art, and inspirational gardens on the Capitol campus.
Recognizing the trust placed in us by Congress and the American people, the AOC team is committed to providing a safe environment and inspiring experiences for all who work and visit the symbol of American democracy.
The AOC is rooted in a tradition of unique craftsmanship and ingenuity. Tracing its beginnings to the laying of the Capitol cornerstone in 1793, the AOC is responsible for the operations and care of more than 18.4 million square feet of facilities, 570 acres of grounds and thousands of works of art. The Capitol campus is home to 30,000 daily occupants and hosts about 5 million visitors annually.
C. Project Description: The AOC’s Office of the Chief Security Officer’s (OCSO) and the U.S.
Capitol Police's (USCP) physical security concept involves a layered or "tiered" defensive system which consists of both active and passive perimeter barriers and crash gate systems that act as both a deterrent and first line of defense for property and life; delay intruders; and
3 | P a g e minimize both unauthorized access and property damage during an accidental or intentional crash.
At present the agency employs an American Society for Testing and Materials (ASTM) international performance standard and testing procedure for both active entrance barriers and passive perimeter barriers designated as "vehicle-impact rated barriers," or "anti-ram barriers."
Carrying on this tradition, the agency is now in the market for vehicle crash barriers that:
1. provide K4 (i.e., barriers will stop a 15,000-pound vehicle traveling at 30 MPH), K8 (i.e., barriers will stop a 15,000-pound vehicle traveling at 40 MPH), and K12 (i.e., barriers will stop a 15,000-pound vehicle traveling at 50 MPH) or equivalent crash test certified or engineered solutions;
2. are rapidly deployable with ease of installation and integration in less than 60 minutes;
3. can be temporarily deployed (i.e., a few of these rated vehicle barriers or devices must be deployed 1-24 hours), with the “least” amount of additional infrastructure support and planning as possible (e.g., they can be towed or placed into position by a forklift or crane for temporary security applications);
4. if portable barriers (i.e., relocatable crash barriers), provide superior corrosion protection, flexibility in establishing temporary perimeter protection, and can be ran from a dedicated power source, battery and/or solar powered systems;
5. temporary barriers or devices with superior corrosion protection, that have infrastructure components permanently fixed in the area (i.e., some of these rated vehicle barriers or devices must be deployed and redeployed in a short amount of time) (times can vary;0 and
6. provide rated solutions that offer maximum perimeter protection on to include but not limited to shallow mount bollards, wedge barriers, vertical lift barriers, multi-purpose entry drop-arms and anti-ram crash gates - that may further include, but are not limited to, electrical, hydraulic, mechanical, and structural, blast, fire life-safety, physical and technical security upgrades and other directly related systems.
D. Who should attend? Prime and subcontractor vendors who sell, demonstrate and/or install products that are applicable to various crash gate and barrier systems, and AOC, OCSO and USCP representatives.
NOTE: Representatives should be technically savvy, be prepared to demonstrate products, address questions and concerns, and have a firm understanding of the direction of both Industry and AOC and USCP policy.
E. Industry Day Purpose & Goals In addition to the objectives below, the purpose of this Pre-solicitation Industry Day is to introduce potential offerors to the AOC and USCP; conduct a capability inspection of various vehicle crash barrier products and systems; and select potential offerors to participate in the official solicitation (to be released in the near future).
